The Open Space Board proposes to purchase li acres of the Arbaney/Kittle Subdivision for,publicly- owned open space and development of trailhead facilities. Specifically, the .Open Space Board proposes development of a`public parking area, a picnic area and trail access to publicly owned Forest Service and BLM property located immediately east of the purchased parcel. The~County will develop a Management Plan for the property. The Forest Sergice, Division of Wildlife and BLM have expressed a strong interest `in securing this property as a means of enhancin recreational o ortunities in the area. Th will assist in developing and implementing this Plan. ~ ey The Management Plan will be premised on the following goals: - Facilitate access onto public lands for recreational purposes; - Limit motorized access to„specific times and circumstances, i.e. during all or part of the hunting season; Conveyance of an"access easement for these purposes with other agencies will be discussed, with the objective of sharing responsibility for maintenance and management of the access road. Snowmobile use will be prohibited. - Provide a small fenced__day-use recreational area, a small graveled parking area, picnic table and, possibly a pit toilet and. nature trail in the future; Other potential developments. include a hitching rail for horses, minor. road improvements, informational signing and landscaping. - Provide a potential trailhead for the development of ,an Old- Snowmass to Basalt trail along the base of the mountains; This development will depend on the. .success. of .trail easement negotiations with adjacent landowners. ~:. , .~,,~, ~,~s... :,<_ .~ _..._a..~,. v: ,~_. _ __.._,F - Provide a guarantee that the property will not be subject to any future residential, commercial or industrial development; APPLICANT: Wyland Kittle APPLICANT'S. ACCESS: Purchase of the property is contingent upon recordation of an'access agreement establishing access from the dedicated Holland Hills Subdivision Streets to Access Easement "F" of the" Arbaney Ranch Subdivision (see attached `exhibit), which is used to provide access to Lot 3. The purchase contract is further .contingent upon the County'establishng`that it has access from said dedicated streets to that portion of Lot 3 being purchased. The BOCC Chairman should defer signature of the subdivision exemption plat until the access agreements have been recorded to the satisfaction of the County Attorney. WATER: Provision of potable water is not proposed on-site. The seller of the property has agreed to "donate" water from the Arbaney ditch for irrigation and maintenance of the parcel. The County does not own ditch or water rights associated. with the .property. SEWER: The Environmental Health Department indicates that it is County policy to require the provision of toilet facilities for this type rof day-use area. Bob Nelson recommends the provision of a composting unit which has been used with a great deal of success at recreational installations and rest stops throughout the State. SITE HISTORY: The Board. granted Final Plat approval to the Arbaney/Kittle Low impact Subdivision in December of 1988, pursuant to Resolution No. 88-159. Lot 3 of the Subdivision, which is the subject of this application, is one of five free-market lots which were approved on a 162 acre tract of land. The proposed open space` use complies with provisions of the Subdivision Improvements Agreement recorded at Book 590, page 431 and Book 631 Page'27.` REFERRAL AGENCY COMMENTSb 1. County Land IIse Engineer - Bud Eylar's comments have not been received to date but will be presented at the meeting. 2 . ~ ~, 2. Fill n'draw are`a`With imported pit run gravel to reduce slope of road and turn radius. - Blade and widen access road to 18 foot width - Lay down 4" of coarse subbase gravel and 3" of 1.1/2" roadbase gravel along 414 linear feet of access. road to parking lot. Blade and compact. - Crown and shoulder road to .allow for efficient runoff This road is intended to be an all-weather access"road built to County driveway standards.` "It will be `appro`arimately 1" 1/2 lanes across with a slope of 8°s or less. The road will be maintained as needed, or approximately twice a year. Maintenance will. consist of blading and regraveling as necessary. The road beyond the parking area will not. be maintained. This inventory 'will be done. over the course of the" summer and a strategy for maintaining or improving existing conditions will be developed in consultation with the_Open Space and Trails Board. That plan will establish policies for vegetation management, wildlife managemeht, cultural, resource ,.preservation, erosion control and wildfire management, among other things. VII. MAINTENANCE Maintenance will be provided through joint use agreement with the Bureau of Land Management, the Forest Service, the. County and the Colorado Division of Wildlife. Major management responsibility will remain with the Pitkin County Open Space and Trails Program, but other agencies may provide specifid services such_as patrolling and monitoring, snowplowing, fence repair and maintenance, and road maintenance. The Holland Hills Homeowners' Association will be ,. asked to work with~'Pitkin C'ounty~ tomoni~or usage and~~report maintenance needs at regular intervals.
