Dear Peter:
I am writing to document the completion of the Betty Bear hut, the 10th but
under special use permit to the Tenth Mountain Trail Association.
On July 30, 1992, Jo Ives of the South Zone Engineering and Nancy Berry of the
Sopris District, inspected the but and reported that the but is complete and
accessible. In addition to their inspection, it will be necessary for you to
send to this office the Certificate of Occupancy (CO) issued to you by Pitkin
County. -
I feel we have achieved.. our goal of providing a facility which provides access
for disabled populations. The Forest Service will be proud to assist TMTA in_
the promotion of the Betty Bear but to special populations that desire to use
the National Forest. It has been a learning experience for both TMTA and the
Forest Service with an end product we can be proud. of.
Peter, I would like to .thank you, Dave Schweppe, and all your volunteers that
worked so hard this summer to accomplish accessibility at the Betty Bear hut.
We really appreciate your cooperation.
The White River National Forest is thinking about the possibility of co-hosting
a formal dedication with TMTA in June of 1993 to promote the Betty Bear but as
the 1st accessible but on the White River National Forest. Let us know what
you think about this idea.

Resolution PZ-91-
WHEREAS, the Tenth. Mountain Trails Association_(TMTA) and
the United States Forest.. Service_(USFS), hereinafter "Applicant",
have. applied to Pitkn County to construct_a Hut for winter use,
pursuant to Special Review Section 3-3.40 and 1041_Hazard area
Section 5-400 of the Land Use Code; and.
WHEREAS, the application was considered before the_Plannng
and Zoning Commission (hereinafter "Commission") at a public
meeting on April 16, 1991; and
WHEREAS, the site is located on U$FS_lands which is not mapped
for the CSU Hazard Areas.; and
WHEREAS, the Applicant has addressed each of the recoghized
1041 Hazard Areas and. has proposed mitigation measures for geologic
concerns on the;hut site; and
WHEREAS, the Commission is aware that a recipient of a
special use permit is required to demonstrate compliance with
Section 3-6.3 of the Land Use Code on an annual basis and expects
that the applicant will comply with this requirement.
NOW, THEREFORE, BE IT RESOLVED that the Planning and Zoning
Commission hereby recommends approval of the_Applicant's request
for 1041 Hazard Review and Special Review approval for the.
construction of a recreational but "for winter use ~o the Board of

County Commissioners, subject to the following conditions:
1. A detailed Search and Rescue Plan shall be approved by
.the Sheriff's Department prior '"to commencement of
winter use.
2. The applicant must receive .County approval prior to
.summer operation.
3. The applicant shall follow the recommendations
identified in Nicholas Lampiris's report dated January
3, 1991.
4. All material representations made by the applicant in
the application and public meetings shall :be adhered to
and considered conditions of approval, unless otherwise
.amended by other conditiohs.

regular meeting on April 16, 1991.
