If the adjacent property owner does create defensible space down- slope, then these conifers may remain, as long as they are thinned to provide separation between crowns, as indicated in subparagraph (d) below. The adjacent property owner has committed to creating the necessary defensible space on the adjacent property (see Exhibit B hereto). d. Beyond the 10'/15' areas identified in subparagraph (a) above, and to the property lines to the east and west for at least 45' beyond the conifers (if any) planted on the north side of the property, and into the right-of way to the north, natural and/or irrigated grasses shall be maintained at < 6" and existing trees and brush thinned into individual plants or clusters. Limbs should be pruned to one-half the height of the tree, or 10', whichever is less. No brush or shrubs wf iich, when mature, will be tall eriough to act as ladder fuel should be planted or maintained around the trees. Clusters of bushes or shrubs should be separated from each other and from those beyond the 45' area by a distance of 2.5 times the height of the mature vegetation. The diameter of a cluster should be limited to 2.5 times the height of the mature vegetation. It is recommended that plant material growing between trees and clusters of bushes or shrubs be grass maintained at _ 6". Lower branches of brush and shrubs should be thinned and removed to eliminate ladder fuel. Cut ends of shrubs should be treated with Garton, or equivalent, by a person licensed to apply herbicides. Cut materials should be removed, or chipped and spread. e. For a distance of 100' down-slope and to the property lines (where less), all standing dead vegetation and deadfall should be cut and removed or chipped and spread. Aspen, Colorado -Phone 920-1719 Fax 925-2465 - Subject:. Wildfire Hazard Mitigation for the property located at east-end of Magnifico Drive, Pitkili County, Colorado. ' Dear Mr. Throm, I appreciate you meeting me aYthe east-end of Magnifico Drive on Tuesday July 20 to,orient me to.the property and the proposed home to be built. After we spoke I remained on site to measuie s)opes; take photos and familiarize myself with the conditions there. I will qualifymy. observations as those'of conditions as they now exist. The slope below the house is fairly consistent and in excess of 25%. The vegetation is primarily Oak, Serviceberry,, some Sage and native grass. Several semi- mature and mature irrigated conifers have been planted near the east and west property lines apparently by the adjacent property owners within your client's property. I understand that you intend to remove the trees that have been planted to the west. I also understand that the owner to the east prefers that the &onifers remain as a privacy screen between their house and the proposed new house. The opportunity of your client to manage the vegetation for the pur~iose of wildfire hazard mitigation purposes is somewhat limited by what has proceeded and the minimum distances to adjacent properties. My recommendation fo retain some or al] of the conifers to the east depends on the cooperation of the adjacent property owner to facilitate. providing a defensible ' space for these trees. The, defenstble space will.need to interrupt the continuous fuel path of the vegetation down-slope of the oonifers. If cooperation is received that is acceptable and in line with Colorado State Forest Service guidelines and standards these trees, may remain, otherwise it may be recommended that they be removed in order to provide for wildfue safety. These, trees between properties do not present a hazard to either property uliless they are not appropriately protected from wildfire down-slope and up-slope.. You pointed out that your client would like to have Spruce trees. planted adjacent to the house to the north,. this 17 GA8I8A DRIVE, GtENW00D SYRIN83, COb0RAD0 83803 PRONE (970) 384.12211 FAR (970) 389-E~31 ~ firesa(e@gwspriags.net '~~~ •~~~` ~ I III~II VIII IIIIII IIIIII~II I~III~I VIII III ~IIII III IIII ~g0680 ~ 12:22f SILVTA ORVTS PTTKTN COUNTY C6~ R. 0.00 D 0.00 can be done if the recommendations that follow aze adhered to. As observed I consider the proposed house to be located in a High Wildfire Hazard Area. Vegetation Management and Modification Recommended: (Please refer also to the site plan that has been modified to indicate the areas referenced below) 1. Around the house and beyond the furthermost projection of combustible construction for a distance of 15-feet. down-slope to the south of the house and 10-feet at the east and west side yards, the area should be of primarily noncombustible hard scape surfaces, low growing perennials, flowerbeds, cut grass and deciduous, well-trimmed and irrigated plants. Woody vegetation should not be planted within this area. Firewood or other combustible materials should not be stored within this area. On the north side of the house where Spruce or other evergreen trees are proposed adjacent to the house, for a distance of 15-feet beyond the crowns of mature vegetation, there should.be primarily noncombustible hard scape surfaces, low growing perennials; flowerbeds; cut grass and deciduous, well-trimmed and irrigated plants. Bushes or shrubs should not be planted under these trees. The lower branches should be pruned to one half the height of the trees or 6-feet whichever is less. The conifers within your client's .property to the west are to be removed or thinned to provide separation between crowns as indicated in #2 below. I understand that the owner of the property to the east desires to have the conifers between the properties remain in the interest of privacy. As previously stated these trees are a part of the. . continuous fuel path from the south slope to their location between the properties.. It is necessary that there be separation of these trees to the south in order to provide for defensible space for the proposed home. In order to provide this separation it is . necessary to have the cooperation of the homeowner to the east. Because of the slopes and the types of vegetation if is recommended that separation of these conifers from other vegetation and the removal of ladder fuel be accomplished and maintained as specified in Item #2 below. 2. Beyond the 10/15-foot area up to 45-feet down-slope and to the property lines to the east and west and for at least 45-feet beyond the proposed conifers into the right of way to the north, maintain natural and/or irrigated grass at less than 6-inches and thin existing trees and brush into individual or clusters. Please refer to the site plan that accompanies this letter and has the approximate locations of these areas indicated in color. Limbs should be pruned to one half the height of the tree or 10-feet whichever is less. No brush or shrubs which when mature will be tall enough act as ladder fuel should be provided or maintained around the trees. Clusters of bushes or shrubs should be separated from each other and from those beyond the 45-foot area by a distance of 2 '/~ times the height of the mature vegetation. The diameter of a cluster should.belimited to 2 '/~ times the height of the mature vegetation. As an example: If the expected mature height of the vegetation is 10 feet then the diameter of the cluster should be no greater than 25 feet and the distance between clusters should be greater than 25 feet. Ideally the plant material growing between trees and clusters of bushes a. or shrubs is grass maintained at 6-inches or less. 2 ,~ n IIi~IIIifIii~IIIIIIIIOIiII~~IIIIiVIIIIIIIiIIiI~IIIIiI 000 8eo 11 SILVIR DRVIS PITKIN COUNTY C0 12.22E R 0.00 D 0.00 Thin and remove lower branches of brusher shrubs within clusters or individual plants to eliminate ladder fuel, Most of the shrubs that will be cut are vigorous sprouting plants and the cut ends should be treated with a product named Garton® or an equivalent by a by person licensed to apply herbicides. Doug Throm Construction Attn: Doug Throm 617 West Main Street Aspen, Colorado 81611 Job No. 1(14 571 Subject: Update of Subsoil Study for Foundation Design, Proposed Residence. Lot 70, Pitkin Grccn, 0234 Magnifico Road, Pitkin County, Colorado Dear Mr. Throm: As requested, we are providing an update of tlrc Chen & Associates (Chen) study, Job No. 4 319 86, dated September 22, 1986 so that preliminary design of the current project can proceed. We previously conducted a geologic site review of the subject. property for the 1041 Hazard Review and submitted our findings in a report dated July, 30, 2004, .lob No. 104 571. Tire current development plan is to extend the bt.iilding and deck/terrace onto the steeply slopSng, southern part of the property. The previous Chen report was fvr building on the upper flatter part of the property where the exploratory borings were drilled. 'I'hc Chen report reconYmended a setback from the steep down slope to not adversely impact slope stability. Deep excavations could a]so encounter groundwater seepage. Based on our review, the recommendatiops for the foundation design presented in the Chen report canbe used for preliminary design of the current projccl. When access to the lower proposed building area has been made, we should conduct subsurface exploration to evaluate Ore bearing conditions and analyze the sleep part of the properly tier slope stability. "1'he additional analysis should also consider the potential fbr construction- induced slope instability and the need for shoring to maintain stability of temporary excavations. Other recommendations presented in our previous report ~+~hich are applicable should also be observed. The su soils encoun- tered in this area are mainly dense cla ey sands and gravels with cobbles and boulders. Sp cad .footings placed on the natural soils are recommend d for founda- tion support, The foundation should have dequate depth and setback from the nearby, very steep lope to limit adverse impact' on the. slope stability. Subsurface drains should be placed as part of t e foundation construction to protect the structure ag inst ground- water conditions. Other geotechnical a pects of the site as related to residential development are presented in the body of this report. PURPOSE AND SCOPE OF STUDY This report presents the results of a subs .~rtace study for a proposed residence on Lot 20, Pitkin Green S bdivision, Aspen, Colorado. The subsurface study was conducted or t:he purpose of developing foundation recommendations. The prdject site is shown on Fig. 1. The study was conducted in ac ordance with our Agreement for Professional Engineering Ser•vi es letter to Dr. Henry L. Price dated August 27, 1886. A field exploration program consisting of exploratory borings was conducted to obtain information on subsurface conditions. Samples obtained during the field exploration ~rere tested in the Jaboratory to determine classification and engineering character- istics of the on-site soil. The results of the field exploration and laboratory testing were analyzed to devel~p recommendations for foundation types, depths and allowable pre~sures for a resi- dential structure. The results of the fiel exploration and laboratory testing are presented herein. PROPOSED CONSTRUCTION We understand that the' site development will probably consist of a single-family residence but that there are no plans for development at this .time, The structure is planned to be located within the upper, flatter part of the lot lik .the homes on the nearby lots. The .lower, very steep part of the site is not suited for residential development, We assume he residence will be one to three. levels high and constructed typically of wood frame. A maximum foundation depth of one lev 1 or about 8 feet below the .existing ground surface is assumed. Foundation load- ings for this type of structure should be relat vely light. If loadings, depths or locations for the b ilding are signi- ficantly different from those assumed, we shou d be contacted to reevaluate tfie recommendations presented in thi, report.. SITE CONDITIONS The subject lot is located on the downhill side of Magnifico Road as shown on Fig. 1. The upper part of t e site, which is generally sloping down to the south, has been disturbed and is covered with weeds and brush. A buried. el etric line that l:hen &Associates i S•d S9bZ-SZ6 OL6 wo~yy ~no0 dLb~TO SO bT ~eC i .. -3- crosses this area was identified by Holy Cross Electric as shown on Fig, 1, The grade across this part of t e site is on the order of 10%. In the southern part of the site which is not planned for development, the grade is very st ep and is covered with thick brush and trees, There are boulder exposed near the top of the very steep slope, No signs of significant slope ' movement were noted in the steep slope near the proposed building site. The Salvation Ditch which flows to th east is located north of t4agnifico Road as shown on Fig, 1, i SUBSURFACE CONDITIONS The subsurface conditions were evaluated by drilling two borings at the locations shown on Fig, 1. The soils encountered are, graphically shown on Fig. 2 and consist ainly of clayey, silty sand and gravel with cobbles and probab a boulders. The field testing indicates the soils are generally dense. Gradation analyses performed on samples taken from th borin s g (minus 1 1/2-inch fraction). are shown on Figs, 4 and The soils are generally moist. Free water was measured at ~ feet depth two days following drilling in Hole 1. FOUNDATION RECOt9t~fENDATIONS Considering the subsurface conditions en ountered in the exploratory borings and the assumed constructio at the site, we recommend the building be founded on spread f otings placed on undisturbed natural soils below any existing ill and topsoil. The design and construction criteria presented below should be observed for a spread footing foundation system;i Chen &Associates S94z-SZ6 OL6 wo~yl 2noQ dLb~iO SO bT uer -4- 1) Footin s g placed on the undisturbed natur~ ~ l granular soils ;should be designed for an allowable soil b aring capacity of 3000 `psf. We expect settlement of ty ical residential loadings designed and constructed as rec mmen.ded will be about 1 inch and less. 2) Spread foa'tings placed on granular soils sh uld have a mini- .. : mum footing width of 16 inches for continuo s footings and 24 inches for isolated pads. 3) Exterior footings and footings beneath unhe ted areas should be provided with adequate soil cover abo a their bearing elevation for frost protection. Placement f foundations at least 42 inches below the exterior grade is typically used in this area, The footings should be loca ed a horizontal distance of at least 8 feet from the exi tang steep slope face to limit adverse impact on the slope st bility, 4) Continuous foundation walls should be re nforced top and bottom Lo span an unsupported length of at l east 10 feet, 5) Areas of existing fill, loose or soft mat rial and topsoil encountered within the .foundation excav tion should be removed and the footing bearing level low red to adequate natural bearing material, 6) Care should be taken when excavating the fou dations to avoid disturbing- the supporting materials, isturbance will increase the settlement potential. Excavat on methods which minimize soil disturbance should be used. 7) A representative of the soil engineer sh uld observe alI footing excavations prior to concrete placem nt, " Chen &Associates i L'd S9bZ-SZ6 OL6 wo~yl`~noQ dLb~TO SDbT weC -5- FOUNDATION WALLS AND RETAIOING STRUCTURES ~~ Foundation walls and retaining structures which are laterally supported and can be expected to undergo onlylja slight amount of deflection should be designed for a laterfal earth pressure computed on the basis of an equivalent flffffffid unit .weight of 40 pcf for backfi.ll consisting of the on-si a granular soils. Cantilevered. retaining structures which. ca be expected to deflect sufficiently to mobilize the -full ac ive earth pressure condition should be designed for a lateral arth pressure com- puted on the basis of an equivalent fluid un t weight of 35 pcf for baekfill consisting of the on-site granula soils. All foundation and retaining structures should be designed for appropriate hydrostatic and surcharge pre sures such as from adjacent foundations, traffic, construction m terials and equip- ment. The pressures recommended above assume drained conditions behind the walls and a horizontal backfill su face. The buildup of water behind a wall or an upward sloping ba kfill surface will increase the lateral pressure imposed on a foundation wall or retaining structure. We recommend an un erdrain system be provided to prevent buildup of hydrostatic ressure behind the walls. The lateral resistance of foundation or r taining wall foot- ings placed on undisturbed natural soils will e a combination of the sliding resistance of the footing on the f undation materials and passive .earth pressure against the sid of the footing. Resistance to sliding at .the bottoms of th footings can be calculated based on a coefficient of friction of 0.45- Passive 1.11N11 IX H5SUC1dtCS ' 8'd S9bZ-S~6 OL6 ~~- wo~yl ~no0 dLb=iO SO bT ~eC -b- earth pressure against the sides of the footings can be calcu- lated using an .equivalent fluid unit weight of 350 pef. The coefficient of friction and passive pressure ~alues recommended above assume ultimate soil strength. Suitablel~factors of safety I should be included in the design to limit theistrain which will occur at the ultimate strength, particularly in the case of passive resistance. i Compacted fill placed against the sides ~f the footings to resist lateral foundation loads should be a (granular material. .Fill should be placed and compacted to atleast 95% of the maximum standard Proctor density at a moisture ,content near I optimum. ~ FLOOR SLABS ~~ The natural on-site soils, exclusive of topsoil, are suitable to support lightly to rtioderately loaded slab-on-grade construc- tion. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walflls and columns with expansion joints which. allow .unrestrained ivertical movement. Floor slab control joints should be used to educe damage due to shrinkage cracking. We suggest joints be pr vided on the order of 15 feet on center. The requirements for slab reinforcement should be established by the designer based o experience and the intended slab use. A minimum 4-inch layer of free-drainin gravel should be placed beneath basement level slabs. This material should consist of minus 2-inch aggregate with less han 50% passing the No. 4 sieve and less than 5% passing the No. 00 sieve.
