WORK SESSION ITEM: Joint Meeting with Gunnison County Commissioners
STAFF DIRECTION:
Gunnison County Commissioners Jim Starr, Hap Channell and Paula Swenson were in attendance.
1. Housing Tour feedback - The Gunnison Commissioners expressed appreciation for the tour. Discussion
ensued about the housing program.
Commissioner Hatfield joined the meeting at 10:15 a.m.
Representative Kathleen Curry joined the group at 10:25 a.m. Discussion continued about conservation
easements and preserving green space between communities.
2. Legislative issues - Representative Curry addressed the likelihood of legislative measures to fund
workforce housing, explaining that the focus now is on Referendum C, and that the best opportunity
might be when the Ref. C time out is over in 2010. Discussion ensued about a ballot issue in 2008,
whether a real estate transfer tax (RETT) is the best way to fund housing and whether it should be part
of an overall reform of TABOR. Representative Curry requested support from Colorado Counties,
Inc.(CCI) and the Colorado Municipal League (CML). Discussion ensued about which jurisdictions
would support a RETT. The Board directed John Ely to work with Representative Curry on language
for the constitutional amendment. Both Gunnison and Pitkin County Commissioners were supportive.
Representative Curry also raised the issue of broadening the authority of local governments on oil and
gas regulation explaining that CCI and CML were not interested in supporting such a bill. Discussion
ensued about local impacts of oil and gas development and what regulatory authority local jurisdictions
might want. Both the Gunnison and Pitkin County Commissioners agreed to support such a bill.
3. Water issues - Commissioner Farris indicated that several groups are looking at a wild and scenic river
designation for the Crystal River as a means of preventing a large reservoir on the Crystal. Discussion
ensued about the Preferred Option Storage Plan (PSOP). Representative Curry suggested that Gunnison
and Pitkin take a position together on Colorado River Compact issues as it is in our interest to keep
water flowing west and to use the roundtables to push these issues. She also recommended developing
relationships with the Bureau of Reclamation with respect to unsold water in Blue Mesa and Ruedi
Reservoirs and buying storage rights. Discussion ensued about congressional action to broaden uses of
Ruedi water. Representative Curry also suggested using the roundtables as a means of educating
commissioners.
Representative Curry also raised the issue of legislation defining "sufficient water supply" for
subdivision development. Discussion ensued about the need for standards and the backlog in the State
Engineer's Office. Commissioner Starr suggested that it be tied in to water conservation efforts on the
Front Range. Both Gunnison and Pitkin County Commissioners agreed to support such legislation.
4. Cooperation in the Crystal River Valley - Discussion centered on the Gunnison to Carbondale Trail.
5. Open discussion - Commissioner Ireland brought up the proposed special session to address
immigration. Discussion ensued.

6. Land use code update - Commissioner Ireland provided an update on the Land Use Code. Discussion
ensued.
