Pursuant to Subsection 4-30-50(i) of the 2006 Pitkin County Land Use Code, the Community Development Director of Pitkin County, Colorado (``Director") may approve a Temporary Commercial Use/Special Event Permit for non-commercial activities or special events. B. Paul Balaguer of Ride the Rockies (hereafter the "Applicant") has proposed a major bicycling event on June 21 S` that will enter Pitkin County along the bike trail in Emma at approximately 7:00 AM and continue up valley. The route will then branch off to Lower River Road and continue up to McLain Flats Road where cyclists will ride into the City of Aspen and camp at Aspen High School. The Pitkin County portion of the event will end at approximately 1:00 PM. On June 22na the event will continue at approximately 7:00 AM along Hwy 82 and over Independence pass with the last cyclist exiting Pitkin County at appro aimately 1:00 PM. The event has proposed aone-lane road closure for Independence Pass on June 22 that has been approved by CDOT and will be monitored for safety by the Colorado State Patrol. Approximately 2,000 cyclists will be in attendance, 150 staff, and an undetermined number ofnon-registered riders who will ride along with the event. C. A Special Event Committee Meeting was held on Apri14, 2007 to discuss the proposal. The Committee collectively felt that the Rio Grand Bike Path route was a safer route than Hwy 82. The Committee's position on the proposed route was in conflict with Open Space and Trails recommendation to the BOCC which supported use of Hwy 82. On April 17, 2007 the issue was brought forth at a BOCC work session where the BOCC supported use of the bike path with specific conditions. On April 12~' the RFTA Board voted in favor of the event to use the RFTA portion of the bike path. D. In addition to the Special Events Committee meeting, the application was referred to Public Works, Aspen Ambulance, RFTA, Open Space and Trails, the United States Forest Service, Colorado State Patrol, and the City of Basalt. Entities that responded to the application outlined specific recommendations for approval which are documented in emails and retained in the file. These recommendations are outlined as conditions below. E. The Applicant has submitted adequate liability insurance acceptable to the Risk Manager. F. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4-30-50(i) of the Land Use Code. NOW THEREFORE BE IT RESOLVED that the Community Development Director of Pitkin County does hereby grant approval for the Ride the Rockies Temporary Use/Special Event Permit subject to the following conditions: The Applicant shall adhere to all material representations made in, or in connection with, the application, including but not limited to its Safety and Operations Plan. 2. The Applicant hereby expressly binds himself or itself to indemnify and hold harmless Pitkin County and each of its officers, agents, employees and insures against any and all liability, loss, damage, demands, for any claim, injury, or damage allegedly sustained received, and expressed of whatsoever nature (including court costs and attorney fees) which arise from or are caused by the acts of the (t ~ ! ~ t l rt ~ ~ ~ Page 1 of 3 Applicant, its officers, employees, agents, contractors or subcontractors, in connection with or in any way arising out of the activities of the Applicant. Spray painting or other permanent marking of the trail surface is strictly prohibited. Events requiring measured miles or the provision of other information to event participants must utilize non-permanent means of conveying the information. Failure to remove mile markers or other participant information from the trail within 24 hours may result in revocation of the permit or action by Pitkin County Government to withhold permits for future events. The Applicant is responsible for any remedial efforts necessitated by a violation of this condition. 4. The Applicant shall maintain the premises to standards of orderliness, neatness, sanitation, and safety acceptable to Pitkin County. 5. The Applicant shall pack out or otherwise remove from the area all refuse resulting from operations under this permit. 6. The Applicant, in exercising the privileges granted by this permit, shall comply with all Federal, State, and Pitkin County laws and regulations which are applicable to the area or operations covered by this permit. This includes Pitkin County Title XII regulations requiring bicyclists to travel at safe speeds and to yield to equestrians and pedestrians. 7. The Applicant shall exercise diligence in protecting from damage the land and property of Pitkin County Open Space and Trails used in connection with this permit, and shall pay Pitkin County for any damage resulting from negligence or from the violation of the terms of this permit or of any law or regulation applicable within the area used by the Applicant, or by any agents or employees of the holder acting within the scope of their agency or employment. 8. The Applicant shall notify Pitkin County of any substantial changes in the event type, route, venue or dates. Changes may be subject to approval by Pitkin County, In case of change of address, telephone, and/or contact person for the event, the Applicant shall immediately notify the permit agency agent. 9. Rising waters, high winds, falling limbs or trees, and other hazards are natural phenomenons that present risks, which the permitted assumes. The Applicant has the responsibility of inspecting his activity area and immediate adjoining area for hazardous conditions and, after securing permission from Pitkin County, removing such hazards. 10. No signs or advertising devices shall be erected on the area covered by this permit, or highways leading thereto, without prior approval of Pitkin County Government as to location, design, size, color, and message. Erected signs shall be maintained or renewed as necessary to neat and presentable standards. Signage approved for the event shall be removed promptly after the event 11. The event will not cause undue disturbance or inhibit safe travel on Pitkin County owned or managed properties oi• right-of--ways. 12. Marshals will warn other trail users of event in progress. The Applicant shall also post signs along the trail one week in advance of the event at the locations where marshals will be located with the following language, "Bicycle Event on Trail Heavy Up Valley Traffic towards Aspen Thursday June 21-from 7:30am to 2pm" Signs must be removed promptly following the conclusion of the event. 13. The Applicant shall post volunteer marshals at the following locations along the Rio Grande Trail as approved by Open Space and Trails in an email dated May 10, 2007 (Attachment A): a. The Applicant shall post signs and law enforcement officers, as designated below, at the following locations as approved by Public Works in the email dated April 18, 2007 (Attachment B): a. Lower River Road Mile Marker 2.2 -Rec. Path crosses road: Sign for east and west bound traffic on Lower River Road. Law Enforcement Officer present; b. Lower River Road Mile Marker 3.6 (proposed route departs from Rec. Path onto road.): Sign for westbound traffic on Lower River Road; c. Junction Upper River Road/Lower River Road &Gerbaz Way: Sign for westbound Upper River Road and northbound Gerbaz Way; d. Junction Upper River Road & Woody Creek Road: Sign for southbound Woody Creek Road. e. Junction Upper River Road/McLain Flats Road & Smith Way: Signs for westbound McLain Flats Road and northbound Smith Way. Law Enforcement Officer present; f. Junction McLain Flats Road & Raceway Road (Dump Truck Entrance): Sign for southbound Raceway Road. The Applicant shall also provide a list of these locations to the Pitkin County Sherriff s Office (Tom Grady) 1 week prior to the event. All signs and staging equipment shall be removed promptly at the conclusion of the event. 16. The Applicant shall place quarter page advertisements in the local newspapers and public service announcements on the local radio stations for one week prior to the event letting the public know the event date, time and route of the event. Letters shall be mailed to all adjacent property owners along the Pitkin County portion of the bike path to alert neighbors of the event. 17. The Applicant shall comply with the ambulance plan outlined in the email correspondence with Rich Walker dated 4-06-07 (Attachment C). Rich Walker shall be contacted if there is any modification to this plan. 18. The Applicant shall conform to the Colorado State Patrol safety plan for baggage trucks crossing Independence Pass and additional troopers for safety as outlined in the email correspondence with Captain Rich Duran dated 4-09-07 (Attachment D). State Patrol shall be contacted immediately if the Applicant proposes any change to this plan. 19. Failure to comply with the conditions of approval may result in revocation of this permit. I am planning to locate marshals at the locations you specified, but want to inquire about a minor change. (The locations you specified are: Emma Road Crossing, Basalt HS, Intersection Basalt Trail & Rio Grande Trail and Arciero Trailhead.) I believe we need to have marshals located at both the following locations: 1. Where the path crosses Lower River Road (approx. 2.35 miles west of Arciero Trailhead) 2. Where the RTR route will depart the path (approx. 3.65 miles west of Arciero Trailhead) My question for you is can the above marshals serve in lieu of a marshal located at Arciero Trailhead? In my experience, the vast majority of the downvalley use of the Rio Grande Path from Arciero Trailhead has come down valley on the path, and therefore would have encountered the 2 marshals listed above. (In addition, we'll have a marshal located 1 mile downvalley at the intersection with the Basalt Trail.) I appreciate your consideration of the matter, as our personnel are stretched pretty thin in the valley, and I really do think that this would be the best use of our resources. If Stadium Medical does not obtain licensing for transporting in Pitkin County, Aspen Ambulance will have normal staffing on both days that RTR is in the county plus an additional standby ambulance stationed on the tour route each day. Hours of standby staffing will be 7:30 a.m. - 3:00 p.m. on June 21; 6:00 a.m. - 11 a.m. on June 22. In the event that RTR is in need of ambulance transport, we will activate the standby ambulance via dispatch or 911. Aspen Ambulance will invoice RTR after the event for the standby ambulance at a rate of $75 per hour. Invoice may be sent to me at this e-mail address. If the board does not approve the route going on the new bike path, we're going to need officers to assist with the crossing of Colorado 82 (at the intersection with Lower River Road). Even if the route on the path is approved, there are 1 -2 intersections on Lower and Upper River Road where I am requesting law enforcement assistance. Tom Grady with the Pitkin Co. 5.0. has indicated that they are understaffed and would appreciate it if I can, if possible, contract with CSP to provide officers at those lccations. My question for you is do ycu think you have sufficient manpower to provide those 1 - 2 officers on 6/22? Paul Balaguer stated that the following measures would be implemented to make Ride The Rockies passage on Independence Pass as safe as possible. 1. Close RTR Baggage Trucks early to ensure early departure of cyclists. 2. In 2 locations, Colorado 82 will be reduced to one lane for alternating direction vehicle traffic. Cyclists will ride in approximately 5 ft. of the eastbound lane cf the road. Vehicles will drive in the rest of the roadway, alternating directions. Traffic Control will be provided by a certified traffic control company. Locations are: MM 48.75 ? 48.95 and MM 50.85 ? 50.95. Capt. Duran gave verbal approval to this plan. (Note: Earlier on the same day, Major Michael King also gave tentative approval to this plan, pending Capt. Duran's approval.) Capt. Duran and Paul Balaguer further discussed the matter on 3/8/07. A Tour Director, Community Coordinator, Tour Assistant and Intern are employed by The Denver Newspaper Agency to work. exclusively on Ride The Rockies. Below is a list of some, though not all,. of the measures taken by the Ride The Rockies staff to ensure that the event is as safe as possible: On-Tour Staff: Ride The Rockies is overseen by a large traveling staff. 75 well-trained individuals augment the four-person management staff. These individuals are all trained in first aid and CPR, as well as their tour assignments. Assignments include Road Safety Marshals, a team of people to staff aid stations that are placed at regular intervals on the route, a team to place directional, informational, and hazard warning signs, a person to chalk potholes "day glo" orange and sweep gravel and debris from the road surface, a team of "Sag" vehicle drivers to patrol the route for cyclists who need assistance or are too tired to complete the ride, a team of EMT's who patrol the route, etc. The entire staff meets several times before the event. In addition, the staff meets every evening during the tour for a review of the day's events and a detailed briefing of the next day's tour and assignments. Police Support and Review of Course: Each year's Ride The Rockies route is reviewed and approved by numerous Colorado State Patrol officers including the Lieutenant Colonel who serves as the liaison to Ride The Rockies, the Major in charge of each district that the tour visits, and the Captain in charge of each troop visited. The entire Ride The Rockies tour is accompanied by eight Colorado State Patrol motorcycle officers. In addition, officers from local State Patrol jurisdictions are dispatched to assist at areas where this is deemed necessary by Ride The Rockies or the State Patrol. The course is also reviewed and approved by the Sheriffs Department in each county the tour travels through and the Police Department in each overnight host community on the tour route. Additional on-road support as provided by municipal police departments in host towns and by sheriffs deputies when needed. permpc.07.doc 00001 Medical Support: Ride The Rockies is accompanied by two ambulances, each day. Dr. Alex Neel is the Medical Director of Ride The Rockies. He and 40 "Riding Medics" patrol the course on bicycle, carrying fanny packs outfitted as first aid kits. This staff is comprised of physicians, nurses and EMT's, and meets before the tour, as well as each evening during the tour for a briefing. As mentioned earlier, the on-tour staff includes 1 paramedic and 3 EMT's whose sole assignment is to patrol the route for cyclists who are in need of assistance. Their vehicles are equipped with medical supplies. In addition, the eight-person sag team, the water transportation team and the tour director all patrol the route and are first aid-trained and equipped with first aid kits. Each day's tour also includes up to eight aid stations on the route, each of which is equipped with a first aid kit and manned by staff trained in first aid. 15 Ride The Rockies support vehicles carry automatic external defibrillators. Two-way Radio Communications: In the event of an emergency, the Ride The Rockies staff is able to request immediate assistance through the use of an extensive two-way radio network. There are 82 two-way radios (35 vehicle mounted "mobile" radios and 48 hand-held portable radios) deployed on the route. Radios are used by tour management staff, the radio/EMT crew, the sag vehicle team, the Colorado State Patrol officers accompanying the tour, the water transportation crew, aid station attendants, road safety marshals, the sign crew, the aid station transportation crew, the bicycle repair crew,. and assorted other tour staff members including the baggage crew, banner crew, etc. All radio users are trained in radio use, including how to use radios to call for emergency assistance. In addition to the radios used on the tour frequency, there are numerous radios on the route using other frequencies. All State Patrol officers on the route can communicate among themselves and communications centers using either NLEEC or "State 3" frequency. Radios with these, frequencies, as well as FERN and HEAR are also carried by the Tour Director, the Technical Assistant, both tour ambulances, one of the tour paramedics, and one of the tour EMT's. The State Patrol Officers and tour .EMT/Paramedic staff also carry radios with additional frequencies used for emergency response. permpc.07.doc OOOU1~ Route Research and. Preparation: The event route is scouted by vehicle and bicycle by a technical expert. The routes are driven no fewer than four times to gather information for necessary safety precautions. Routes are ridden on a bicycle at least once (sections that warrant concern are ridden multiple times) to determine locations of directional, informational, and hazard warning signs, aid stations, areas requiring safety marshals or police officers, etc. Coordination with Construction and Maintenance Agencies: Every agency that has construction and/or maintenance jurisdiction over the tour route is contacted each year. Agencies include the Colorado Department of Transportation for state and federal roads, county road and bridge departments for each county's roads, and municipal public works departments for municipal streets. Tour management works with all agencies to avoid any conflict with construction and maintenance projects. Vehicular Traffic: Ride The Rockies is conducted on open roads. No road or traffic restrictions are requested. Vehicle traffic present on the tour route and at all major intersections on the route is advised of the cyclists' presence through signage. The sign crew is equipped with 28 42" x 42" advisory signs to warn motorists of the presence of cyclists and the number of miles to expect to travel among cyclists. Each of these signs is placed on the route each day of the tour. Ride The Rockies does make efforts to limit private support vehicle traffic on the tour route. When cyclists are accepted on the tour, they are mailed a packet of information confirming their registration. Included in this packet is a request that all cyclists who will be accompanied by a vehicle have that vehicle use a route other than the cyclists' where available. A list of alternate routes is provided in the packet and during the event. Before the event, a traffic advisory is printed in The Denver Post, informing motorists of the tour route and alternate route information when available. During the tour, cyclists' vehicles that are neglecting to use alternate routes frequently stop at tour aid stations to meet their companions. Aid station attendants are provided with flyers to be placed on the vehicles' windshields requesting that alternate routes be used. Bicycle Maintenance and Bicycle Repair Support: In the confirmation packet sent to each rider, participants are instructed to be certain that their bicycle and its repair are sufficient for the terrain they will be riding. Cyclists are instructed to have a bicycle shop examine their bicycle if they are unable. to determine this on their own. Riders are strongly encouraged to have their bicycle "tuned-up" prior to participating in Ride The Rockies. The confirmation packet, which is sent to cyclists approximately three months before the tour, includes a discount coupon for atune-up at participating bicycle shops. During the tour, the route is patrolled by six vans staffed with bicycle mechanics, and equipped with a complete set of tools. Vans are also stocked with spare parts to allow them to complete any repair. Bicycle Safety: While Ride The Rockies goes to great lengths to provide as safe a tour as possible, it is also understood that safety is a two-way street. Each cyclist can only be as safe as he/she rides. For this reason Ride The Rockies repeatedly emphasizes the need for all riders to ride as safely as possible. Tour cyclists are provided with a written list of safety tips and riding rules on four separate occasions. The first is in the afore-mentioned confirmation packet, which is sent to each cyclist to inform them of their selection in the tour registration. The second occasion is in a letter sent to each cyclist approximately 10 days before the start of the tour. When each rider registers the day before the tour, they have a list if safety rules attached to their wrist. Lastly, at registration, each cyclist receives a tour map book, which they keep for the duration of the ride. The map book contains a list safety tips and riding rules on the first page. These safety tips and riding rules are re-emphasized verbally at the opening ceremony of the tour by a Colorado State Patrol officer. The first item listed in the safety tips and riding rules is always the requirement that all cyclists wear an approved helmet at all times when riding. This requirement is stated in cyclists' materials no less than 5 times, frequently in bold and/or capital type. Signage: The Ride The Rockies route and all facilities (aid stations, etc.) will be clearly marked with directional signage at all intersections for event participants. In addition, motorists will be advised of the presence of the event on the route and at major intersections on the route using 28 42" x 42" bicycle traffic advisory signs. Insurance: Ride The Rockies carries liability insurance well in excess of the amounts required. Ride The Rockies will also provide to all governmental agencies with jurisdiction, which provide a written request, a Certificate of Insurance naming that agency as additional insured. Inclement Weather Contingency Plan Weather and road conditions can be such that it is unsafe for Ride The Rockies cyclists to begin or continue riding a day of the tour. The event has a complete Inclement Weather Contingency Plan. Below is a brief summary: In the event that in the middle of a ride, weather does not permit cyclists to continue, the first objective is to make sure that cyclists are not in jeopardy of hypothermia or other exposure-related risks. If shelter is available, it will be utilized. If cyclists are caught at high elevation without shelter available, the ranking RTR official onsite will make a decision about how best to get cyclists out of danger. (Are some capable of safely riding to lower elevations? Does everyone need to be transported?, etc.) Most likely, some portion of the cyclists will have ridden to the destination town. The main method to be used to transport the rest of the cyclists will be tour support vehicles, including, staff vehicles (35), tour shuttles buses (6 53-passenger buses), volunteer staff's vehicles and private support vehicles. If more capacity is required, additional buses can be chartered if contractors are located close enough to the site. A day with weather that precludes any riding, requires a different plan. In addition to the above methods of transportation, charter contractors will be contacted to provide buses. In the past, the company providing the event shuttles buses has performed this role and subcontracted with other providers for some of the equipment utilized. Trucks accompanying the event (3 semi tractor trailers and 4 class C trucks) will be utilized to transport bikes. Can you please let me know if this is approved. #14 I appreciate the input of the Open Space and Trails staff, but my concern is that they lack the knowledge to best utilize the personnel we have available. I've been conducting this event for 22 years, and I think safety would be better served by allowing me to use my judgment about location of marshals. (For example, having a marshal at the Wingo Bridge, when there is no substantial path egress or access is wasting personnel that could be better utilized elsewhere.) If you're uncomfortable addressing this issue, I'd be happy to discuss the matter with OST or BOCC myself. #15 Signs. My experience is that putting that much copy on a sign read reduces the likelihood that anyone will read it. It would be my strong suggestion to simplify the signs greatly. This practice will be put to the test in June. The Denver Post Ride The Rockies is an annual bicycle tour that takes 2,000 cyclists on a 6-7 day ride on paved roads through Colorado's Rocky Mountains each June. The 2007 route will have the riders pedaling from Glenwood Springs to Aspen on June 21. The event organizers would like to utilize the Rio Grande Trail from Carbondale to Lower River Road. Because of the number of cyclists, they do not normally use recreational paths unless there is a compelling reason to do so. In this case, they feel that 2000 riders on the Rio Grande Trail would be safer than riding along CO 82 and making the left turn at Lower River Road. The section of the Rio Grande Trail within Pitkin County that the event would like to utilize is from Emma to Lower River Road. The event organizers are currently working with Community Development on their Special Event permit application. Additionally, they are working with the Roaring Fork Transit Authority to obtain permission to use the portion of the Rio Grande Trail from Carbondale to Emma. RECOMMENDED SrCAFF ACTION: The Open Space staff will proceed unless directed otherwise and stick with our standard practice and not allow the exclusive use of the trail by the Ride. We have heard that along with the 2,000 registered cyclists, another 2,000 unregistered "ghost riders" can be expected to ride along with the tour. Staff feels that this number of cyclists on this particular portion of the Rio Grande Trail will make public access to and use of the trail difficult and/or impossible during this event which, for all intents and purposes, renders the trail closed. The Open Space Board has carefully considered this, and has directed that staff stick with its position. Close RTR Baggage Trucks early to ensure early departure of cyclists. 2. In 2 locations, Colorado 82 will be reduced to one lane for alternating d:irecticn vehicle traffic. Cyclists will ride in 3 OUOU~~ approximately 5 ft. of the eastbound lane of the road. Vehicles will drive in the rest of the roadway, alternating directions. Traffic Control will be provided by a certified traffic control company. Locations are: MM 48.75 ? 48.95 and MM 50.85 ? 50.95. Capt. Duran gave verbal approval to this plan. I'm going to put this into an e-mail to send you, so we're both on the same page. In relation to one of the items - OK from G.R. regarding sign locations for our S & O plan. I had a bit of an epiphany about this - Rather than wait until I ride the route & transcribe all of that info, I'm going to chat with him to get a list of locations he thinks will be appropriate for signage, then I'll just insert those signs into the document. That will allow us to move forward far sooner than the other plan. I assume you're fine with that, right? 2. Regarding the work session about the route. Would it be ok if I put together a list of some of the issues that we think are most important to send to you so that you have it available for that meeting? I truly don't mean to be a pest, I just think it is an extremely important safety matter for our cyclists. 3. Regarding newspapers, we'll plan to run ads in the papers in the Valley about the path (if that's approved) as well as info about Independence Pass. As Ed explained, they are paid by the load and therefore are in an awfully big hurry to get wherever it is they need to go. This could lead to a conflicts between bikes and dump trucks. It is evident that OST does not want 2,000 riders plus an "x" number of "ghost" riders on the trail for safety and other reasons. The Special Events Committee acknowledges the position of OST however feels that many riders on Hwy 82 is also a safety concern. From alife/safety perspective the Special Events Committee supports use of the trail from Emma to Lower River Road. A work session with the BOCC has been scheduled for April 17th at 2:00 to discuss this item. This response deeply troubles me since I strongly believe that even though there may be impact to the system, the alternative of using it for your event could very well save a life. As a medical responder and law enforcement officer, I find that placing your participants in a position of needlessly crossing Highway 82 to be completely unacceptable. As public officials, we have an alternative at our disposal that could keep participants safely away from Highway 82 from Emma to Lower River Road. I wholeheartedly believe that it is in everyone's best interest that this route should be utilized. I have complete confidence that your organization has the means and ability to mitigate issues related to the use of these trails for this event. I will be in attendance during the scheduled Commissioner Work Session concerning this issue and will fully support utilizing the public bike path for this event. This practice will be put to the test in June. The Denver Post Ride The Rockies is an annual bicycle tour that takes 2,000 cyclists on a 6-7 day ride on paved roads through Colorado's Rocky Mountains each June. The 2007 route will have the riders pedaling from Glenwood Springs to Aspen on June 21. The event organizers would like to utilize the Rio Grande Trail from Carbondale to Lower River Road. Because of the number of cyclists, they do not normally use recreational paths unless there is a compelling reason to do so. In this case, they feel that 2000 riders on the Rio Grande Trail would be safer than riding along CO 82 and making the left turn at Lower River Road. The section of the Rio Grande Trail within Pitkin County that the event would like to utilize is from Emma to Lower River Road. The event organizers are currently working with Community Development on their Special Event permit application. Additionally, they are working with the Roaring Fork Transit Authority to obtain permission to use the portion of the Rio Grande Trail from Carbondale to Emma. RECOMMENDED STAFF ACTION: The Open Space staff will proceed unless directed otherwise and stick with our standard practice and not allow the exclusive use of the trail by the Ride. The portions of the Ride that have been proposed within Pitkin County are on June 21 where 2,000 bicyclists and "x" number of additional non-registered riders will ride from Glenwood to Aspen from approximately 7:30AM - 1:30PM. On June 22 the Ride will cross Independence Pass and continue on. Issue: The issue at hand stems from an Open Space and Trails (OST) recommendation and initial concurrence by the BOCC to not allow Ride the Rockies to utilize the Rio Grande Trail from Emma to Lower River Road. The MOI (Attachment A) from Keith Berglund of OST outlines reasons for non-use of the Trail and the email from Barb D'Autrechy (Attachment B) states BOCC support of the OST recommendation. As a result of the non- approved use of the Trail the event route will utilize Hwy 82 from Emma to Lower River Road, crossing the Hwy at the Old Snowmass Conoco intersection. The Applicant has also requested to utilize portions of the Rio Grande Trail that are under RFTA jurisdiction. The proposal is scheduled before the RFTA Board on Thursday April 12th, 2007. The Special Events Committee convened on April 4, 2007 to discuss the Ride the Rockies Special Event proposal with Paul Balaguer, the Event Coordinator. The MOI was brought to the attention of the Special Events Committee. The Special Events Committee acknowledges the position of OST and the BOCC, but feels that many riders on Hwy 82 is a safety concern, specifically the Hwy crossing at the Snowmass Conoco intersection. From alife/safety perspective, the Special Events Committee supports use of the trail from Emma to Lower River Road. Scott Thompson of the Basalt and Rural Fire District and chair of the Public Safety Council also submitted a letter acknowledging the hazard of crossing Hwy 82 on to Lower River Road. Thompson's letter can be viewed as Attachment C.
