THE BASIS OF THE RECOMMENDATION IS: Based on the agricultural application, the
classification of the subject property should have been classified as agricultural land for the 1999 tax
year. The property had been used by Walter Wieben to raise hay for his overall cattle operation in
Capitol Creek. This use of the property has been ongoing for at least 10 years and as such the
property qualifies for the agricultural classification. The abatement is only for 1999, as the current
owner only acquired the property in 1999.
