COUNTY, COLORADO, AUTHORIZING EXPENDITURES OF FUNDS GENERATED
THROUGH THE RENEWABLE ENERGY MITIGATION PROGRAM
Resolution#No.V-2000
RECITALS
I. On January 26, 2000,the Board of County Commissioners of Pitkin County approved
Ordinance No. 8 adopting the Aspen/Pitkin Energy Conservation Code.
2. The Aspen/Pitkin Energy Conservation Code allows that the funds be spent in accordance
with a joint resolution by the Aspen City Council and the Pitkin County Board of County
Commissioners.
3. The Board of the Community Office of Resource Efficiency approved the following
spending proposals:
• Burlingame/MAA Affordable Housing Project. Install large solar hot water
systems on five buildings at the Burlingame Affordable Housing Projects.
Budget: $60,000.
• Green Design for Public Buildings. As the City and County prepare to build
additional affordable housing projects and new public buildings, like Truscott and
the Iselin pool,there is a great opportunity to incorporate green design into these
projects to save energy throughout the buildings' lifetime. Budget: $20,000.
• PV Incentives. CORE's Sun Power Pioneers program is currently being funded
by a grant from the Cities for Climate Protection Campaign. The CORE board
recommends that we use REMP fees to continue and extend the program. Budget:
$20,000.

• Ruedi Small Hydro. Two homeowners on Ruedi Creek, in the Fryingpan
drainage, want to install a 15 kw hydropower system. Holy Cross Energy will buy
the energy from this facility, which will keep about 200,000 pounds of carbon
dioxide out of the air each year. To make this project economic, the CORE board
recommends a REMP payment of$1,000 per year for the next ten years to the
homeowners. Budget: $10,000.
• Community Mini-Grants. The CORE board recommends spending up to
$10,000 in REMP funds on small $500 to $1000 energy efficiency, renewable
energy projects, energy education, and tree-planting projects. These grants would
be made at the discretion of CORE staff. Budget: $10,000.
• Solar Hot Water Rebates. The CORE board recommends spending $10,000 of
the REMP money on solar hot water rebates, a program CORE started last year. A
single rebate would be $500, payable to Roaring Fork Valley homeowners or
businesses who install solar hot water systems. Budget: $10,000.
• Zero Interest Loan Program. CORE would like to use REMP funds to help start
a zero interest loan program to help homeowners and businesses purchase
renewable energy systems or make energy efficiency improvements. Budget:
$20,000.
• CORE Fees. The REMP legislation authorized CORE to collect up to 10% in
fees for developing and reviewing REMP projects. The CORE board recommends
to the City and County that CORE get the full 10% fee for the projects described
above. Budget: $15,000.
4. The spending proposals meet the screening criteria of affordable housing, cost-effectiveness,
public visibility and education, environmental benefits, energy efficiency, leverage, unique
opportunity, new technologies and green design.
5. The Renewable Energy Mitigation Fund has a balance of approximately $202,000 and the
total of the proposed expenditures equal $165,000.
6. The Community Office of Resource Efficiency will report quarterly to the Pitkin County
Board of County Commissioners regarding the progress and completion of the approved projects.

NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of
Pitkin County, Colorado that it hereby authorizes the expenditure of Renewable Energy Mitigation
Program funds detailed in this Resolution.
