Dear Cleon,
I have reviewed you application for a Minor 1041 Hazard Review.
To complete the review, you need to submit the following additio-
nal information:
1) A letter from the record owner of the lot authorizing
you to submit the application; and
2) A legal survey that is no more than one year old. This
survey can be on the mylar that you submitted or it may
be submitted separately as long as it matches. the
property description on the mylar and is certified by a
registered surveyor; and
3. Contact the Division of--Wildlife and request that they
look at your proposed building envelope and submit
their recommendations to us; and
4) Submit a geologic report that addresses your proposed
building envelope.
Once you give me the above information, we can complete your
application. For your information, because your property is
inside of mapped deer and elk winter range you are technically
required to apply under the standard 1041 Hazard Review which
goes before the Planning Commission. Because our minor 1041
review was only developed this year, I was not aware of this
requirement. I will continue to process this application as a
minor review based on our earlier conversations, but I want you
to be aware that other applications in this area may be subject
to the standard 1041 Hazard Review.

r~• The Terliamis family has owned the subject property for many years, and
in approximately 1972 divided the 553.4 acres of the total subject
property into 15 tracts of approximately 35 acres each. This j
' subdivision. was an attempt to circumvent subdivision regulations in C
y ~ - Pitkin County that xere at that time in the proposal state. Hence, the ~
~~ ~ various partial ownerships were divided. in such away that no two,
parcels under the same ownership were contiguous. After the
subdivision, all parcels were owned by Harry, Anna or Nick Terliamis.

Book 471 at page 273.
Lot 2: 35.3 acres sold in April, 1978 for $48,000; recorded in Deed

PROPERTY IDENTIFICATION
The subject property is located in the West Sopris Creek Valley and is
legally described as the S.E. 1/4 of the N.W. 1/4 E. 1/2 of the v
S.W. 1/4 of Section 15, the West 1/2 of Section. 22, the North 1/2 of
the N.W. 1/4, Lots 1 and 2 of Section 27, all in Township 8 South,
Range 87 West of the Sixth P. M., Pitkin County, Colorado. The reader
is referred to the attached plat and maps for further descriptions of
the subject property. This parcel has been surveyed and platted into ,
15 tracts known as Lots 1 throug _15. Lots 1, 2 and 3 have been sold
to individuals on arm's length transactions and are ~ considered part
of this appraisal assignment. Only the 12~lots, 4 through 15,
containing a total of 447.7 acres are included in my analysis. _
According to the Pitkin County Assessor's office and confirmed xith
Mr. Lampiris, the parcels are in the current ownership as folloxs:

400 to 600 feet. Other rater is available through springs on n
individual lots. Sanitary waste systems are typically by independent
septic tanks and leach fields approved by the County Sanitarian. It
has been my experience in the neighborhood that water is available for
wells, although sometimes deep and expensive. An average price per
foot is currently 1;25, which may suggest the coat of a water rail
running from #10,000 to X15,000. Since this is common in the
neighborhood, it is considered by the buyer ae a coat oT development
and consequently xould have a negative effect on the value.
The appraiser personally cross country skied across the maJority of the
nub,ject property in mid-January, 1985 yith Wick Lampiris. There !e a
30 foot aide access easement and roughed-in road Criss-crossing the
subJect property, allowing access to the 15 individual tracts.
Although the road was snow covered at that time,°it appears to have
adequate width, drainage and grade to allow for access to each
individual pat•cel. The only exception is a fairly steep road running '
through Lot 1q having access to Lot 15. This is primarily a
four-xheel-drive Jeep road that would be difficult to negotiate d W ing
rioter months.
