Lot 6, Little Texas Subdivision ZONING: AF-1 REQUEST: Mark and Kelley Purnell are requesting approval of a minor 1041 Environmental Hazard Review/Category 2 Exemption: They are proposing a building envelope for construction of a single family home on a lot which is 22,500 square feet in size: The site is currently improved with a single family residential dwelling unit. The applicants intend to raze the .existing unit and... rebuild. 1041 REVIEW The site is impacted by slopes in excess of 30% and floodplain hazards. In addition, it is located' within mapped deer winter range. Slopes The proposed building envelope is not located within the floodplain hazard area. However, a portion of the.. proposed building envelope encroaches on a 15-30 percent"slope. Section 5-401.2(h)(2) of the Code stipulates that development shall be discouraged on slopes of 15% and greater unless problems of stability and erosion can be overcome: Any development approval is to be based on a detailed site survey including geologic and engineering analysis and is to comply with the following: 1. Cuts shall not be made into slopes steeper ,than thirty percent (30%), unless 'mechanical support is provided. 2. Cuts and fills, and grading and scraping shall be confined to the minimum area needed for construction. 3. Steepness of cut. and fill slopes shall be the maximum which will insure stability and still allow revegetation. 4. Use mulches or temporary cover on exposed soil areas and re-establish permanent vegetation and install erosion control measures as soon as possible. ~ ~~.. ,~ a 5. Incorporate natural drainage patterns into the development plan. The applicant has not submitted a geologic or engineering analysis of the slope. Approximately 10 feet of the building envelope encroaches onto slopes exceeding 15%. It is recommended that the applicant consult with a professional geologist and engineer for recommendations on building foundation design. Floodplain While the Roaring Fork River floodplain does encroach on the Purnell parcel, it is well below the building site, as delineated on the site plan. None-the-less, the. applicant will be required to establish a 20 foot stream setback, which is 'to be maintained in it's natural state. The setback 'is to be measured horizontally from the mean identifiable high water mark of the River. The setback should be noted 'on 'the site plan. Wildlife Though the site is mapped as deer winter range, Randy Cote has .indicated that mapping for the Woody Creek quadrant is inaccurate. New mapping, which has. yet to be adopted by-the County, was recently submitted by the. Division of Wildlife to the Planning Office. The updated 'map has deleted lands located between the Roaring Fork River and Upper River Road from wildlife. habitat areas. Based upon discussions with Mr: Cote and new mapping, it is concluded that wildlife is .not a concern on this site. BUILDING PERMIT EXEMPTION REVIEW Pursuant. to Section 18-2.5 of .the, Code, the applicant has addressed proposed water supply and waste water disposal for the site. Finally, the site is served by an existing driveway, which will not be improved.. FINDING: 1) The proposed building envelope is located outside of the mapped floodplain hazard on site. While the envelope does encroach slightly on slopes exceeding 15%, the applicant agrees to rovide a eoloa_ ~~ za~nrt (and engineering report, if necessary with recommendations for foundation design. 2 2) The applicant has provided a site plan for sign-off. Prior to recording, the site plan shall be amended in the following manner: a) A note shall be added which indicates that a 20' stream setback shall be established and maintained in it's natural state. Galena Street Aspen, CO 81611 Re: Lot 6,(Pernell), Little Texas Subdivision Dear Mr. Lucero: I have been asked by Perhells and Mr. Glen }lorn to provide you with a geologic appraisal of the building site at the captioned property. According to rr{y investigations, the intended dwelTing will rest on very favorable substrate. The property is in Pitkin County in the SW/4 or NE/4, sec. 16, T.9 S., R. 85 W., about seven miles north of Aspen. The subject property stretches eastward from the Roaring Fork River across a lower river terrace level, up a 30% grade to a higher river terrace level which is about 35-40 feet above mean high water level in the river. The upper terrace level is essentially flat. The anticipated building envelope rests mainly on the upper terrace level, with an extension onto the described slope of about one-third of the slope distance. This location places the foundation and footers across the slope break. Both of the terrace levels on the property, including the slope between the levels, are composed of stream-rounded boulders and cobbles set in a matrix of sand and fine gravel. Less than 10% of the matrix is composed of clay and humic matter, most of which is in a thin soil mantle. Substrate in which the footers and foundation will be placed is porous, firmly packed, and practically uncompressible. I antic ate no problmes with a standard foundation design. Care should be taken to minimize surface water run-off on the slope and to minimize disturbance of natural vegetation oh the slope, in order to help control slope stability. In conclusion, with reasonable care as outlined above, a standard foundation design should be wholly satisfactory within the anticipated building` envelope.
