THE BASIS OF THE RECOMMENDATION IS: The petitioner has submitted an appraisal, dated
November 4, 1998, showing the value of the subject property to be $600,000. Two comparable
sales also support a value of $600,000. Therefore, this abatement should be approved as
submitted.
