The City of Aspen Recreation Department (hereafter "Applicant") has applied to the Director for approval of a Temporary Use/Special Event Permit for a Duathlon race. The event will start at the Highlands base village and participants will bicycle on Maroon Creek Road to the Maroon Bells parking lot and back. 4. The Community Development Department coordinates the review of these activities/events by various referral agencies in order to ensure that the activities/events are conducted in a safe manner, and that any impacts on the community or on public resources are mitigated by the permittee. The permittee is required by the Code to demonstrate that adequate provisions have been made for police supervision, public parking, insurance, site set-up, maintenance and clean-up, emergency services, and safety of operations, as required by the Code. A permit will not be issued unless these requirements are satisfied. Special Events include, but are not limited to, the following: ~ Public events for amusement or entertainment, such as concerts or festivals; ~ Fund-raising or non-commercial events to benefit nonprofit religious, educational, or community service organizations; ~ Foot races and bike races. Temporary Commercial Uses include, but are not limited to, the following: ~ Filming of movies or commercials; ~ Trade shows. If you answered YES to ALL of the questions above, then a permit from the Community Development Department is NOT required. However, you must still obtain any other required permits or approvals, such as a special events liquor license, pyrotechnics permit, etc. Contact Community Development at 920-5090 to determine what other permits may be required. In addition, you must notify the Sheriff and the County Engineer of the time, place and estimated attendance at least 72 hours prior to the event. If you answered NO to any or all of the questions above, you must complete the attached application and submit the application and all required attachments to the Community Development Department for review. If you are requesting a permit for filming of commercial and films, please obtain the separate application specific to those activities from the Community Development Department. In order to make the process as efficient as possible for permittees, staff and other referral agencies, the Community Development Department will be the primary contact for permittees during the review process. Once the completed application is submitted, Community Development will distribute the 1 Per Section 3-200-030 of the Pitkin County Land Use Code ("Code"). ~~~U~~1 application to the necessary referral agencies and will schedule a date for the Special Event Committee ("Committee") to review the application. Sign-off by all. of the required referral agencies on the attached "Committee Review" sheet will constitute the approved permit, unless further review and approval by the BOCC is deemed necessary by the Community Development Director. You should also consider this activity as a template to facilitate your safety program development. Together we can work to ensure a safe and successful conclusion to your efforts. Please provide the following information as it applies to your event. Note that some questions will not be applicable, or appropriate, given the nature and/or scale of your event. Safety and Operating Plan Requirements This is the 10th year for the Aspen High Country Duathlon. The event will be staged at the Aspen Highlands Base Area. As event coordinator, Susan Arenella will have overall responsibility of the safety of the event. She will be located at the race staging area in the courtyard of Aspen Highlands Village. Mid Valley Ambulatory Service will be covering our event and they will be parked at the base of Highlands staging area. There will be a motorcycle rider who will continuously drive up and down the road to monitor the safety of the participants. We will also have an aid station at the turnaround point at the Maroon Bells parking lot. RFTA will be notified to the time that the racers will be on the road. Seven radios and three cell phones will be issued to main staff on the course. All volunteers will meet the morning of the race two hours prior to the gam start time. Safety instructions and procedures will be covered Safety Pre-plan • EMT on site. • Radio and cell phones all along course • Dispatch to Race Director who will phone 911. Each volunteer/staff members will receive the following instructions to report immediately to Susan Arenella (race coordinator) who will phone 911. There will be an EMT on site to assist us. There will be first aid supplies available for participants, volunteers, staff, and spectators. The first aid supplies will be at two different locations and in a vehicle. o~~~~.~~ Attachment "A" cont'd Our Staff and volunteers will have cell phones and radios all along the course as well as a motorcyclist who will constantly be driving up and down the road until the last racer has returned to the staging area. The only low risk hazards will be minimal bus/car traffic along Maroon Creek Road and entering and exiting Maroon Creek Road from Aspen Highlands. These risks have been considered and prepared for by notifying RFTA, US Forests Service, residents and campgrounds along Maroon Creek Road. We will also have trained staff with slow/stop signs and wearing orange vests to direct traffic at the entrance and exit point of Maroon Creek Road & Aspen Highlands. The race is scheduled for rain or shine. If weather prevents the race from occurring safely, the race will be postponed to a time when it may continue in a safe manner.
