COUNTY, COLORADO, APPROVING A TEMPORARY USE/SPECIAL EVENT PERMIT FOR
CREEKFEST ON OCTOBER 8, 2006

RECITALS
A. Pursuant to Subsection 3-200-030 of the Pitkin County Land Use Code, the Community Development
Director of Pitkin County, Colorado ("Director") may approve a Temporary Commercial Use/Special
'Event Permit for non-commercial activities or special events.
B. Ann: Owsley (hereafter, the "Applicant") has applied to the Director for approval of a Temporary
Commercial Use/Special Event Permit to conduct Creekfest on October 8th, 2006 from 11 :OOAM to
3:00PM at the Woody Creek Store located at 0006 Woody Creek Plaza. The event will be a fundraiser
for the Woody Creek Community Center, Inc. and will consist of a potluck dinner, live local music, and
competitions. Liquor will not be a component of this event.
C. The Applicant has requested to close the up-valley (eastbound) lane of ,Upper River Road for the
duration of the event. Public Works has approved the closure with conditions.
D. Parking has been proposed at the Woody Creek Store and at the Dinsmoor's property south of the
Woody Creek Mobile Home Park.
E. The Applicant has provided a Certificate of Insurance demonstrating adequate General Liability
coverage (and naming Pitkin County as an Additional Insured).
F. This application was referred to the County Sheriff, Emergency Manager, Environmental Health, Aspen
Fire Department and Public Works. Referral comments were received from the Environmental Health
Department, Emergency Management, Aspen Fire Department, and Public Works in support of the
application with some conditions. The Sheriff's Office verbally approved the application with some
conditions. The Woody Creek Planning Commission submitted a letter of approval for the event with no
conditions. .
G. The Director frods that, to' the extent applicable, the application complies with the standards ill
Subsection 3-200-030 of the Land Use Code.
NOW THEREFORE BE IT RESOLVED that the Community Development Director of Pitkin County doe~
hereby grant approval for the Creekfest Temporary Use/Special Event Permit subject to the following conditions:
1. The Appllcant shall adhere to all material representations made in, or in connection with, the
application, including but not limited to its Safety and Operations Plan.
2. The Applicant will provide Pitkin County Risk Management with satisfactory evidence of General
Liability insurance. The insurance shall include an Each Occurrence limit of $1,000,000 and a General
Aggregate limit of $2,000,000 prior to the event. Pitkin County shall be named as an Additional Insured
under the policy.
3. The Applicant shall increase traffic control by placing operators at both ends of the closure who will
wear orange safety vests. Signs shall be placed an adequate distance from both enqs of the closure
alerting motorists there is only one lane ahead. Because of the distance of the road closure, traffic
control operators shall have communication devices to aid in the processing of motorists efficiently and

safely through the road closure. Joe Fredericks will be in charge of traffic control and train volunteers
on appropriate measures to process traffic.
4. Pedestrian walkways crossing Upper River Road shall be clearly marked. If there is significant traffic
during the event, the Applicant shall place traffic control operators at walkways to ensure pedestrian
safety when crossing.
5. There shall be no parking on public roads.
6. Prior to commencement of the event, the Applicant shall provide the Pitkin County Sheriffs Office with
the radio frequencies, satellite phone numbers and all other contact information in the event of an
emergency.

The purpose of Creekfest is to raise funds and seek new memberships for the
Woody Creek Community Center, Inc. (WC3) a not-for-profit Colorado
corporation. It will be a community party, held in front of the Woody Creek Store,
which is the home of the WC3. This event has been approved by The Woody
Creek Mobile Home Park homeowners' board, and the Woody Creek Caucus
Planning Commission.
The Mobile Home Park has given us permission to use one of their entrances
and to block off their street that runs next to the store, to accommodate the event.
There will be a small stage for our local musicians. The bulk of the events take
place in the private yard of the store itself.
There will be a foot race from the Woody Creek firehouse to the store, one-
tenth of a mile. For this reason, we are asking to be able to close the upvalley lane
of Upper River Road for the three hours of the event, for the safety of Creekfest
participants. The road is very narrow as it passes in front of the store and Tavern,
and closing the lane would give us a buffer from traffic.
Parking will occur on the private property of the Dinsmoors, which is across
from the Woody Creek Post Office. Other parking will occur in the existing
parking lot across from the store. Our volunteers will direct traffic to the parking
areas and also around the closed lane. We can acconunodate fifty cars at a time, as
well as normal parking for the Tavern.

Brian, the closing one lane will require traffic control and what about a public meeting? How much
advertising for the event are they going to have to do? Where will all the cars be parking? Does there
need to be a meeting with emergency services and sheriff? Ifbad weather what will happen to the event
cancellation or moved to a different location?

event is Anne Owsley (922-2342). Approximately 1 00 people will be involved including volunteers. The most
significant portion of this event is the request for a 1-lane road closure for a foot race. I request comments back

Hi Mike-
How will the traffic control volunteers communicate with each other at each end of the lane closure? It's a little
too far to shout, although I think the line-of-sight is good. Will they have walkie-talkies or some such radio
communication? Perhaps Pitkin can suppy them with radios?? (Ask Mark Gamrat).. Also, I'd like to see a deputy
give the traffic controllers a little coaching on safety issues.
