Pursuant to Subsection 3-200-030 of the Pitkin County Land Use Code, the Community Development Director of Pitkin County, Colorado ("Director") may approve a Temporary Commercial Use/Special Event Permit for commercial activities or special events. 2. The Aspen/Pitkin Animal Shelter Capital Gampaign (hereafter, the "Applicant"), through Melinda Goldrich, has applied to the Director for approval of a Temporary Commercial Use/Special Event Permit to conduct the Bow-Wow Meow Ball II at Circle R Ranch on July 31,2004. 3. The catered event (with liquor service) will be primarily located in the barn on-site, and will run from 6:00 PM - 11 :00 PM. It will include silent and live auctions and live music. It will draw 300-350 people to the site. 4. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 3.:.2QO-030 of the Land Use Code. THE DIRECTOR HEREBY APPROVES the femporary Commercial Use/Special Event Permit for the Aspen/Pitkin Animal Shelter Capital Campaign, subject to Applicant's compliance with each of the following conditions: 1. Applicant shall adhere to all material representations made in, or in connection with, the application. 2. Prior to the event; Applicant shall secure an electrical permit for the generator it will use for outdoor lighting. 3. Applicant shall obtain a CO Department of Revenue Special Event Permit (Liquor License) prior to the event. The serving of alcoholic beverages shall conclude at least one hour prior to the end of the event (i.e., by no later than 10 PM). 4. Applicant shall contact the Aspen Fire Department prior to the event and shall ensure that the Fire Department's requirements for tent exits and on-site fire extinguishers are met. 5. The event will occur on July 31, 20"04 from 6:00 PM-11 :00 PM. 300-350 people (including attendees) are expected at the event. The event will be catered, and alcohol will be served. APPLICANT: Aspen/Pitkin Animal Shelter Capital Campaign (hereafter, "Applicant"). LOCATION: Circle R Ranch (3448 Woody Creek Road). BACKGROUND: Our records do not indicate that Applicant has previously received a permit for this event. REFERRAL COMMENTS: Ellen Anderson, Ed Van Walraven, Tony Fusaro, Joanna Schaffner, the Woody Creek Caucus, Tom Grady, Kris Jewkes, Jennifer Doss, Bud Eylar, and Carla Block were originally contacted on the application. Jim Austin and Suzanne Wolff were subsequently contacted on the application. Jim Austin provided input on the barn that will be used for the event (appropriate number of exits). Tony Fusaro requested that the Applicant obtain an electrical permit for the generator it plans to use for outdoor lighting. Suzanne Wolff provided input on the planned parking area. No comments were received from the Woody Creek Caucus or Bud Eylar. Ed ~an Walraven requested that Applicant contact the Fire Departrllentre!;)arding the temporary tents (to ensure an appropriate number of exits and fire eXtinguishers). Carla Block confirmed that Environmental Health had received the forms (and information) it needed for the event. An application was submitted for a State of Colorado Special Event Liquor License Permit. No follow-up comments were received from Jennifer Doss. A Certificate of Insurance was submitted to Risk Management. Tom Grady felt the bartenders should be "TIPS" - trained. Ellen Anderson indicated she had no issues with the permit. Letters of authorization for conduct of the event at the Ranch were received from Cheryl and Sam Wyly and the Treasurer of the Circle R Ranch, Kristin Yeary. STAFF COMMENTS: Pursuant to Subsection 3-200-030 of the Land Use Code, Applicant must demonstrate that adequate provisions have been made for all of the following: 1. Police s~pervision (if necessary); 2. Public parking; 3. Insurance; 4. Site set-up, maintenance and clean-up; 5. Emergency services; and 6. Safety of operations. Additionally, temporary structures must conform to applicable building codes and other County regulations. Each of these requirements is addressed, in turn, below. Police Supervision: No special arrangements are necessary, given the nature of the request. Public Parkina:. Parking will be in a field west of the barn, on-site. Suzanne Wolff has confirmed that the space is suitable. Valet parking will be provided by Jay's Valets. Insurance: Applicant has provided proof of insurance, per Risk Management's request. Site Set-Up. Maintenance and Clean-Up: Trash will be handled by the caterer. Any edible trash will be removed from the site at the close of the event. A contact person has been named in connection with clean-up of the site. Emeraencv Services: Applicant has provided a Safety and Operating Plan with its application. The Sheriff's Department raised no issues. Joe Fredericks, of the AVFD, will be in attendance and will act as "incident commander" on-site. An EMT will also be on-site. Safety of Operations: No safety issues have been identified by the Sheriff's Department or Environmental Health. The two tents that will be erected on-site will be open-sided (with flaps that can be lowered due to inclement weather) and must meet requirements of the Fire Department regarding number of exits and fire extinguishers. Conformance with Buildina Code:. No Building Code requirements, other than the need for an electrical permit for the generator, have been identified. . The event will run from 6:00 p.m. until 10:00-11 :00 p.m. A copy oftheir application is attached for your review. They have indicated to us that they have separately submitted an application for a liquor license, as well as the applications for special event food service required by Environmental Health. The permittee is required by the Code to demonstrate that adequate provisions have been made for police supervision, public parking, insurance, site set-up, maintenance and clean-up, emergency services, and safety of operations, as requited by the Code. A permit will not be issued unless these requirements are satisfied. Special Events include, but are not limited to, the following: => Public events for amusement or entertainment, such as concerts or festivals; => Fund-raising or non-commercial events to benefit nonprofit religious, educational, or community service organizations; => Foot races and bike races. Temporary Commercial Uses include, but are not limited to, the following: => Filming of movies or commercials; => Trade shows. However, you must still obtain any other required permits or approvals, such as a special events liquor license, pyrotechnics permit, etc. Contact Community Development at 920-5526 to determine what other permits may be required. In addition, you must notify the Sheriff and the County Engineer of the time, place and estimated attendance at least 72 hours prior to the event. If you answered NO to any or all of the questions above, you must complete the attached application and submit the application and all required attachments to the Community Development Department for review. If you are requesting a permit for filming of commercial and films, please obtain the separate application specific to those activities from the Community Development Department. In order to make the process as efficient as possible for permittees, staff and other referral agencies, the Community Development Department will be the primary contact for permittees during the review process. Most cell phones do not work in this area. Ranch manager is Jay Yeary. · EMT on site in case of emergency: Julie Puchkoff. Julie will have first-aid supplies. There are also additional first-aid supplies on site in office of building where event is being held. · Both Joe and Julie will be highly visible and on site throughout event. Both will be introduced to all employees and volunteers to report any emergency incidents. All board members and ranch staff will be present throughout the party to make sure everything goes smoothly and safely. · A public address system, available to make any safety or emergency announcements, can be heard throughout property. · There will be no minors present and no smoking allowed in the barn or tents. There are numerous fire extinguishers on site at the event. · All 4 sides of barn have exits. There are 2 access roads from which to enter or leave area. There are no hazards in or surrounding the facility. The parking area is very large and adequately lit. · We will not have any emergency vehicles on site but there are many available vehicles to utilize in case of emergency. The Woody Creek Fire Department facility is within 4.5 miles of location. · We will be able to detect and respond quickly to emergencies because the event is being held in one main room with phone service and plenty of staff and volunteers to assist. · Risk assessment of activities at event deemed minimal · Inclement weather will not pose a problem since the event is being held entirely inside. The Bow- Wow is our second fund raising event specifically for raising funds and awareness towards the capital campaign to build a new animal shelter. The shelter is a public building which will benefit both the city and county, and of course, the community as a whole. The process of getting permission as well as raising funds to build the shelter is a long one. Our "staff" apart from Seth Sachson~ the operator of shelter, is a group of volunteers such as myself who believe in the project and are spending much time, effort and funds to make the process happen. Last year's event was our first (and at that time believed to be our oruy) fundraising event. This year, as we discovered our entire financial needs had not been met, I am coordinating another. Our location is donated, as are the efforts of most all people involved to make it happen. It is our intention to once again generate as much awareness, while raising the maximum amount of funds possible and still have a fun, special event. I told Melinda I would let you Know because. everything funnels through you. Re. more info about the parking: Last year we used a lot of the flat space for maybe 125 cars/trucks. We had the cars parked facing in three different directions. There was plenty of room for maneuvering, with lots of space between the rows so that people could get out anytime they wanted. In other words, there were no tight spots. This year we plan to use the same area and imagine there . . could be as many as 175 vehicles--the big flat area can easily accommodate all of these vehicles. We have volunteers showing people where to park when they arrive and volunteers are also available throughout, and at the end of, the party to escort people to their cars. If you think I still need to draw a map of this, I can get to it but it may take a week or so. Look forward to hearing what you think.
