TEMPORARY USE/SPECIAL EVENT PERMIT FOR THE ELK MOUNTAIN
GRAND TRAVERSE SKI RACE

RECITALS
1. Pursuant to Section 3-200-030 of the Pitkin County Land Use Code, the
Community Development Director of Pitkin County, Colorado ("Director") may
approve a Temporary Use/Special Event Permit for commercial activities or
special events.
2. Bob Wojtalik from Elk Mountain Grand Traverse (hereafter "Applicant") has
applied to the Director for approval of a Temporary Use/Special Event Permit for
an Extreme Cross-Country Ski and Mountaineering Race.
3. The event will start in Crested Butte, CO, and end in Aspen, CO, at the base of
Aspen MOlmtain..
4. The event will be held from March 28, 2003 to March 30, 2004, and will begin at
12 a.m. and finish at 5 p.m.
5. The Pitkin County Sheriff's Office has deemed the rescue plan for the event as
adequate.
6. The Director finds that the Applicant has obtained all the necessary comments
from referral agencies, and the proposed event complies with the standards in
Section 3-200-030 of the Land Use Code.
THE DIRECTOR HEREBY APPROVES the Temporary Use Permit for the
American Adventure Productions Ski Race subject to the following conditions:
1. The Applicant shall adhere to all conditions and material representations made
in the application and safety operations plan.
2. The Applicant is responsible for all financial liability associated with any
helicopter rescue.

Enclosed is the Special Use application for the Elk Mountain Grand Traverse. As in the past out
insurance certificates will not be available until the week of the race. Why I don't know.
We are changing the course route on this side and I am in the process of rewriting the operations and
rescue plan. It will be available the end of February. The Pitkin County plan will be essentially the
same.
The trail grooming on Richmond Hill Road we did last year was of questionable success. We may
make another attempt if Aspen Ski Corp agrees and can fine-tune the grooming. Last year we tried
to knock down some of the big bumps and did not grade the trail. H we do it again I would like to see
something more towards corduroy.

TEMPORARY COMMERCIAL USE/SPECIAL EVENT PERMIT
APPLICATION INFORMATION AND PERMIT PROCESS
The temporary use and occupancy of public or private properties and/or roadways for commercial
activities or special events that are not otherwise permitted within a specific zone district may be
permitted by the Community Development Director.) The Community Development Department
coordinates the review of these activities/events by various referral agencies in order to ensure that the
activities/events are conducted in a safe manner, and that any impacts on the community or on public
resources are mitigated by the permittee. The permittee is required by the Code to demonstrate that
adequate provisions have been made for police supervision, public parking, insurance, site set-up,
maintenance and clean-up, emergency services, and safety of operations, as required by the Code. A
permit will not be issued unless these requirements are satisfied.
Special Events include, but are not limited to, the following:
=> Public events for amusement or entertainment, such as concerts or festivals;
=> Fund-raising or non-commercial events to benefit nonprofit religious, educational, or community
service organizations;
=> Foot races and bike races.
Temporary Commercial Uses include, but are not limited to, the following:
=> Filming of movies or commercials;
=> Trade shows.
Community Develoument Permit Required - Exceutions:

If you answered YES to ALL of the questions above, then a permit from the Community Development
Department is NOT required. However, you must still obtain any other required permits or approvals,
such as a special events liquor license, pyrotechnics permit, etc. Contact Community Development at
920-7270 to determine what other permits may be required. In addition, you must notify the Sheriff and
the County Engineer of the time, place and estimated attendance at least 72 hours prior to the event.
If you answered NO to any or all of the questions above, you must complete the attached application and
submit the application and all required attachments to the Community Development Department for
review. If you are requesting a permit for tUming of commercial and films, please obtain the separate
application specific to those activities from the Community Development Department.
In order to make the process as efficient as possible for permittees, staff and other referral agencies, the
Community Development Department will be the primary contact for permittees during the review
process. Once the completed application is submitted, Community Development will distribute the

application to the necessary referral agencies and will schedule a date for the Special Event Committee
("Committee") to review the application. Sign-offby all of the required referral agencies on the attached
"Committee Review" sheet will constitute the approved permit, unless further review and approval by the
BOCC is deemed necessary by the Community Development Director.
Special event permit applications and temporary commercial use permit applications shall be submitted
to the Community Development Department not less than sixty (60) days prior to the event date, along
with the following:
1. $460 fee ($360 Community Development, $50 Engineer, $50 Environmental Health)
2. Map (sketch or site plan) of event site, detailing any temporary or permanent structures, street
closures, all impacted properties (identifying owners), parking, vicinity map, etc.
3. Schedule of events
4. Detailed safety and operating plan (see Attachment A)
5. Proof of insurance/indemnification (naming Pitkin County as "additional insured")
6. Letter/signed contract of approval to use the specific site(s) from public or private property
owner( s)
7. Comments from applicable caucus/homeowners association (see Attachment B)
8. Copies of all other applicable permits (as referenced within the application) Contact numbers are

County regulations, and the permittee shall obtain any required building permits from the
Building Department. If a tent is erected, the Fire Marshal shall complete a life safety
inspection prior to the event.

Temporary power (electric) shall conform to any and all applicable electrical codes and

Contact Land Management to obtain approval to use County properties. If County owned
properties are used, the permittee must meet the following conditions:
A. Crowd must be orderly.
B. Area must be cleaned at completion of activity.
C. Vehicles must stay off grass and walkways and signed areas. All event signage (i.e. stay
off. grass, no parking) must be removed within 24 hours after conclusion of event.
D. No person shall use any public park for business purposes without the necessary permits
and licenses.
E. Hours of operation may be limited.
F. Damages to park facilities and property or non-compliance with these conditions may be
cause for cancellation or withdrawal of this permit. The County may require a permittee
to post fInancial security to ensure restoration or revegetation in the event that County
property is damaged.

Attachment" A"). A safety and operating plan is required for planned events because the
emergency service infrastructure is funded by the Pitkin County taxpayers to offset unplanned
events that pose a threat to life and property. As a result, any potential demand for services
generated by a planned event should be alleviated ahead of time by the event sponsor or
organizer. This includes non-profIt organizations. The posting of financial security, in an
acceptable form, may be deemed necessary by the Pitkin County Sheriff's Office upon
review of the Safety and Operating Plan.

right to remove any and all emergency medical, fire and law resources from the event.

SAFETY AND OPERATING PLAN REQUIREMENTS
The purpose of this part of your application process is to promote public safety in the conduct of special
events in Pitkin County. You should also consider this activity as a template to facilitate your safety
program development. Together we can work to ensure a safe and successful conclusion to your efforts.

SCOPE OF PLAN
The purpose of this document is to preplan and help coordinate
medical and rescue needs for a cross country/mountaineering race.
The race will be from Crested Buttel CO to Aspenl CO through
private landl Gunnison National Forest I and the White River
National Forest. The proposed route of the race is a start at
the Crested Butte School I to the East Brush Creek Valley, over
Star Pass, to Taylor Pass, on Richmond Hill ridge, finishing in
the City of Aspen at Ajax Ski Area.
The race course will be marked by strobe beacons between Crested
Butte and Middle Brusk Creek. After this junction there will be
wooden lathe stakes with flags at periodic intervals. At
intersections of ridge lines and confusing terrain there will be
race personnel or well marked course directions.
The race will have a starting time of 12:00 (midnight)" leaving
Crested Butte. Racers will be required to reach Star Pass by
8:30 A.M.. Failure to reach Star Pass by 8:30 will result in the
team having to return to Crested Butte. The reason for this cut-
off is clear racers of avalanche terrain ahead before midday
warming of the snowpack. We will clear te race course and Aspen
Mountain by 5:00. The race will end at 5:00. As racers clear
each course divisions race staff will sweep the course. Between
Crested Butte and Star Pass the course will be swept back to
Crested Butte. After Star Pass the course will be swept in the
direction of Aspen.
Award ceremonies will follow the race finish at the Tippler Deck.
There will be minimal impact on county or city roads in Gunnison
and pitkin Counties. There will be possible interaction between
racers and vehicles on Brush Creek Road in Crested Butte.

Race organizers are expecting a field of j 130 racers.
Spectators at the finish are to expected to be <100. There will
be approximately 30 staff on the race course.
It is the intent of the race organizers that all medical and
rescue needs of the race will be handled with volunteers and paid
staff within the race organization. There will be a need for

ambulance transport from the various trailheads to in town
medical facilities via outside ambulance entities. Contact has
been made with Crested Butte Fire Protection District Ambulance
and Mountain Ambulance of Aspen.
All racers and race personal are required to carry enough
survival gear to spend the night outside. There will be a
prerace equipment check to ensure compliance with this rule.
There will be a gated checkpoint to check avalanche beacons
before racers can enter race course. All racers are required to
show proof of medical insurance prior to race start. Proof of
purchase of a State of Colorado, DOW Hiking permits will also be
required. Permits will be available for sale at the race start.
Aid Stations will be located at (1) Ambush Ranch, (2) Friends Hut
Aid Station (main staging areal/Star Pass Check point, (3) Taylor
Basin (4) Taylor Pass Aid Station, (5) Barnard Hut, (6) Top of
Ajax Mountain, (7) Course Finish. The aid stations will be
equipped with experienced medical and rescue personal. There
will also be medical and rescue equipment at each station.
Medical personnel have the authority to stop any racer from
continuing due to observed or potential medical problems.
Hazards identified at this time are avalanche potential in the
Star pass/Taylor Pass area. Additional avalanche potential
exists below Taylor Pass on Richmond Hill. In addition to snow
pack data collected through out the winter qualified avalanche
technicians will be on the course 3-4 days prior to race day
evaluating the snow pack and changes in the snow pack during the
time racers and race personnel are on the race course and subject
to avalanche danger. Avalanche personnel have the authority to
alter the race course, delay racers, or stop the race due to
avalanche potential.
AVALANCHE RESPONSE
There will be at least 2 race personnel staged as spotters at
suspect avalanche paths. There will be dedicated avalanche
rescue personnel and certified avalanche search dogs staged at
Star Pass and Taylor Pass. Racers will be required to report
avalanche activity observed during the race. In the event of a
burial participants will be required to stop and assist in the
search and rescue of the victims. Course workers will notify by
radio the nearest rescue station for additional personnel.
Rescue personnel will respond to the scene from stations on both
sides of the incident. There will a shift in personnel towards
the incident so rescue coverage will be fully staffed through out
the course.

COMMUNICATIONS
The race commitee will use the 800Mhz trunked system
that is used by Crested Buute and Aspen Mountain. We
have permission to use both mountains repeaters. In
grey or black areas race personel will radio relay thru
handhelds.
Each Aid Station will have two way communications with
the race start and finish by radio relay. Race Medical
Frequencies have not been assigned but will be assigned
and distributed at least one week prior to the race.
Radio communication with Ajax Ski Patrol and Mountain
Ambulance will be on the Ski patrol Freq. Radios for
this traffic will be thru use of radios on loan from
Ski Patrol. Communications with Crested Butte EMS will
be on VHF radios.

Pre-Event planning:
In the week prior to the race there will be a prerace
Safety Meeting that all medical and rescue team members
will be required to attend. There will a meeting in
Crested Butte for the Crested Butte to Star Pass team
members and another to be held in Aspen for the Taylor
Pass to Aspen team members.
On April 2rd, there will be aprerace briefing that all
racers will be required to attend. This briefing will
address race rules and regulations, course route and
potential changes, avalanche conditions. The ability
of race personnel to stop the race or stop individual
teams for safety or medical reasons will be stressed.
On March 30 teams will start stocking the Aid
Stations with supplies and equipment. This will be
done by snowmobile and packed in on skis.
ACCIDENT REPORTING RESPONSE
Racers will be responsible for reporting any accidents
or injured parties on the race course to race staff.
All competitors will by checked thru the race course
at check points and aid stations. A final course sweep
will clear the course of all competitors.
In the event of a injured party the Aid Station closest
to the site of injury will dispatch rescue and medical
personnel to the site. The Medical Leader for that
station will have the responsibility for coordination
of the rescue. This includes dispatch of rescue and
medical teams, notifying race headquarters of injury
location, type, and anticipated time of evacuation and
time of arrival at trail head. Race headquarters will
coordinate arrival of ambulance at trailhead and
reporting of incident to authorities.

WEATHER
Race organizers will used weather information from The Weather
Channel, Colorado Avalanche Information Center, Flight Service in
Denver, and direct observation at each station. Information
compiled will be used to inform athletes of expected conditions
and determine race start.
Should weather conditions such as low visibility (visibility <
1/4 mile), high winds, or precipitation'be as judged by race race
officials as dangerous to participants the race will be delayed
or cancelled. Changing conditions will be monitored and if
conditions deteriorate to the point of race safety being
compromised race participants will be delayed or stopped at the
Aid Stations until conditions improve.

STAFFING REQUIREMENTS
As stated medical and rescue requirements will be met
entirely with race organization personnel, paid and
volunteer.
The medical staff will range from ER Doctors (2),
Physicians Assistants (1), EMT's Intermediates and
Basics, and First Responders.
Rescue personnel are qualified in high angle rescue,
backcountry helicopter operations, long line
extraction, snow travel and evacuation, backcountry
medical protocols including proper patient assessment,
stabilization, and packaging.

HELICOPTER PROTOCOL
Helicopter will not be the a primary mode of rescue
transport or course transport. At the discretion of
the rescue leader, helicopters either Air Life or
private may be used to facilitate rescue of injured
parties.
Helispots will be provided for helicopter operations at

3- Taylor Pass

COLORADO, APPROVING AN APPEAL BY BOB W AJTALIK, 2002 ELK MOUNTAIN
GRAND TRAVERSE, OF AN ADMINISTRATIVE DECISION WITH REGARD TO
GROOMING RICHMOND RIDGE ROAD IN THE RURAL AND REMOTE ZONE DISTRICT

RECITALS
l. Bob Wojtalik ("Applicant") has applied to the Board of County Commissioners of Pitkin County,
Colorado ("BOCC") to appeal staff's detennination that grooming of Richmond Ridge Road is prohibited
in the Rural and Remote Zone District.
2. The Elk Mountain Grand Traverse race is to take place on March 29 & 30, 2002 (alternative date
March 30th & 3151) from Crested Butte to Aspen.
3. Staffs determination that grooming of Richmond Ridge Road is prohibited based on the language
in section 3-40-115(D)(1) of the Land Use Code which states that "winter maintenance of roadways and
driveways, except for access to residential development sites approved prior to January 2, 1996, which have
been historically and continually served by privately winter maintained driveways and roalways. "
4. The BOCC heard this request at a regular meeting on March 27, 2002, at which time evidence
and testimony was presented with respect to the application.
S. The BOCC fmds that the grooming of Richmond Ridge Road for the Elk Mountain Grand Traverse
shall be allowed for safety of race personnel and participants, evacuation of injured parties, and transport of
medical and essential course equipment.
NOW, THEREFORE, BE IT RESOLVED by the BOCC that it hereby approves the 2002 Elk
Mountain Grand Traverse Appeal of an Administrative Decision regarding grooming Richmond Ridge
Road for the purpose of the race.
1. The Applicant shall adhere to all material representations made in the application and during the
meeting..
2. The Applicant shall submit to the Community Development Department photographs of the areas
to be groomed prior to grooming and after.
3. Approval to groom Richmond Ridge Road is granted until March 31, 2002.
APPROVED ON THE 27TH OF MARCH 2002.

Elk Mountain Grand Traverse 2002 Special Event/Temporary Use Permit
SUMMARY OF REQUEST: The Applicant is appealing staff's determination with regarding to the
grooming of Richmond Ridge Road between the Sun Deck and the Barnard Hut in order to:
1. Reduce the time and the number of trips required to move essential course and medical equipment
to the Barnard Hut and Taylor Pass. Grooming would reduce the wear and tear and damage of the
equipment.
2. Facilitate moving of race personal in and out of the racecourse.
3. Decrease the time and increase the comfort of injured parties during an evacuation from the course.
APPLICANT: Bob W ojtalik, Rescue Coordinator/Secretary for the Elk Mountain Grand Traverse
PROJECT DESCRIPTION: The Applicant has submitted a Temporary Commercial Use/Special Events
Permit to the Community Development Department on March 12, 2002 for the 2002 Elk Mountain Grand
Traverse race to take place on March 29th and 30th (alternative date March 30th & 31 s1) from Crested Butte
to Aspen.
Temporary Commercial Use/Special Events permits are normally reviewed administratively by the
Community Development Department. This particular event has been reviewed and has been approved by
the Community Development Department each year since 1998. However, as part of this year's application,
the Applicant has requested the grooming of Richmond Hill Road from the Sun Deck to the Barnard Hut.
Aside from the request to groom Richmond Hill Road, the administrative review portion of this event should
be completed prior to the BOCC meeting.
ISSUES: The Applicant is requesting the grooming of Richmond Ridge Road be allowed this year for this
event, in order to expedite moving supplies into the race course as well as help with the evacuation of an
il1iured racer.
It is staffs interpretation that under section 3-40-115(D)(1) of the Rural and Remote Zone District grooming
Richmond Ridge Road between the Sun Deck and the Barnard Hut is prohibited. Under section 3-30-
115(D)(1) of the Land Use Code it states that "winter maintenance of roadways and driveways, exceptfor
access to residential development sites approved prior to January 2, 1996, which have been historically and
continually served by privately winter maintained driveways and roadways. "
The Applicant did have initial contact with Cindy Houben via email in December of 200 I with regard to
grooming Richmond Ridge Road. A copy of their discussion is attached this memorandum. Ms. Houben

had indicated to Stoney Davis, who has worked with the Applicant, that winter maintenance, including
grooming of Richmond Ridge Road, was prohibited in the Rural and Remote Zone District However, Ms.
Houben has indicated that his comments, with respect to allowing temporary grooming of roads in the Rural
and Remote District for events similar to this type of event, would be included with the land use code rewrite
materials for consideration and discussion. However, discussions regarding the Rural and Remote Zone
District have not to-date taken place and the race is to take place at the end of this month (three days after
the BOCC meeting).
Brian Pettet has indicated in his email to staff thatthe grooming of Richmond Hill Road is not preferable
since packed increases the amount of maintenance required in the spring.
RECOMMENDATION: Staff recommends that the BOCC adopt a "motion to deny the Elk Mountain
Grand Traverse 2002 appeal, subject to the attached resolution."
