RECITALS
A. Pursuant to Subsection 3-200-030 of the Pitkin County Land Use Code, the Community Development
Director of Pitkin County, Colorado ("Director's may approve a Temporary Commercial Use/Special
Event Permit for non-commercial activities or special~events.
B. The City of Aspen (hereafter, the "Applicant") has applied to the Director for approval of a Temporary
Commercial Use/Special Event Permit to conduct the Aspen/Snowmass Ride for the Cure on September
9~', 2006 from 7:OOAMto 10:00AM. The race will be held throughout the County. A map of the race
route can be viewed as Attachment A. The event has proposed to close Maroon Creek Road for the
times mentioned above. Closing .ceremonies have been proposed from 2:00 PM to 7:OOPM at Paepclce
Park. The BOCC approved the Maroon Creek Road Closure during a work session in June.
C. `The Applicant has provided a Certificate of Insurance demonstrating adequate General Liability
coverage {and Warning Pitkin County as an Additional Insured) satisfactory to Pitkin County Risk
Management. The Applicant has also publicly noticed the Maroon Creek Road closure in the local
newspapers, on the Forest Service website, and local news stations.
D. The United States Forest Service was made aware of the event, however provided no comments. RFTA
has committed to not provide bus service at the time of the event. Liquor wilt be served within the City
of Aspen jurisdiction at the closing ceremony at Paepcke Park.
E. This application was referred to the County Sheriff, Emergency Manager, Human Resource Risk
Manager, Environmental Health, Colorado Highway Patrol, and Forest Service. Referral comments
were received by the Sheriff, Environmental Health Department, and Emergency Manager in support of
the application with no objections.
F. The Director fords that, to the extent applicable, the application complies with the standards in
Subsection 3.200-030 pf the Land Use Code.
NOW THEREFORE BE IT RESOLVED that the Community Development Director of Pitkin County does
hereby grant approval for the Aspen/Snowmass Ride for the Cure Temporary Use/Special Event Permit subject to
the following conditions:
1. The Applicant shall adhere to all material representations made in, or in connection with, the
application, including but not limited to its Safety and Operations Plan.
2. The .Applicant will provide Pitkin County Risk Management with satisfactory evidence of General
Liability insurance. The insurance shall include an Each Occurrence limit of $1,000,000 and a General
Aggregate Limit of $2,000,000 prior to the event. Pitkin County shall be named as an Additional Insured
under the policy.
3. The Applicant shall provide the Sheriff's office and Colorado State Patrol with the route for the event
and have proper personnel in place for Hwy 82 crossings.
4. The Applicant shall contact the Emergency Manager for Tipsy Tani training and receive ride vouchers
for participants who are unfit to drive after the closing ceremonies.
5. Prior to commencement of the event, the Applicant shall provide the Pitkin County Sheriff's Office with
the .radio frequencies, satellite phone numbers and all other contact .information in the event of an
emergency. .

RE: Asnen/Snowmass Ride for the Cure, Special Event Permit Application.
The City of Aspen has proposed the Aspen/Snowmass Ride for the Cure for September 9a' from 7:OOAM
- 10:00AM. Attached for your review is a copy of the proposed event and its Application and Safety and
Operations Plan. Please pass your comments and concerns along to me via email by September 3ra,
2006.
The proposal includes closing Maroon Creek Road from Highlands to the Maroon Bells from 7:OOAM -
10:00AM. The BOCC was made aware of this. event, specifically the road closure, at a work session in
June. The BOCC approved the road closure subject to comments and conditions from the Special Events
Committee.
The Ride will occur throughout the County with opening and closing ceremonies at Paepcke Park. The
Applicant has stated that the City of Aspen Special Events Committee has reviewed and approved this
proposed event in May.
I have received comments from the Forest Service concerning the last road closure for the High Country
Triathlon and will incorporate them as conditions in this permit.

Dear Mike,
Please find enclosed the Pitkin County Special Event Permit for the Aspen
Snowmass Ride for the Cure on September 9, 2006.
Although in it's third year, there are a couple of things to note. First, we are
requesting that Pitkin County close Maroon Creek Road to all traffic on Saturday,
September 9th from lam until 10am (at the latest). Second, we have changed
the route to go up to the Bells first to help facilitate getting the riders off the
Bells as soon as possible. After having lengthy conversations with RFTA, this is
the plan they are also willing to embrace. We have also been discussing this
with the Forest Service and they are in agreement that they will stand by
whatever decision you make regarding Maroon Creek Road.
The insurance certificate will be in your office by the first of August as the Aspen
Affiliate of the Susan G. Komen Foundations insurance gets renewed on August
4th, 2006.

5. September 8th' 2006 will be a participant and volunteer packet pick up in the
afternoon and a participant dinner in the evening all in Paepcke Park. On
September 9th there will be a participant breakfast starting at Gam and the Ride
starts at 7:30am. A celebration will be planned from 2pm to 7pm in Paepcke
Park.
6. We expect between 500 and 600 riders and between 200 and 250 volunteers.
All volunteers will be receiving an event orientation prior to the event. There will be
"section leaders" that will have training on safety procedures.
7. Yes, property owners will be notified as well as all the advance press that the
event will receive with heavy concentration 2 months prior to event.
Yes, we will have tents in Paepcke Park, which will not be heated, or air-
conditioned.
9. Yes, we will use the power the City has at Paepcke.
10. Yes, there will be an announcer and possibly a band in Paepcke Park.

11. No, however we will hire a local caterer to help with food that is free to
participants, all in Paepcke Park.
12. Yes, we will be providing portable toilets, including some handicap accessible
ones. They will be located in Paepcke Park. We will be getting 15 to 20 trash
containers with lids, 2 dumpsters and 10 recycle containers. Claudia Curry-Hill
will be your contact for clean up. She is the Executive Director of the Aspen
Affiliate of the Susan G. Komen Foundation and her email is

13. Yes, in secure and restricted areas in Paepcke Park, we will be applying for a
Special Event Liquor License through the City.
14. Yes, for crossing under Hwy 82 at Maroon Creek, the intersection of 82 and
Brush Creek and under Hwy 82 at Cemetery Lane.
15. Yes, we are requesting that the Maroon Bells road be closed from lam until loam
on Saturday, September 9, 2006. RFTA will be suspending service until the Ride
is off the Bells and the Forest Service will then allow all cars throughout the
morning. The concern is these drivers will not be prepared to deal with so many
riders and navigating the roads while taking in the amazing scenery.
16. We will be on various roads, please see enclosed map.
17. Riders will mainly be arriving on the bike and will leave in the same fashion. We
will also recommend they use RFTA. Volunteers will be expected to use the
Intercept Lot and/or ride RFTA. In the past, we haven't had to deal with illegally
parked cars at Paepcke.
18. The only shuttle service that will be in use is RFTA and it's normal schedule at
that time of year.
19. We will be hiring at a minimum four (4) CSP officers to handle road crossings as
well as one that will specifically travel with the main part of the riders to help
ensure safety. We also ask the Sherriff's office to help with officers on County
roads. We will also have volunteers at every crossing and turn to help guide the
riders and monitor traffic.
20. We will have a couple of security personnel at Paepcke Park to assist the
volunteers and we will have a minimum of four CSP officers on the route, as well
as many volunteers along the route, a total of 50 - 75 people.

21. We will be using one full sized Suburban that will travel the route all day and not
be "staged" anywhere. Other vehicles will come on Friday to pick up equipment
for aid stations and again, won't be staged anywhere. The SAG wagons will be
equipped with bike racks, and we are working on donations, so we don't know
what type of vehicle they will be. They will be staged out of Paepcke Park, but
will then travel the route in coordinated segments.
22. No fixed wing or rotor wing aircrafts will be used.
23. We are requesting the Aspen Police Department assist us with the start and
getting through the roundabout.

Aspen Snowmass Ride for the Cure
Overall Event Outline
The Route:
A map of the route is attached, but in brief summary:
Start and finish is at Paepcke Park. The Ride will go up and down the Bells, up and
down Ashcroft, up to the ARC, cross over the Tiehack Bridge, cross under Hwy 82 onto
Owl Creek Road, up to Two Creeks, down Brush Creek, onto Hwy 82, down to Lower
River Road, through Woody Creek to the Old Snowmass Conaco, cross Hwy 82 up
Snowmass Creek Road to the intersection of Capital Creek Road up to the Monastery,
continue back on Snowmass Creek Road, up to Shield-O Road (where it turns to dirt)
then back to the Old Snowmass Conaco, up Lower & Upper River Road to McClain
Flats, up Cemetery Lane, cross under Hwy 82 to Marolt Bridge, down Hopkins to
Paepcke Park...
A finish line celebration will be held at Paepcke Park from 2pm to 7pm Saturday,
September 9th'that will include music, massage, food, beverage, family activities and
cancer awareness.
Approximately 600 riders and 200 volunteers are expected.
All medical and rescue needs will be handled by either Aspen Ambulance, Snowmass
Fire and Ambulance or the Basalt Ambulance, depending on where on the route the issue
arises.

These stations will contain food, water, medical personnel, mechanics, toilets and
communication capability.
SAG Wagons
Will will have 5 SAG wagons (vehicles capable of carrying several riders and their bikes)
with a medical personal and communication staff onboard.
Pre-Event Planning
The evening prior to the Ride there will be a mandatory orientation for all riders and key
volunteers. The week leading up to the Ride there will be a mandatory orientation for all
volunteers. All riders and volunteers will be familiarized with the route and be given a
detailed map as well as safety orientation. During the event, riders, volunteers and staff
will be responsible for alerting any accident or possible medical condition immediately to
the closest communications and/or medical staff.
Accident Reuorting
All riders will be numbered and recorded. Each rider will be responsible for checking in
at the beginning and the end of the Ride, or at the final Aid Station that they will pass.
(Some riders will choose not to ride the entire route.) In the event of a medical concern,
the aid station and/or SAG wagon closest to the"''situation will be responsible for getting
medical personnel to the injured party or parties. If this medical concern requires the use
of an ambulance the 9-1-1 emergency systems will then be contacted to dispatch the
appropriate ambulance on the route. If the medical concern does not require ambulance
assistance, the SAG wagon will be dispatched to appropriately handle the situation. A
log of all incidents will be kept by the Communications Director who will submit a report
to the Ride Director at the end of the event.
Communications
Aid stations, SAG Wagons, Ride Director, Medical Crew, Finish Line Coordinator and
other key personnel will be with a combination of Ham Radio Operators or a Mountain
Rescue personnel with their radios that the Communications Director can monitor. The
entire route will be covered and monitored by the Communications Director. The
Communications Center will be located at 1495 Homestake Road in Aspen, home of our
Communications Director, Joe Tumminaro.
Equipment:
The start and finish (Paepcke Park) will be under a tent. Each aid station will have tables,
chairs, possibly a tent, mechanics area, food and water, radios and phones. Medical
personnel will carry required supplies for administering first aid and emergency
medicine. Ambulances will be available along the route.
Staffing
All medical personnel will range from doctors, physicians assistants, EMT's, and first
responders. All SAG Wagons, aid stations and the start and finish will be staffed with the
above-mentioned personnel. All of these medical staff will be equipped with the
appropriate cell phone, HAM radio operator or mountain rescue radio.

and Aspen High Countrv Triathlon, Special Event Permit Application.
Two special event applications have been submitted by the City of Aspen that propose to close
Maroon Creek Road. The proposed events are as follows: (1) Aspen High Country Triathlon;
and (2) Aspen/Snowmass Ride for the Cure.
Quick overview for the Aspen High Country Triathlon-August 19a', 2006
• The contact for this event is Nancy Lesley with the City of Aspen;
• Approximately 300 people (including volunteers) will be in attendance;
• Maroon Creek Road (from Highlands to the top of the Bells) has been proposed to be
closed from 7AM to 12PM;
• The Applicant submitted a detailed safety and operations plan with the application.

Additional Information
An email was forwarded to me from Martha Moran of the Forest Service (Attachment A) that
voices concerns about the road closure. Nancy Leslie has acknowledged that the City of Aspen
can address concerns of the Forest Service.

Thanks for the meeting yesterday. I discussed with District Ranger Bill Westbrook and
Peggy Jo Trish (Maroon Bells Manager) about this proposal of Road Closures for TRiathlon
Event and Ride for Cure and we have a few concerns to share:
County definitely needs to be involved with Road Closure
Financial Loss for Maroon Bells Scenic Area for the dates of closure -
mitigation for loss? Will the permittee provide some financial
assistance?
This needs to be a collaborative public announcement if we close the
road with all parties doing the public info release.
My sensing for closure for Ride for Cure is more manageable/tolerable
than the Triathlon
Let us know when we have a meeting with the county but just wanted to let you know I
discussed this with FS parties involved.

The Second Annual Aspen/Snowmass Ride for the Cure
Introduction
The Third Annual Aspen/Snowmass Ride for the Cure Bike Race will start at 7:30am on Saturday
September 9, 2006. The event is based around a 100-mile bike~race that runs through Castle Creek,
Maroon Creek, Woody Creek Snowmass Village and Old Snowmass. The race begins and ends at
Paepke Park in Aspen. An all-day, family-oriented event, with an expected attendance of about 500.
Intr-agency communications is required between various government, public safety, and private
agencies at the event, along with various other public safety activities that involve communications.
Purpose
This Safety and Communications Plan provides guidance in the establishment, use and operations of all
communications systems used during the event. Communications will occur via the use of commercial,
government, and Amateur Radio circuits. This plan includes "guidelines" for the use of radio nets and
individual responsibilities, and assigns radio designators and call signs. This document includes details
on frequency assignments, which may change as needs and equipment vary. Changes are added to

The operative directive for this event will be innovate, adapt and overcome problems as they occur.
Background
Communications at the event is via voice circuits employing the use of several different radio nets as
established by a particular group or agency for its exclusive use. Because the radios in use operate on
differing frequencies, channels, bands, and services, the need for a net control station ("NC" for Net
Control) to coordinate between the services is immediately apparent.
Communications between two different groups requires the use of additional radios, telephones, or
runners to ensure coordination. In some cases there is unnecessary duplication of equipment, or an
overload on certain individuals who must listen to three or four different radios. This overload
necessitates the need for several radio operators at the NC.
Agencies or groups, which bring their own communications to the event, include:
~• Aspen Police Department
• Private Security Service
• Emergency Medical Services (event First-Aid Station and Ambulance services)
• Aspen Fire Department
Although each of these agencies sometimes find the need to communicate with each other,
communications systems compatibility can be problematic. Communications at this event can
sometimes be marginal and inflexible. Several critical functions/individuals may have no immediate
communications capability.
The Amateur Radio Service has numerous discrete communications channels available for specific
functions. Amateur Radio and the use of additional administrative frequencies facilitate enhanced
flexibility in communications; permit immediate responses to emergencies, and significantly enhanced
public safety.
The communications unit describes herein does not suggest it can replace commercial communications
facilities, nor attempt to compete with emergency services. Rather, it seeks to significantly enhance
capabilities, including providing trained operators employed as "dispatchers" on Amateur, private and
public safety and administrative nets during the event.

INFORMATION ON THE PERMIT PROCESS AND APPLICATION
The temporary use and occupancy of public or private properties and/or roadways for
commercial activities or special events that are not otherwise permitted within a specific Zone
District may be permitted by the Community Development Director. The Community
Development Department coordinates the review of these activitieslevents by various referral
agencies in order to ensure that the activitieslevents are conducted in a safe manner, and that
pny impacts q the c~mmunity or on public resources agre mite ated by the permittee. The

police supervision, public parking, insurance, site set-up, maintenance and clean-up,
emergency services, and safety of operations. A permit will not be issued unless these

~ Public events for amusement or entertainment, such as concerts or festivals;
Fund-raising or non-commercial events to benefit nonprofit religious, educational, or
community service organizations; and
Foot races and bike races.
Temporary Commercial uses include, but are not limited to the following:
~ Filming of movies, commercials, or promotional spots; and
Trade shows.

Organization and Responsibilities
Organizafion
This plan is staffed by Ski Country Amateur Radio Club along with Amateur Radio operators from the
surrounding area. The Safety Communications Unit (SCU) provides assistance to .Public Safety
functions and to other parts of the event organization without regard to agency or assignment:
Responsibilities
The Safety Communications Unit is responsible for coordinating overall communications at the event,
especially assuring that there are firmly established links between all agencies and operational groups
(i.e., Police, Fire, Private Security, etc.). Safety Communications may provide technical support, as
needed, to ensure reliable communications among all agencies. The Safety Communications Unit's
basic responsibilities of Communications include, but may not be restricted to ttie following tasks:
a. Establish a centralized communication site, which provides communication capabilities on all radio
frequencies in use. This includes all local governn-tent agencies that are or might become involved in
any activities.
b. Provide communications support, as requested, to all local government agencies responding. to
incidents on the field. This support includes communications to facilitate interagency liaison and to
operate as Incident Communications and Command Center for agencies involved in the event.
c. Functioning as a Net Control Station (NCS) for event Amateur Radio Units.
d'. Coordinate communications with all other groups and agencies at the event and conduct periodic
checks of all nets during the event.
e. Coordinate the use of any "borrowed" frequencies or facilities maintained by government or private
organizations. This may include repeater sites, towers, or special equipment.
f. Publish a list of assigned radios and Tactical call signs for all non-government communications nets
to include all land-line and non-radio facilities.
g. Monitor all communications nets to ensure proper operation of equipment, and correct procedures
by operators. Passing information to the Event Manager of any problems with event services.
Policies and Procedures
Policies
1. The Safety Communications Unit shall provide basic communications support to the event by
establishing a central communications center. It shall be responsible for identifying and coordinating
communications with all other agencies and organizations involved with the event. This may
include, but is not restricted to:
• Aspen. Police Department
• Aspen Fire Department
• US Forest Service -
• Private medical personnel

Refer to. Communications Frequency Plan on pages 10 and 11.
1. The Safety Communications Unit shall maintain contact with all agencies on all frequencies
throughout the event either through routine, business traffic or periodic communications checks.
2. Unless specifically requested, the Safety Communications Unit shall not initiate traffic on any
government communications nets unless directed .to do so, or called by the other agency (radio
checks excepted).
3. The Safety Communications Unit becomes the net control station during major emergencies until
relieved by proper government authority.
4. Communications involving public safety and with public safety agencies shall have precedence over
all event administrative communications.
5. Safety Communications shall monitor all communications nets and provide technical assistance as
required to correct equipment malfunctions or coordinate with other net control stations in assisting
radio operators in learning correct radio/ communications procedures.
6. The Safety Communications Chief shall ensure that all Amateur Radio personnel have Amateur
Radio licenses and that Federal Communications Commission Regulations are followed within, the
Safety Communications Unit.
Procedures
~. So far as communications relate to safety and well-being of the general public and participants at
the event, the Safety Communications Chief reports Incident Commander, as applicable, and works
closely to ensure proper and effective communications with all other agencies.
Note: In all cases, instructions from the Public Safety Incident Commander (Aspen Fire or Aspen .PD)
shall take precedence.
2. At the pleasure of the public safety Incident Commander, the Communication Unit personnel shall
operate as "dispatchers" on behalf of the public safety agencies serving the event.
3. SCU personnel shall coordinate communications between the entities identified above under
"Policies."
a. Safety Communications unit shall be via VHF and UHF radio channels as identified in the Safety
and Communications Plan on page 11.
5. All traffic shall be logged for the event. Logs will be made available to any interested, official agency
within 5 days of the conclusion of the event and shall be appended to the After Action report to the
Incident Commander.
s. Volunteer and paid Private Security personnel shall report in to the Safety Communication Unit's
Command Post, both when coming on and going off duty.

7. SCU personnel will provide logistic support for the event administrators by issuing and tracking
commercial "event" radio equipment. No radio will be issued without both authorization by the event
management and with identification from the issuee.
Special Procedures: Lost Children
Lost children will be broken down into two classifications for reporting purposes:
• Missiriq Child (parents are reporting a child is missing)
• Found Child (a child is reporting it can't find it's parents)
The Safety Communications Unit will broadcast over all nets, the description of all missing or found
children as soon as reported and possible.
As required, the Safety Communications Unit will record reports of lost or found children. Reports shall
be forwarded immediately to FC (NCS). To further expedite this traffic, the following procedure shall be
followed:
~. The Safety Communications Unit radio operator encountering the lost or found child incident, shall
collect a description of the child and record it on a Lost Child Report form, provided for that purpose
by the Safety Communications Unit (see on page 14).
2. The Safety Communications Unit radio operator taking the information, will immediately report to
NCS, that they have aLost/Found Child to reporf and ask to advise when ready to copy the personal
information.
3. The reporting Safety Communications Unit operator will read the written information, already
collected, to NCS, arid confirm NCS copied it accurately.
4. FC will broadcast the description of the Lost/Found child as a Priority Message on all radio circuits.

Equipment Requirements
Sources '
Equipment should be available in time to install and test before the event.
In some cases, highly technical items may be required. SCU members are expected to operate such
equipment. Also, SCU members shalt provide their own 2 Meter portable Amateur radio equipment and
are fully expected to be able to program their equipment without assistance and are expected to bring
batteries sufficient to power their equipment for the duration of their shift at the event.
Equipment and Facilities Required
The following equipment and facilities are required:
• Communications van.
• One portable event administrative radio, complete with spare battery and battery charger.
• Portable/mobile radios, programmed on event Amateur frequencies.
• Radios programmed with the police agency frequencies anticipated to be used.
• One radio programmed with the fire agency frequencies anticipated to be used.
• One portable Private Security agency radio, with spare battery and/or charger.
• O`ne class "A" land-line telephone or cellular telephone (with power supply) for use at the
communications center (FC/NCS).
• As required, either shore power, generator, or battery for the radios, to last each full event day.
Government Radios
Because the SCU lacks general access to equipment programmed to public agency channels, the
public safety agencies at the event may need to provide ARES with the required government radio
equipment for use at the event -
The private security agency will provide the Communication Center with a radio to facilitate
communications between their agency and other event agencies and organizations.
Volunteer Provided Equipment
Special :purpose equipment and equipment requiring special licenses should be provided by the
volunteer.

Borrowed Equipment
In some cases, volunteer groups will not have access to communications equipment that operates on
government frequencies. There also may be some specialized support equipment, which will make
operations much easier. These might include tables, chairs, etc
Authorized Operational Radio And Communications Nets
Only those communications nets authorized by this plan may operate at the event or function as a part
of the. Tactical Call signs will be assigned by the Communications Chief to avoid confusion, should any
of the nets be merged during a major event. Generally, customary call signs for Government Agencies
will be used unless there is a conflict. A radio channel designator chart follows the narrative portion of
this section (see page 11).
The Safety Communications Unit will monitor all frequencies in use and will coordinate agencies on
separate frequencies as needed. The Safety Communications Unit will transmit on government
frequencies for:
• Facilitating communications between police, Fire, private security and Medical
• When called/requested by the parent agency.
• When coordinating an emergency operation.
• Passing traffic between agencies as required/requested. ,
Key organizations will be provided with one "administrative radio," as available, to assist in reducing
radio traffic on emergency and Amateur frequencies.
The Communications Chief may direct certain users to change frequencies to reduce the level of radio
traffic on any one frequency, or to facilitate the management of an emergency. For,example: if
Emergency Services become irivolved in an incident requiring continuous, uninterrupted access to the
radio, the Communications Chief will require all other radio users to use an alternate channel on the
Amateur net.
Administrative Radio"Net
The administrators and organizers will manage their own radio channels. The Command center.
{FC/NCS) will monitor the event primary channel for purposes of relaying public safety information
and coordination questions that might come in to the Command Center via. Amateur Radio channels.
In behalf. of the event, the Safety Communications Unit will issue and track event administration radios
at t11e communications van/Logistics Center. In all cases, before Communications personnel will issue
radios, event volunteers will need to fulfill the following:

Note: During an emergency, Command (FC/NCS) may, as necessary, take charge of the net.

The Ride for the Cure has historically been really well-organized and well-run, and

-I am not comfortable with a private event closing a public road (Maroon Creek Rd.).
I understand BOCC has approved road closure, but my thoughts remain the same.
-I share concerns about Hwy. 82 crossings.
-Although Tipsy Taxi training is not a requirement for special events in the City of
Aspen (loophole, hopefully to be addressed soon by Liquor Board) I do hope that the
organizers contact me so I can provide vouchers and a 10-minute training on the essentials
of the program.

Just wanted to add that we had a few complaints at the Welcome Station.
One of them said that we should have done a better job of telling the public about the
closure and another was just mad. I was working the station after the race and I had
about 5 or 6 cars come up with whole families inside wanting to drive up to the "Bells"
because they had dropped a water bottle on the side of the road. It was apparent to me
that these people were driving up to show everybody where they went on their bikes earlier
in the day. This was OK at first but by the 3rd car I simply told them they would have to
wait till 5:00 p.m.. That's it from me. -pjo-

After driving down in the middle of the bike race on Maroon Creek Road, I can totally
understand Why RFTA bus drivers stopped service ~ it was scary looking down the road and
racers whizzing by in my vehicle. The drive up Maroon Creek Road was not a big issue but
heading down the road.
+Signage was good
+Posters were helpful
+Muffins and coffee were good and pleasant for folks waiting
- We did have one large RV and car just blow thru the whole event and state he couldn't
use any turn arounds and made it up the top in the middle of the race.
- FS needs to tarp and cover sign at Highlands next year.
- Talking points for folks thinking this is not fair and for special interest groups
(Peggy Jo Trish) has the clipboard for folks wanting to
vent)
- RFTA bus supervisor Dave wasn't sure the protocol who was going to call the race while
waiting at Highlands so I started to ARC to follow up now we know Sandra will call RFTA
and they call the bus supervisor.

folks concerned and had a clip board for folks to write on so she needs to let us know
what occurred on the front line.
