Pursuant to Section 3-200-030 of the Pitkin County Land Use Code, the Community Development Director of Pitkin County, Colorado ("Director") may approve a Temporary Use/Special Event Permit for commercial activities or special events. 2. The Redstone Community Association (hereafter "Applicant") has applied to the Director for approval of a Temporary Use/Special Event Permit for 4th of July parade and water fight. 3. The event will take place on Redstone Boulevard in Redstone, Colorado. 4. The event will take place July 4th starting at 11:30 A.M. and ending at 3:30 P.M. 5. The Director finds that the Applicant has obtained all the necessary comments from referral agencies, and the proposed event complies with the standards in Section 3-200-030 of the Land Use Code. THE DIRECTOR HEARB'Y APPROVES the Temporary Use Permit for the Redstone 4th of July Parade and Water Fight subject to the following conditions: 1. Redstone Boulevard shall be closed to motor traffic from the Redstone Inn to the Fire Department for the duration of the parade. Redstone Boulevard shall be closed to motor traffic at the designated water fight location for no longer than 4 hours (from 11:30 until 3:30). Signs shall be posted at each end of Redstone Boulevard notifying motorists of the road closure and identifying alternative routes. Residents along the Boulevard shall be allowed access to and from their properties. 2. Trained medical staff shall be available in case of an emergency. 3. Documentation of insurance for the event (with Pitkin County named as additionally insured) shall be provided if deemed necessary by the County Risk Assessment Officer. The permittee is required by the Code to demonstrate that adequate provisions have been made for police supervision, public parking, insurance, site set-up, maintenance and clean-up, emergency services, and safety of operations, as required by the Code. A permit will not be issued unless these requirements are satisfied. Special Events include, but are not limited to, the following: ~ Public events for amusement or entertainment, such as concerKs or festivals; ~ Fund-raising or non-commercial events to benefit nonprofit religious, educational, or community service organizations; ~ Foot races and bike races. I have included a letter from Mr. Carl Seyfer who owns the empty lot next to the General Stare where the water games are played. He indicated to me that the Fire Department regularly gives him a release from liability which will be done again this year prior to the event. I hope this meets the requirements for our application. Jill Briggs and the Redstone Community Association are responsible for the overall safety of the event. However, our parade is led by fire trucks, fire department personnel, and medical staff from Redstone, Marble, and Carbondale. b. The fire department and medical staff have on-going training for safety procedures. c. The Redstone Fire Department and Medical Staff will be on site throughout the day. Their radio systems keep them in constant contact with dispatch and any need for assistance. They have an established communications system. There is always access into and out of Redstone from both the North and South entrances. Emergency medical assistance is available from the trained EMT on site at all times. d. The Fire Trucks and Rescue Squads are readily identifiable. 3. Being that the event is led by the local Fire Departments, the RCA is confident that we are covered for any emergency situation. However, we do understand that if there is an emergency in another part of our area requiring the fire department personnel, our event would end. ~,.- In To: brianm@ci.aspen.co.us Subject: special events Brian, Boogie's Beach Bash I reviewed the application and they stated in question #11 of the application that food will not be sold. However, since this event is open to the public and those attending much purchase aticket - food is actually being sold and being prepared off-site -which requires them to fill out an application from our department that gives specific information regarding the food, preparation, transportation, etc... This application should have~been' inW2 weeks prior to the event, but since I was out of town, I hope we can figure it out as soon as possible. I have called Joel from Quality Time Events and left a message reminding him that there was still some issues that he needed to address with our department. Let's be in touch with this one. Woody Creek Hoedown The application for food service has been submitted for this event. Application looks complete and I will be calling the coordinator to clear up some questions and remind her that I will be inspecting the food service area the day of the event. OK with this one. Redstone 4th of July Parade and Water. Fight do not have any issues with this event. If there are problems or complaints regarding adequate trash and toilet facilities, I would recommend adjustments for next year. May 10, 2001 The Fourth of July Celebration in Redstone is a cornerstone of our community events. Once a year, the entire community from Redstone to Marble gets together to celebrate the 4~' of July by holding an annual parade, picnics in the park, and the now famous water games coordinated by the Marble, Redstone, and Carbondale Fire Departments. This is the one event of the year that seems to always bring everyone together for a good old-fashioned celebration. In order to conduct this event safely, we like to close the boulevard to protect the children. Obviously, the boulevard needs to be closed for the parade, and a small section in front of the empty lot used for the water games is blocked after the parade until about 3:30 PM. During this time, no entrances to homes or businesses are blocked, and as always, there is access into Redstone from both the North and South entrances. The Fourth of July Celebration is a long running tradition of Redstone, and the RCA would never conduct an event that would bring detriment to the success of local businesses. In fact, we feel that the annual events we have promote the town, its many shops, restaurants, and lodges and continually bring a positive reputation to our community.
