OPEN SPACE AND TRAILS BOARD
SPECIAL MEETING OF May 17,2007

Greenway, Tim McFlynn
Others Present: Kathleen O'Brien, Barb D' Autrechy, Gary Tennenbaum
Jesse called the meeting to order at 2:03 p.m.
BOARD COMMENTS
Brush Creek Trail
Annie spoke to a Snowmass Village resident who asked that the Brush Creek Trail be
swept as it was in need of it over the May 12-13 weekend. Gary explained that the trail
has a wildlife closure on it from October 15- May 15 and so the trail did not technically
open until Tuesday May 15,2007. The trail is scheduled for sweeping on Friday May 18.
OST Staff is working with the CD OW on the closure dates as the habitat in question is
used for elk migration not calving so it may be possible to shorten the closure period next
winter/spring.
STAFF COMMENTS
Castle Creek Trail
Gary informed the OSTB that the costs for the Castle Creek Trail were above the OSTB
approved amount. The reasons were that the engineer working on the Castle Creek Trail
project missed a retaining wall in his planning thus there was an increase in the overall
Kiewit bid and Kiewit had less than 2 weeks to rebid the project with value engineering
and it was higher than we anticipated. Kiewit's price was $1,911,725 and a new 5%
contingency was added to the overall project budget to account for any additional
unforeseen costs. The OSTB share of the project would be $1,113.655.63, accounting for
the 50% share of the project assumed by OSTB. The City Open Space Board will be
meeting with the City Council Board next Tuesday May 22 to discuss the cost increases
and OST Staff will need to meet with the BOCC next Wednesday May 23 in order to get
budget amendment approval. Gary also mentioned that an adjacent property owner
David Press was missed during the notice period, Gary has been in communication with
David regarding the trail project. OSTB discussed alternative alignments again and Gary
explained that the other alternatives have been squashed due to a denied easement from
Ed Wachs along with Pitkin County Road & Bridge department's denial of road
realignment and retaining walls. OSTB does not anticipate the trail costs going down
anytime soon for this project and feels this project must be completed before costs
increase further.
EXECUTIVE SESSION
The Board moved to enter executive session in accordance with CRS 24-6-402(4) (a) and
(b), for the purpose of discussing acquisitions and litigation at 2:28 p.m. The Board
adjourned executive session at 3:10 p.m.
REGULAR SESSION CONT'D
Castle Creek Trail Project
Tim made a motion to approve the budget amendment recommendations to the BOCC for
the Castle Creek Trail Project. Annie added to the motion: to state in the letter
addressing the MOl to the BOCC that the trail project is 100% over budget and OST
already has a constrained trail budget. The OSTB voted 3 in favor (Annie, Tim, Jesse)
and one opposing (Hawk) for the recommended budget adjustments for this project.
BOARD COMMENTS
OSTB would like OST Staff to present to the BOCC the alarming costs of trail
construction which are increasing exponentially from year to year.
