Re: Carbondale Water Plant - Special Review
WHEREAS, the City of Carbondale and the U.S.F.S. has
applied for a Special Review permit to construct a water treatment
plant and water diversion and storage structure on Nettle Creek
in the Crystal River Valley, Pitkin County, and
WHEREAS, the property for the structure is zoned AF-3,
Agriculture-Forestry which allows water diversion structures by
Special Review, and
WHEREAS, a major extension of a public utility is
designated by Pitkin County as an Activity of Local and State
Interest, and
WHEREAS, the site is presently being used for the diversion
of water for Carbondale and this request represents an extension
of an existing use by increasing the diversion amounts and estab-
lishing necessary storage and treatment facilities, and
WHEREAS, the City of Carbondale has adopted plans for
water utility sQrvice and this presents a stage of phased im-
provements to the public water system in order to meet the existing
demands for service within the town of Carbondale, and
WHEREAS, excessive demands on the present water system
for Carbondale have resulted in the rationing of water during
hours of peak consumption, and

WHEREAS, the Colorado Land Use Commission has been
notified of the Activity of State Interest, and
WHEREAS, the Pitkin County Planning and Zoning Commission
has reviewed the request and recommended approval,
NOW THEREFORE BE IT RESOLVED, that the Pitkin County
Board of Commissioners finds that the submission is in conformance
with the provisions of the Land Use Code and hereby approves the
Special Review application for the Carbondale water plant subject
to the following conditions which are imposed to ensure compatibility
with the Land Use Code.
1. Revegetation of the disturbed areas of the site
will be performed pursuant to the requirements of the
U.S.F.S.
2. No additional access roads will be constructed to the
site.
