Pursuant to Section 3-200-030 of the Pitkin County Land Use Code, the Community Development Director of Pitkin County, Colorado ("Director") may approve a Temporary Use/Special Event Permit for commercial activities or special events. 2. The Ute Mountaineer (hereafter "Applicant") has applied to the Director for approval of a Temporary Use/Special Event Permit for a half marathon running race and mountain bike race. 3. The event will start at Snowmass Village and participants will run the Government Trail to the Maroon Creek Road Bike Path and on to Koch Park in Aspen. Both races will follow the same course. ,4. The bike race event will be held on September 20,2003, starting at 8:30 A.M. and the half marathon will be held on September 21,2003 starting at 8:30 A.M. 5. The Director finds that the Applicant has obtained all the necessary comments from referral agencies, and the proposed event complies with the standards in Section 3-200-030 of the Land Use Code. A bus leaves Rubey Park, Aspen, to Snowmass Village at 6:15,6:45 &:: 7:15 AM. sharp. The cost is $3.00. The race will start from the Snowmass Village Mall climbing up ski area roads until it connects with Government Trail. The course follows Government Trail until it arrives at the Maroon Creek footbridge behind Iselin Park. The racers cross the Forest Service bridge, climb up to the bike path adjacent to Iselin Park, run through the Aspen Schools campus,and follow the bike path along Maroon Creek road. From here the racers follow the path around the corner of the Castle ~Maroon intersection going up the path toward the hospital on the south side of Castle Creek road. They cross Castle Creek road at the Marolt housing road entry and run through the Holden~ Marolt open space on trails which emerge at the bike path by the Holden~ Marolt barn. The course follows the bike path over the Marolt bridge and on to Hopkins Ave. It follows Hopkins for two blocks and then cuts off at Fifth Street to the south and gets on the trail that leads to the finish at Koch Park. A runner will sweep the course behind the riders and racers to ensure no one is left lost or injured on the trail. Marshals will be stationed at the 2, 6 and 10 mile aid stations, the crossing of Castle Creek Road adjacent to the Marolt housing entry, and at 7th Street and Hopkins Avenue. This two day event will consist of a 13.1 mile mountain bike ride on Saturday and a half marathon trail run on Sunday. The route will take the participants from the base of Snowmass Mountain in Snowmass, Colorado to Koch Park located near downtown Aspen. Attendance Approximately 475 Trail Runners Approximately 100 Mountain Bike Riders More than 25 volunteers each day Participants The Golden Leaf Classic will draw most of its participants from all over the state of Colorado seeing the largest group of people from the Denver and Boulder areas. Because it is a unique annual event the participants will travel from as far away as California and New York. There is also a large following from the Roaring Fork Valley, with 3 (three) people who have participated in this event in all 24 previous Golden Leafs. Market Area The Golden Leaf Classic targets those athletes that enjoy running or riding trails. For some of these people this is the only competition they participate in all year long, and for others this is the last event in a long list of yearly competitions. Our marketing focus is on the Denver, Boulder and Front Range of Colorado. The trail traverses the flanks of the Elk Range and connects the mountain towns of Aspen and Snowmass Village which lie about ten air miles apart. It was our first trail run and Merle thrashed us; but, God, it was beautiful! That first run led to many more wildflower lined hammer sessions in the mountains. Still, the unique nature of the Government trail kept us coming back- its quick twisting turns, climbs and drops reminiscient of some amusement park ride, dense thickets of Aspen yielding to unexpected open grassy parks. The way Government trail slowly unwinds and reveals itself, well it just has a way of pulling you on. We became almost evangelical about our "Government" experiences and soon John was putting together the first Golden Leaf Mini Marathon. He scheduled it in September when both the fall colors and the runners' fitness would be at their peaks. Twenty-three years later our little half marathon has something of a cult following with tremendous support from the community- about one in every three or four runners takes home a prize from our raffle following the race. While not as abusive as some of the mountain races in Colorado, there is, if you will, a price of admission to Government Trail. A consistent mile and three- quarters uphill on Snowmass ski area access roads is followed by seven miles of trail running that rivals any you'll ever do. The final two miles winds through schools, ball fields, and assorted open space until you hop on the trail following the old Midland right of way right into Koch Park in the heart of Aspen. There you hang in the park, feed and hydrate, while we crank out the results. Its hasn't always been blue skies and gold leaves though; When the skies have cut loose with pre-winter furies (flurries?), we've had some mud baths- in the days following the race you could see the muddy hand prints on the Aspens lining the trail like Anasazi doodlings from the runners bracing their descent into Aspen. Yet often those are the best races, with more war stories and laughable tales than any crystalline fall Rocky Mountain sky day could provide. The Golden Leaf Classic will start in Snowmass Village and follow the Government Trail to Maroon Creek Road and continue on to Koch Park. 2. The Golden Leaf Classic is a two day event. Saturday, September 20, 2003 will be the mountain bike ride and Sunday, September 21, 2003 will be the half marathon trail run. 3. The sponsoring organizations are the City of Aspen and the Ute Mountaineer. City of Aspen, 130 South Galena Street, Aspen, CO 81611 and the Ute Mountaineer 308 South Mill Street, Aspen, CO 81611 4. The primary Race Director is Bob Wade and he can be reached at the Ute Mountaineer at 925-2849 or cell phone at 970.948.7248. During the event Ski Company radios will be used (151.625) or City of Aspen Radios 5. Both Saturday, September 20th and Sunday, September 21 st the event will begin at 8:30am and end at approximately Ipm. 6. We expect the following number of participants, spectators and event staff: Saturday Participants - 50 to 150 for the bike ride Sunday Participants - 300 to 475 for the half marathon Spectators - We expect 100 at Koch Park for each day. Very few watch from the course Event Staff - Approximately 15 to 20 each day 7. We will be advertising the event in the Roaring Fork Valley as well as the Front Range. Advertising will mainly be done by print ad. The affected property owners will be receiving letters of notification. 8. There will be a lOxl0 tent at the finish line (Koch Park) for the timer to stand under and have the computer equipment under. 9. A resident who lives next to the park will allow us to "plug" into his electricity. 10. There will be amplified sound during the awards ceremony and raffle as the event draws close to the end. The approximate length of time is 1 hour. 11. No food will be sold. 12. Alcoholic Beverages will NOT be dispensed at the Golden Leaf Classic 13. We are requesting the use of county trails. The route for both days of the Golden Leaf Classic is as follows. Starting at Snowmass Village mall, the participants climb up Fanny Hill and access the Government Trail to the outskirts of Aspen where they wind their way to Koch Park. For more detailed information see attached maps. 15. No road closures are requested. 16. We will be using both private and public roads including Hopkins Street, Maroon Creek Club Road, ih Street, Ski area access roads both for Buttermilk and Snowmass ski area, and Pfister's Ranch road. 17. The parking that will be provided is the existing parking at the Snowmass Village mall and parking around Koch Park. We feel that the early start, plus the late September date, (off-season) and the weekend should provide us with plenty of parking. 18. The only shuttle service that will be provided will be by RFTA and that will be as their usual service, between Snowmass Village and Aspen. 19. As the Golden Leaf Classic will not be crossing any roads, we do not plan to have any traffic control measures. 20. We do not feel that security, traffic and parking control is an issue for this event. 21. We will have one (1) four wheel drive vehicle near an aid station as to remove an injured participant if it becomes necessary. 22. Weare not planning to have either a fixed wing or rotor wing aircraft used during this event. 23. At Snowmass Village we will have volunteers helping with registration. During both Saturday and Sunday events, there will be volunteers at each of the three aid stations as well as volunteers from the Aspen Ski patrol who will participate in the events but will carry a first aid kit and a radio and their primary function will to be an on course first response. At the finish we will have volunteers helping with food, timing, baggage and raffle. 24. Please see attached Operation and Safety Plan for the Golden Leaf Classic. 25. We do not plan to add to the existing portable toilets at Koch park, but if required, that is where we would add them. 26. We will be using the cardboard boxes with liners as our trash/recycle containers. 27. Event Description. The Golden Leaf Classic is a two day event. Saturday is a bike ride and Sunday is a Mini-marathon (primarily a trail run). Both events are on the same route, which goes from Snowmass Village to Aspen. It is in its 25th running and will be held on Saturday, September 20th and Sunday, September 21st, 2003. 2. Detailed Event Schedule. See enclosed registration and general information sheets. 3. Number of Participants, Spectators, and Event Staff. Participants Saturday - We expect 50 - 125 Participants Sunday - We expect 250 to 400 Spectators- We expect 100 at Paepcke Park on both days. Very few watch from the course. Event Staff-approximately 15-20 each day 4. Geographic area affected. See general information sheet and map enclosed. 5. List of Sponsors. Ute Mountaineer. City of Aspen 6. List of others affected by event. Snowmass Village, permit applied for Forest Service, permit applied for Aspen Skiing Co., permission requested Maroon Creek Club, permission requested City of Aspen, permit applied for 7. Prevention Measures. Responsibilities- The race Director (Bob Wade) will be in charge of coordinating the event staff for safety and operations issues. He will also act as the liaison with outside agencies such as the Sheriffs office and Mountain Rescue should the need arise. Participant Qualifications- We make it clear in our race registration that this is a bike ride and race of 13.5 miles, on trails, and in the Rockies (i.e. at altitude). The participants then qualify themselves. Organizer Qualifications- The Ute is in it's 25th year of putting this particular event on; they also have a history of putting on similar events 000013 .~ -" (America's Uphill, Ute Nordic Series, etc.). The City of Aspen has a history of runnin~ successful special events. One example is the triathlon which is in it's 11 h year. 8. Pre-event planning. Emergency medical procedures- Our procedure for dealing with medical emergencies is as follows: We have two people at each aid station along the route (2,6, and 10 miles) who are in radio and or cell phone contact with each other as well as the race director. They will also have first aid materials. Additionally, there will be designated first aid personnel at the 10 mile station and the finish area with another following the racers (the "sweep"). Racers are instructed to stay on the course if injured and to notify another participant of their dilemma to pass on at the next aid station. If a racer has a problem between the start and the two mile station they will be bracketed by the sweep and one of the aid station people. If a racer is hurt between two and six mile, one of the aid people from six can call two to have them close on the racer from both directions. This process repeats itself down the line and has proven effective in previous events. In addition, we will also have a couple of ski patrol with limited medical supplies and a radio participating in the events and will respond to a injured rider on course if the need arises. The race director goes directly from race start to the finish line and oversees the efforts of any assistance via phone and radio, keeping resources as spread out as possible in case of more than one injury on the course. At the finish line will be Dr. Gordon Gerson, USA Triathlon Team doctor to help the race director make decisions regarding injured riders. The race director also makes the ultimate decision on when to call in for more help. Hazard Identification- While we are on the course prior to the race we attempt to clean things up a bit but come race day the racers fend for themselves; no natural hazards are identified. Marshals are stationed at road crossings. Racer responsibilities are clearly laid out in the waiver and release form which they sign on the registration form. Internal Emergency Response- A copy of the above emergency plan is to be given to each of the on course workers. Emergency Organizational Structure- The course workers, including aid station workers report to first aid specialists, who then report to race director. The race director frequently speaks with the aid station workers. Safety Training for Workers- All of the course workers, especially the aid station people are outdoor/backcountry enthusiasts and have first hand first aid experience. Safety briefing for Participants- We have racer info sheets posted at the start and do a briefing at the starting line.' Accident Detection. Fellow participants have often given assistance in the past and they always notify the next aid station in line. 10. Event Facilities. Headquarters- Ute Mountaineer Staging areas- Start: Snowmass Village Mall. Finish: Koch Park, Aspen. Medical Aid Stations- 2,6, and 10 miles on the course and the finish area. Parking- Adjacent to Snowmass Village Mall and adjacent to Koch Traffic Control- Castle Creek Road from bike path on south to trail adjacent to Marolt housing entrance, Seventh and Hopkins, and Garmish and Hopkins. 11. Emergency Response Funding. The Ute Mountaineer and the City of Aspen are capable of covering emergency response costs related to the event and therefore suggests that the county bill them for costs if the need arises. 12. Notification List in the Event of an Accident. The race director will notify the following in this order: 1. The first aid personnel and aid station workers. 2. County Sheriffs dispatch, to request assistance if the accident event is beyond our resources. 3. Aspen Valley Hospital. 13. Internal Emergency Response Resources. In addition to the first aid materials mentioned in number 8 (emergency medical procedures) there will be a first aid tent at the finish line manned by one of the first aid personnel. At the aid stations portable shelters, pads and blankets or sleeping bags will be there for first aid use. A 4wd car will be at the ten mile for transporting injured parties. 14 & 15 Weather monitoring and contingencies. We will look at aviation forecasts. The race has been run for 24 years consecutively in all kinds of weather. Because it is not above timberline it is unlikely that we would call off the race. 16. Emergency Access Routes.
