GENEAALDESCAIPTIONa
Sopris Creek Cabins is located $bout 2.20 miles west and south.,
of Basalt on Sopris Creek Aoad. It is 2.05 miles from the corner
of Colorado Highway 82 andthe Emma Aoad.
The Sopris Creek Cabins are situated on a parcel of land oP
about"1i.75 acres, of which 8 acres are irrigated meadow/pasture
(productive), 1 acre is dryland pasture,'and the balance of
acreage (2.75 acres) contains the residential structures,`agri-
cultural buildings, and areas of parking.
Sopris Creek Cabins and the surrounding area. has been zoned
AF-2 (Agricultural -Forestry District, with the minimum lot
size of two (2) acres. The 'use allowed by right' is the
single-family dwelling. Two-family dwellings area 'use which
may be permitted by special review.' - Pitkn County honing

SUBJECT: Sewage and Water Supply Systems - Sopris Creek Cabins
DATE: June 8, 1976
This office investigated the possibility of installing
a new sewage disposal system(s) for the proposed duplexes to be
constructed at Sopris Creek Cabins. There are no topographic con-
straints and it is the opinion of this office that all requirements
of the regulations can be met. Soil profile investigation and
percolation tests have indicated suitable soil conditions with a
percolation rate of 18 minubes/inch. This would require approximately
205 square feet of .absorption area for each bedroom. 'This office has
not issued a sewage disposal permit yet, due to the State Requirement
that any system handling a volume of 2000 gallohs/day must be designed
by a Registered Professional Engineer and approved by the District
Engineer of the Water Quality Control Division of .,.the Colorado _Depart-
ment of Health. If all three proposed duplexes are tied into one
system, this requirement must be met..
The water system must be improved to conform to standards
of drinking water supplied to the public. We have discussed these
requirements with Mr. Smith and he has indicated that the necessary
repairs will be completed. The following items are required for
the water system to conform with minimum requirements:
~:. Elevation of the well head to at least 12 inches above
natural grade.
2. Installation of an approved sanitary seal on the well head.
3. Provision of a system of adequate disinfection such as
chlorination.

On April 9, T976, I visited the. site of ,the proposed duplexes
which I understand are. to replace the existing trailer. units.
I have the following comments regarding the drinking water
and sewage disposal, which I feel should be addressed during the
planning process:
A. Water Supply System
1. The current, system supplying potable water is a well with
several sanitary"defects. While it has not in the past
been treated as a public water supply, it does qualify
as one and"must be upgraded to conform to State Health
Department requirements.
2. The attached inspection sheet lists the deficiencies of
the water supply. The most important is thelatest bac=
teriological,test of March 18, 1976, which was unsafe.
B. Sewage Disposal
There is little information and no permit records 'on„file
for the existing septic tanks. Chris Smith, the owner, ind-
cated that the trailers are; tied into various ,systems constructed
,. , s. ~„ w ~< ... , _
prior to 1970.
In all probability; most of the existing sewage disposal
systems are substandard by current regulations. The additional
organic and hydrolic loads ,,imposed on each. by the construction
of the duplexes would, within a relatively short period of
time, lead to malfun,ctions._ It is recommended. that new collection,,.
...~_ ..~ .... ~ ~__Ww w_.
lines and a new sewage disposal system lie constructed to comply
with existing regulations. Subsurface soil tests, not yet dohe,
would confirm the suitability of this proposal; however, 'there
appears to be sufficient land area if acceptable soil conditions
are encountered. The owner seems agreeaC~le to`explore tkis
suggestion.

This is a public hearing to consider a Special Review permit for
Chris Smith, owner of the Sopris Cabins near Emma to redevelop
the Sopris Cabins. The property consists of 11.7 acres now developed
with five (5) dwelling units plus five (5) mobile homes or 10 units.
on 11.7 acres. His proposal is to remove the existing five (5) mobile
homes in exchange for six additional dwelling units built to conform
to the Uniform Building Code.
The property is zoned AF-2 which would. allow five units by right and
an additional five dwelling units (.two family dwellings) by Special
Review.
The Pitkin County Planning & Zoning Commission considered the request
at their April 7, 1976 meeting and granted approval subject to satis-
factory referral agency comments and. the approval of Wildlife Officer,
Allen Whitaker. The Planning Office feels these conditions have been
met.
The Planning Office recommends approval of the. Special Review request
subject to the following conditions:
1. The requirements of the County Sanitarian especially in
regard to those items enumerated in his letter of June.. 8, 1976.
2. The access recommendations of the County Engineer`s
office as enumerated in their letter of_June.10, 1976.
3. Prohibition of_dogs within the units as recommended by
Allen Whitaker in his letter of May 21, 1976.
4. The Planning Office certfies the. application as complete
with the inclusion of the above referred comments..
5. Detailed plans for the. project wi1T be available at the

The area around Sopris Creek is critical deer winter range. This
is the area from which I receive most of the complaints of dogs
chasing wildlife and livestock_in Pitkin County.
These seem to be largely owned by transients in rental units. I
can only suppose that the six cabins to be substituted for five
trailers will also be rental units. If this is the case, I strongly
recommend a prohibition of dogs in the units, to be enforced by the
owner. This idea has worked very well in Aspen Village.

RE: Sopris Creek Cabins
An access permit to County road 13 has been requested by
Chris Smith of Sopris Creek Cabins.. The subdivision is
located on a curve which results in poor sight distances
for the proposed access. In addition to poor sight dis-
tances, an additional access is only 250' from the proposed
access.
The permit has been approved on the following condition:
1. Foliage is trimmed to improve sight distances.
2. The additional access_is closed and.a fence erected
to insure closure.
The average daily traffic on this portion of Emma Road
is light, therefore, I see no problems with this. access
if the above conditions are observed.
