Pursuant to Section 3-200-30 of the Pitkin County Land Use Code, the Community Development Director of Pitkin County, Colorado ("Director") may approve a Temporary Use/Special Event Permit for commercial activities or special events. 2. Line-Up Incorporated (hereafter "Applicant") has applied to the Director for approval of a Temporary Use/Special Event Permit for the Red Bull "Wings Over Aspen" Paragliding Championship. 3. The event will take place throughout Pitkin County and the City of Aspen. Aspen Mountain will be utilized as the starting point for the paragliding events. 4. The event will start on July 5, 2001 at 3:00 P.M. and ending on July 10, 2001 at 9:00 P.M. 5. The Director finds that the Applicant has obtained all the necessary comments from referral agencies and Special Event Committee, and the proposed event complies with the standards in Section 3-200-030 of the Land Use Code. THE DIRECTOR HEREBY APPROVES the Temporary Use Permit for the Red Bull "Wings Over Aspen" Paragliding Championship subject to the following conditions: I. The Applicant shall adhere to all conditions and material representations made in the application and safety operations plan. 2. Hiking Certificate from the Colorado Search and Rescue Fund shall be available for purchase by participants upon event registration. 3. ' No landings shall be permitted at the North Star Nature Preserve. 4. The Gondola shall be the primary form of transportation to the launch sites for all participants. 5 . Vehicle access to the launch sites shall be on the front side of Aspen Mountain only per arrangements made with the Aspen Skiing Company. The applicant shall sign both roads around the landing site from the roundabout to Cemetery Lane for no parking. Signs shall be posted and removed 24 hours before and after the event. 7. Spectator vehicular parking near the landing site shall be discouraged through the use of parking marshals. Parking at adjacent parking lots (i.e. Aspen Valley Hospital, Aspen Chapel, and Social Services) shall be prohibited unless letters of permission from the property owners are provided to the Community Development Department prior to the event. Minimal use of the roundabout for the event is encouraged. 8. Staging (i.e. catering or announcing) shall be limited to the Marolt property in accordance with City of Aspen regulations. 9. In case of emergency, the Pitkin County Sheriff's shall have access to a single point of contact during the entire event, via radio or cell phone. 10. The Applicant shall provide proof of insurance with Pitkin County listed as additionally insured and in accordance with the requirements of the Pitkin County Risk! Assets Manager. Proof of insurance shall be provided no later than June 5, 2001. 11. The Applicant shall provide documentation of contract with Mountain Ambulance to the Pitkin County Disaster Coordinator no later than June 5, 2001. 12. The Applicant shall provide a detailed flight plan to the Pitkin County Airport no later than June 5, 2001. 13. The Applicant shall provide a safety/security deposit of $10,000 to the Pitkin County Sheriffs Office no later than June 5, 2001. 14. Parapente Aspen, Line Up, Inc. and the United States Hang Gliding Association, represented by Chris Davenport, Dave Bridges and Othar Lawrence ("Applicant") have applied to the Beard of County Commissioners efPitkin County, Colorado ("BOCC") for approval of a Temporary. Commercial Use Permit for the 1999 Red Bull "Wings Over Aspen" paragliding and hang gliding event to be held September 2 through September 8,1999. 2. Pursuant to. Section 3-200-030 of the Land Use Code, the Cemmunity Develepment Directer ("Director") may permit the temporary use ofland in the County fer special events and commercial activities, if adequate provision has been made for police supervision, if necessary; public parking; insurance; site set-up maintenance and clean-up; emergency services; and safety of operations. Hewever, the Director may net issue a permit for a temporary cemmercial event that exceeds more than 72 hours period. 3. Due to. the duration of this event (7-days) and because of difficulties that arose during last year's event, approval of the event is in the discretion of the SOCC. 4. The BOCC considered the Applicants' ,request at a regular meeting en July 28, 1999, at which time the BOCC found that the Applicants' request meets the applicable requirements of the Land Use Code, subject to conditiens. NOW, THEREFORE, BE IT RESOLVED by the Pitkin County Board of County Commissioners that it does hereby grant a Te!llporary Use Permit for the 1999 Red Bull "Wings Over Aspen" event, subject to the following conditions: 1. The Applicant shall adhere to all material representations made in the application and in the public meeting. 2. This temporary use permit is issued for the 1999 Red Bull "Wings Over Aspen," a paragliding and hang gliding event, to take place en September 2 through September 8, 1999. 3. The event will take place between the hours of9:oo am to 1:00 pm and 2:00 pm to 7:00 pm. 4~ Paragliding and hang gliding launches will be from Walsh's ski run (in the merning) and Ruthie's ski run (in the afternoon) with landings strictly at the Marolt property. No landings shall occur at the North Star Nature Preserve or anywhere else aside from the Marolt Property. 5. Parking at adjacent parking lots (i.e. hospital, chapel and Social Services) shall be prohibited unless letters of permission from the property owners are provided to the Community Development Department prior to the event. The Applicant shall adhere to the traffic control solutions outlined by the Applicant in their letter dated July 26, 1999 (Exhibit A). 10. The Applicant shall provide garbage receptacles at the landing site. Due to bear problems in this area, garbage shall be removed nightly. II. The Applicant shall provide port-a-potties as required by the Environmental Health Department. Prior to the event, the application shall receive approval from the Environmental Health Department regarding the sanitary facilities and wa~er supply. 12. If food will be prepared for the participants or if the event is to be catered, a temporary food service survey must be completed by the Applicant and submitted to the, Environmental Health Department. 13. The Applicant shall comply with the Safety and Operational plan approved by the Sheriffs Department. 14. Prior to the event, the Applicant shall provide to the Risk Management Department, for review and approval, an appropriate Certificate oflnsurance naming the County as additional insured. 15. Prior to the event, the Applicant shall notify the Aspen Airport Traffic Control Tower of the event's courses and tasks to be performed by the pilots. 16. Approval of this event is conditioned upon the Applicant receiving a special events permit from the City of Aspen for landing at the Marolt property. In regards to the roundabout construction, "Staff' has expressed concerns regarding the impact that this event will have on the traffic pressure on the construction zone. We recommend the following solutions: A. The additional traffic flow can easily be minimized. We will require all pilots, volunteers and spectators to use either public or event transportation and and encourage the use of foot & bicycle traffic via the Marolt bridge. B. Additionally, in order to facilitate the use of Public transport, all competitors and volunteers will be provided with a bus schedule. C. Large capacity vehicles (2 vans) will be providing a continuous shuttle service from the meet headquarters'to the Marolt Field. D. A "parking coordinator" will be on site at all times to prevent any parking from occurring on Castle or Maroon Creek roads as well as to manage parking directly adjacent to the landing area. E. These requirements will be easy to abide by as many of the competitors and spectators will be flying into Aspen and will be without vehicles. F . In regards to concerns expressed following last year's event, all of these were directed towards the use of the Northstar Preserve. In our county permit application, we have clearly stated that the Northstar landing area will not be used under any circumstances. 3, We would like to be as accommodating as possible in regards to the Roundabout Construction and are open to any suggestionS that Pitkin County may have. However, due to the numerous complaints about non-approved landings and activities at Northstar Preserve that our office received during the Red Bull "Wings Over Aspen" .event that took place June 27 through July 3, our office has decided that we will no longer Administratively approve future events hosted by Aspen Paragliding. If Aspen Paragliding intends on hosting future hang gliding and paragliding events, approval from the Board of County Commissioners (Board) will be required. Please note that the process for Board approval is similar to the process for Administrative approval. Standards within Section 3-200.30, Temporary Commercial Use, of the Land Use Code shall be addressed: However, the Community Development , Department will, need more time (than the required seven days) to review the application and place it on a Board agenda once an application has been submitted. A full application should be submitted at least 60 days prior to any planned event. Therefore, please plan ahead for any future events. Morning launches will be from Walsh's ski run and afternoon launches will be from Ruthie's ski run. The launch time frame shall not exceed 8 hours per day (4 hours in the morning and 4 hours in the afternoon). 5. There are inherent risks in paragliding and hang gliding, however, most of these risks lie in pilot error. To minimize these risks we will be inviting only the top competitors in the world. Over the past three years the event has developed a very effective safety plan that has proven to work. Othar Lawrence of Line Up, Inc. is the Event Organizer and has overall responsibility for the safety of the event with regards to participants, staff and spectators. During the event Othar will be at one of the three event venues, Ruthie's ski run, Little Nell ski run, or Merolt Property. Othar can always be reached at 970-948-0808, he is the main point of contact. Othar works closely with Charles Kirsten of Mountain Ambulance, Charles is the event Safety Director and can always be reached at 970-379-7892. All staff are briefed and supplied with the following Safety Operations Plan: Safety Operations Plan Incident Procedure: 1. If any member of the staff sees or hears of an accident please contact the Safety Director and provide as many details as possible. All rescue must be coordinated by the Safety Director. 2. If any incident/accident occurs it is the Safety Director's first priority to contact the county to inform them of the immediate details of the incident and whether or not additional assistance will be required. This will be done through 911 or by calling the County's Emergency Management Coordinator. 3. Depending on the site of the accident, the Safety Director will direct the rescue operation by assigning an EMT and rescue volunteers to the scene. The Safety Director will dispatch either the Launch or Landing Zone Emergency Response Team depending on the geographic nature of the incident. 4. The Safety Director will stay in contact with the EMT and person closest to the scene of the accident to identify what is needed to aid the injured pilot and move him/her to the nearest road for transport to the hospital. 5. At any time, if the Safety Director determines that additional assistance is required, the Safety Director will call the County Sheriffs office to inform them of the situation. 6. Transport & stabilization of potential victims will be provided either by event vehicles(Mountain Ambulance) or by County Vehicles if required. 7. The Safety Director can at any time suspend or cancel competition if resources become overburdened NOTE: If the County Sheriff's office or 911 dispatch is called by a non-pilot/non-event witness to a possible incident, we request the county to call the Safety Director or Event Organizer before responding to an alleged accident to find out if it is a "false alarm" or if we are already responding. Rescue Responsibility The event will be responsible for its own rescue operations unless a request is made by the Safety Director for assistance from the County Sheriffs office. In the event of partiCipation by the County Sheriff's office, upon their arrival at the accident scene, our staff will brief them and ha~d,over authority. Other Safety Considerations launch and Flight Conditions During the event there will be the Meet Director, Safety Director, and Launch Marshal present during all official launch windows. These officials have the authority and the responsibility to declare a launch site officially open or closed for launching. These officials will determine if meteorological conditions allow for safe flying. Participants are notified they are only allowed launch when the launch site is officially open. If weather conditions deteriorate during a competition round, the Meet Director and Safety Director have the authority to demand that all pilots descend to a suitable landing zone as soon as possible. Participants All pilots are required to carry a radio, reserve parachute and have a Colorado Hiking License. It is also recommended that all participants carry a cell phone. In case of an accident the first pilot or person to identify the accident will radio the information to the Meet Director or Safety Director. If the pilot is conscious, contact with him/her via radio will help establish his/her current condition. If it is a serious accident and other airborne pilots believe it is possible to land safely in the area, they will be requested to land near the accident scene and assist the injured pilot. Emergency Response Funding All EMT and Paramedic funding has been budgeted as a line-item expense by the event. Requirements · All participants are members of the USHGA(United States Hang Gliding Association) and must have appropriate credentials, accepted rating level and a Colorado Hiking License. USHGA membership provides all pilots with 1 million dollars in liability insurance. · Line Up, Inc. also carries a three million dollar liability insurance policy, the City of Aspen and Pitkin County are listed as additionally insured. · The Aspen Airport tower is notified on a daily basis to alert aircraft of paragliding and hang gliding activity within the Class D airspace surrounding the airport. A NOTAM(NOtice To AirMen) will inform all approaching aircraft of the increased ultralight activity. · All participants are verbally briefed about the Aspen area site protocol, flight rules, and airspace regulations. They also receive a topographical map. Weather Information and Monitoring · Every morning we contact National Flight Service for flying conditions. · Weather charts are used from assorted web locations (satellite images, radar, soaring reports, etc.) including maps from the Weather Channel. · There is a wind station located on Aspen Mountain that gives current conditions, including wind velocity, direction and gust factor. · The event has hired a motorized ultralight hang glider to provide site-specific wind information. Forth-Annual Red Bull Wings Over Aspen, July 5-10, 2001 Event Overview Parapente Aspen, in conjunction with Line Up, Inc. and the United States Hang Gliding Association(USHGA), are hosting the Red Bull Wings Over Aspen paragliding and hang gliding competition. Line Up, Inc. is the event organizer and Red Bull Energy Drink is the title sponsor. Highline Sports and Entertainment of Vail, CO manages the event marketing and on-site infrastructure. The competition is broken down into three disciplines: 1. Paragliding Aerobatics, 2. Hang Gliding Aerobatics, 3. Hang Gliding Speed Run. This is an invitational competition and each discipline will have a maximum of 15 competitors for a maximum total of 45 competitors. The paragliding and hang gliding aerobatics competitions will consist of pilots performing aerobatic maneuvers over the Marolt Property that will be judged and scored on execution and difficulty. The aerobatic pilots will fly two flights per day. The event will also determine the US National Paragliding and Hang Gliding Aerobatic Championships. The Hang Gliding Speed Run is a race from Ruthie's Run to the bottom of Aspen Mountain. Racers folrow the Americas Downhill course and are scored on speed. Pilots will be launching from the Ruthie's ski run launch site. The two landing zones that will be used for this event are the Marolt-Property-Landing Area for the aerobatics competition and Aspen Ski Co. property at the base of the gondola(Little Nell ski run) for the Speed Run. The Northstar Landing Area will not be used under any circumstances. Participants There will be approximately 30 - 45 pilots total for all of the disciplines. Only the top pilots from around the world will be invited and accepted for this event. In the past the event has been open to all qualified competitors and last year the event saw 120 competitors, but the event will be more successful with an invitation only field. The international field will feature pilots from Australia, Europe, North America, and South America. Spectators Spectators are encouraged to come watch at the launch and landing zones. At the launch there could be up to 100 spectators, at the Little Nell Landing zone there could be up to 50 spectators, and at the Marolt-Property-Landing Zone there could be 100-500 spectators. Every day except Sunday July 8 there is expected to be up to1 00 spectators at the Marolt Property, on July 8 there will be a catered barbeque that could draw up to 500 people. The launch site will have fencing in place to designate the launching area and pilot staging area from the spectator viewing area. Access to launch Sites The Gondola will be the primary form of uphill transportation. 4x4 vehicles will be the secondary form of transportation to the launch sites, pilots will be transported via the County Road up the front side of Aspen Mountain. Anticipated Use of launch Sites Conditions permitting, Ruthies will be used from 8:00am to 10:00am, 11 :OOam to 1 :OOpm, and 5:00pm to 8:00pm. Accounting for typical weather patterns, there will be two days of no flying. The busiest launch time with both spectators and pilots is anticipated to last from 5:00pm to 7:00pm with 70 to 100 people in and around the launch site during that time. Speed Run,8:00-1O:00 AM Daily- Launch from the top of Rut hies ski lift; fly over America's Downhill Run and land at the bottom of the Little Nell Ski Run. The maximum altitude will be 10,500' and the pilots will never be more than 300' AGL. .. Paragliding and Hang Gliding Aerobatics, 5:00-8:00 PM Daily - Launch at the top of Rut hies ski lift fly straight to the top of Shadow Mountain then turn west to the Marolt Property. The maximum altitude will be 10,500ft and the pilots will fly above the Marolt property, between 9,500' and 10,000'. . The flight path and dates for the helicopter are as follows: .. July 7-8, from 8:00AM - 10 AM- Take off from The Aspen! Pitkin County Airport and fly over Aspen Mountain and Smugler Mountain. The altitude will be between 9,000' and 12,000'. . July 7-8, from 5:00- 8:00 PM Take offfromthe Aspen / Pitkin County Airport and fly over Aspen Mountain and the Base of Aspen Highlands. The altitude will be between 9,000 and 12,000 ft.
