June J.9, 1979 - The applicant requests that a permit be issued for the development of a single family residence ort a`parcel of -land of approximately 48 acres in size. According to CSU mapping, the following hazards affect certain portions of this property: a) Geologic hazards; b) .Wildfire hazardst c) wiidlife winter range; d) Snow avalanche potential. In order to mitigate these hazards the applicant proposes to build the dwelling unit on a flat portion of the property located at the top of the 48 acre parcel. A report is attached from Nicholas Lampirs, geologic consultant, which describes the property and indicates good access, suitable soils for septic, no :avalanche hazard. being .present, no geologic hazards present, and sparse vegetation. The report recommends that the buildinq be located in the .area indicated. on the attached map as "building envelope". The sparse vegetation on this part of the site mitigates the wildfire hazard and the remainder of the .property not part • of the building envelope contains most of the other hazard areas. ' Under the land use code, the applicant is entitled by ~ ` } right to construct this dwelling with the only requirement other than building. permit review being a'reasonable mitigation and consideration of T041 hazards. Galena St. Aspen, Colorado 81617 RE: Rudolph 1041 Special Review Dedr Mr. Reents, This proposal would ,be of concern from a wildfire hazard viewpoint if more than one dwellino is'planned. Since only one dwelling is planned and the building site was chosen after considering fuels and'slopes; the wildfire hazard has been consider- ably mitigated, The~applicant'should be cautioned to'maintain a fuelbreak four to five times as `wide as the structure is high around the structure, particularly on I the downhill side. Additionally, by avoiding unenclosed cantelevered decks and long overhanging roof eaves in the structure's design, as well as a wood shingled roof, the wildfire hazard wi11 6e further mitigated. Sachs, Klein & Stielg 60L East Main Street Aspen, Colorado 81611 RE: Geological Report, First Emma Venture Property Dear Herb: I have completed,my geologic investigation of the First Emma Venture Property for which a slope analysis was done in September, 1978. The shaded areas on the accompahying sketch map include all acreages with slopes less than 45% in steepness. It is the large flat area in the eastern half of the property that this report will concentrate on as it is the most develop- able portion of the lot. The property is located in the West half of Section 24 and the East half of Section 23, Township 8 South, Range 87 ~ appaoximately1onenmilepandMOneohalfwduehsopthpoftthesoldcEmmanute towns>_te. It is more specifically in the divide between fast and West Sopris Creeks. The irregularly shaped tract 'consists of very few trees but much brush, grasses and wildflowers. The northwest and northeast slopes of the property are relatively' steep with erosion being rather active on the northeast slope. The access road approaches from the southwest along the northwest'- facing slope. This access appears quite suitable with a gentle grade and no severe turns; however, two 20 yard long portions of this access road will have to be widened about 5 feet as sloughing from the steep uphill portion of the cut has made narrow sections. From the relatively flat top portion of the lot slopes dip rather gently to the southeast and southwest. There are_ho perennial or intermittent streams `on this develop- able portion of the property. The geology of the property consists basically of colluvial material overlying Triassic age Chinle Formation which dips gently to the south at approximately 20°. The Chinle Formation is comprised of rather erodible red hematite-cemented shales and mudstones. The colluvial material is well exposed alonq the road cut in the access road approaching from the wesf. It consists of weathered Chinle Formation and loose blocks of buff-colored sandstone mixed in with silts, sands, and rounded boulders which seem to have been deposited by a higher level .~F ~ ` , ~~ Herbert S. This colluvial material forms a U-shaped pattern around the northeast and northwest portions of the property, but not quite reaching the, top, flat developable portion. No faults or rockfall hazard or landslides have been noticed or mapped in the vicinity of the property, although some of the steep slopes in this vicinity do show signs of downslope creep. For this reason I recommend that any building construction be restricted to the flat portions of the east half of the lot preferably in the southern half of this flat as designated on the accompanying sketch map. This building envelope as shown provides for a 50 ft, setback from adjoining steeper slopes. Soils derived from the Chnle Formation are generally not susceptible to swelling or other problem situations; however, soils engineering studies should be conducted prior to foundation design. No avalanche hazards are present. The soils of the building envelope will have a significant percentage of clay in them so that percolation rates may be slow. The County Sanitarian should be consulted for his specific recommendations for waste disposal through leachfields; however, it is my 'opinion that the percolation rates in the soils will be suitable for waste disposal in this manner. Water for domestio use will have to be obtained through the drilling of a well. A permit has been obtained for a well to be drilled in the northwestern portion of the property near stream level with a depth to be anticipated somewhat in excess of 100 ft. and the ensuing water pumped up the hill to the southeast. to the building site. The probability of securing water is high. I recommend a holding tank of one to two thousand gallon capacity near the building site to provide water during slack periods. Based upon the above considerations it is my opinion that the flat area at the top of the property as designated is the best location for development as it is free of geologic hazards.
