Residence area, as follows:; The predominant vegetation of the site is scrub oak with an occasional large spruce tree. The plan submitted. by Furr/Ross architecture will not have much effect in the winter Since the spruce trees are set at the ends of t pen will not significantly interrupf the roofline of the bbulddigg-Iri the~ummer t mee therua a trees will have sbme impadY. My recommendation, as reflected on the plan, is to use the idea that there are large spruce trees within the scrub oak vegetation. The judicious placement of spruce trees will interrupt the roofline of the building, thus from q distance erasing the straight line of the building form. I have indicated six spruce trees on the plan, four of which should be 3' minimum taller than the building when planted. The height of these trees can be established by using height poles and viewirg`them from a distance to ensure that they are taller than the roof. The two ,others that are located at the corner of the building will ~~-rv.. ,~.. , t; .;-. ,~ M.... ;,, .-,~,,. ,.~ a, , _ G in time grow to have an impact. The aspen trees can remain in the planting plan if the owner so desires, but it i4 the spruce trees that are critical to the winter view of the home I hope this is of help in resolving this issue, but please call if there are any further questions. SUMMARY OF REQUEST: The applicant is requesting an amendment. to the initially approved building envelope for PazceT'32 Sopris NTountainRanch to accommodate aseptic system. APPLICANT: Margaret Woods REPRESENTATIVE: Susan Furr; Furr/Foss Architecture LOCATION: The properly is referred to as Parcel 32, Sopris Mountain Ranch.. ZONING/SIZE: The property is zoned RS-30 and contains approximately 35.302 acres. BACKGROUND/EXISTING CONDITIONS: _The ubject parcel was part of a joint venture 1041 Hazazd review process for approximately 3~L lots in the Sopris MountainRanch residential area.. Approval was granted to these lots pursuant to BOCC Resolution No. 91 17 L In 1997, pursuant to $OCC Resolution No. . ~._ __ w, 97-66, approval was granted for a lot line, adjustment between Lots 31 ,& 32. In addition, 1041 Hazazd Review approval was granted for Lots 31 & 32 for the relocation of the initially approved building envelopes. STAFF COMMENTS: MINOR AMENDMENT TO A DEVELOPMENT PERMIT: A minor amendment to any development permit is ,. . r, va„y= ar. ~ Vin,-~.. intended to change an element or condition of a development permit subject to compliance with the standards in Section 3-200-80 of the Land Use Code. These standards require that: A. The amendment must not change the use of the proposed development between residential, commercial, and tourist accommodation uses.. Response: The amendment will not change the use of the proposed development. The applicant is not requesting a change in use. B. The amendment must be consistent with action taken during the review of the original development ,:t~ and does not constitute a new Zand development activity. Response: The amendment is consistent with action taking the review of the original development and the subsequent approvals. Pursuant to Resolution No. 97-66, Condition #4 reads, that "No development, including disturbance of vegetation, grading, septic systems, wells and landscaping, shall occur outside of the building envelopes...". The applicant is proposing to add approximately 13,908 square feet to the existing building envelope, which is currently 0.74 acres, for the purpose of a septic system. This kind of request is not ., uncommon for the Sopris Mountain Ranch areas, since for most of the lots throughout the ranch, the desirable soils aze often located outside the designated building envelopes. C. The proposed activity does not: 1. Change the basic character of the approved use of land on which the activity occurs including basic visual appearance and method of operation; 2. Increase off-site impacts in the surrounding neighborhood; 3. Endanger the public health, safety or welfare; 4. Violate any Land Use Code Standard; 5. Substantially increase the need for on-site parking or utilities, or affect affordable housing generation; and 6. Increase the floor area of the use by more than two (2) percent or decrease the open space on the site by more than three (3) percent. Response: There is no change to chazacter of use or increase of off-site impacts. The request does not have negative impacts to public health,. safety or welfare, nor does the request violate any Land Use Code standards. The amendment does not increase the need for parking, utilities or affordable housing generation, nor does it increase floor.. amendment to Director approve the proposed .-.. . , nistratrve Decision. As per your request, Rocky Mountain Environmental Health & Land Planning Services has reviewed the details of the Woods minor amendment application under the authority of the Pitk;n oun_ty Laltd Use Code . .w ~. „ ,,., w , Since it is not a requirement of the Environmental Health Department's to locate a septic system within the building envelope, and the applicant has already received 1041 approval, my comments will be brief. The applicant is requesting an expansion of a building envelope for the individual sewage disposal system's leach field The lot is a 35-acre parcel in Sopris Mountain Ranch which has an approved building envelope of 74 acres. The owner would like to to extend, the building envelope, so that there is enough room to construct .,.... a .... a trench system for the leach field, and avoid removing as much natural vegetation as possible. This application will be reviewed by the Pitkin County Community Developmem Director. All conditions of prior approvals granted. in 1995. and 1997 must be satisfied. "It is the polity offhe Coumyto insure the availability of a water supply of adequate quality, quamity, pressure mid dependability for fire protection end support of a pnpased lend use priorto approval nfil+e use The County shall requireland ttsesto honkupto existingpubtic systems d'service is available." It is unclear whether the well s_in place or still needs to be drilled. The applicant should be aware that spreading the leach field out over. a greater area: may put the well closer to the leach field depending on the well's location. Before the Environmental 13ealtb. Department. can issue a septic system permit, the owner must drill. the well, to enspre that the well wdl meet the required setback distance from the septic -~~-. system. Before drikling the well, the applicant should be sure that it will be possible to fit the waste water disposal system far enough away from the well. A condition of approval for this applicatiin is: the applicant must document to the Environmental Aeslth Department that the well meets setback requirements prior to issuance of the septic system permit and the buiilding permit. eFwni-n' FATII~NT 1`TD COLLECTIOAI Ser'fiong 2-18 ana 3-1105• "h is the pdiry ofthe County to atsittethat adequate sewage treaunent fac+lnies are available to carve existing aitd new develnprtients Public aMl private sewage disposal systems end eamectione to wdt systems ahallconWly with tho sewage disposal guidelines ofPitkm County's Individual Sewage Diepirsal System Rcgulatim." .:~ _.,,., x,... , ,. ..rat>.. ,i ~ ... .*, i May-02-99 O3:58P RocMEnv.HealthLandPlan P.O3 Lots in Sopris Mountain Ranch have mdivtdual, sel & Associates, Inc. was submitted and, accurately e~~ percolation rate of 60 nunutes/inch was used for t} test had not been done when the letter was wntten is lazger, and may possibly change the owner's plai trench system will require a mitumum of 6 feet of ~ leach field azea. Galena Street Aspen, CO 81615 Attn: Tom Dunlop Re: Woods Minor Amendment to a development Permit Pazce132, Sopris Mountain Ranch Dear Tom, As requested by Susan Furr. Furr/ Foss Architecture, I am writing this letter with regazd to the azea required for the Individual Sewage Disposal System for a Private Single Family residence located on the above described parcel of land. It is our understanding that the proposed residence is a 3500 sq, ft., five bedroom residence. It is also our understanding that they wish to avoid removing as much vegetation as possible. therefore they wish to design a trench system to reduce the vegetation destruction. We aze assuming a percolation rate of 60 min.; in. for the attached calculations. We have had other percolation tests performed in the Sopris Mountain Ranch area and have found the percolation rates to be in the vicinity of 40 min./ in.. As shown by the attached work sheet, a minimum of 1897.76 sq.l't. is required for this system or 132 Infiltrators. Tu keep the math simple for this illustration, we would propose a trench system of 10 units long by IO limits wide. Prior to the ISDS submittal, a final perco(ati~n rate will be acquired according to Pitkin County requirements. If you need any further information, please feel tree to contact us at our Glemvood Springs office.
