Vos Caudill, Pitkin County, CO ADMINISTRATIVE DECISION OF THE COMMUNITY DEVELOPMENT DIRECTOR OF PITKIN COUNTY, COLORADO, APPROVING THE BRINT SITE PLAN REVIEW AND MINOR AMENDMENT TO A DEVELOPMENT PERMIT Determination No. L07 2007 RECITALS 1) Stephen Brint and Mark Brown (hereafter "Applicant") have applied to the Community Development Director of Pitkin County (hereafter "Director") to obtain Site Plan approval with Vested Rights for a new single-family residence. The lot is within a designated scenic view protection area. The Applicant is also requesting to expand the previously approved building envelope to accommodate the driveway and a water diversion from the Salvation Ditch for irrigation of the lot. The Applicant proposes to utilize two TDRs to construct a residence and bam of up to 10,750 square feet of floor area. 2) The property is described as Lot 5, Aspen Valley Downs Subdivision/PUD, according to the First Amended Plat recorded March 23, 1999 in Plat Book 49 at Page 2, Reception #429063. 3) The lot is zoned RS -20 and contains 18.284 acres. 4) The Board of County Commissioners approved the Aspen Valley Downs Subdivision/PUD in 1992; the final plat is recorded in Plat Book 28 at Page 90. A building envelope for Lot 5 is shown on the plat. 5) The Director finds that the request complies with the applicable provisions of the Land Use Code, as follows: A) The amended activity envelope is primarily comprised of slopes of less than 30% and the small areas of slopes in excess of 30% qualify as minor slope anomalies pursuant to Sec. 7-20-20(c)(3) of the Code. B) The amended activity envelope does not otherwise create additional impacts on constrained areas. C) The proposed residence complies with the scenic view protection standards in the Code. D) The use of TDRs for additional floor area on a lot in Aspen Valley Downs is exempt from growth management without special review. APPROVED by the Director, subject to the following conditions, which shall run with the land and be binding on all successors in interest: 1. The Applicant shall adhere to all material representations made in the current or prior applications or in public meetings or hearings and shall consider those representations to be conditions of approval, unless amended by other conditions. 2. The Applicant shall comply with all standards for development within Scenic View Protection Areas as represented in the application and approved in this Administrative Decision. The exterior materials (facade and roofing) for the residence shall have natural earth tone colors that blend with the colors of the surrounding landscape and shall be non -reflective. Samples of exterior materials shall be reviewed and approved by Community Development prior to building permit application. The residence shall be substantially consistent with the photo simulation attached as Exhibit A. Driveway lighting is prohibited and all other lighting shall comply with the lighting code. Prior to submission of any future building permit applications, the Applicant shall be required to submit for approval by the County Attorney and Community Development a Site Plan with an Activity Envelope in accordance with Land Use Code Section 2-30-20(g) and Application Manual Section 2.1.12. The above referenced approvals shall be a condition precedent to finalization and recordation of them. The Site Plan shall also incorporate the following changes: A. Depict the entire lot. B. Amend the landscaping plan to eliminate nut, berry and fruit producing plants. 4. The parcel is exempt from the Growth Management up to 5,750 square feet of floor area. Additional floor area may be obtained via the use of TDRs or by competing in growth management. 5. Prior to issuance of a building permit application for the residence, the Applicant shall: A. Provide proof of an adequate water supply (in terms of quantity and availability) for domestic and fire protection purposes, and for irrigation purposes, if applicable, to the Environmental Health and Natural Resources Department. B. Complete a fireplace/woodstove registration form with the Community Development Department, if necessary. C. Obtain a stormwater permit from the State of Colorado if site disturbance exceeds one (1) acre. D. Obtain a County access/driveway permit acceptable to the Aspen Fire Protection District and County Engineer. The access drive shall be built to current County Standards, as described in the Pitkin County Asset Management Plan. E. Submit a drainage and erosion control plan for review and approval by the Planning Engineer. F. Submit a construction management plan for review and approval by the Planning Engineer showing the locations of staging, material storage and employee and construction traffic parking. G. Pay the applicable road and employee housing impact fees. H. Obtain a permit for construction of the septic system. The system must be designed by a registered professional engineer. 1. Submit a detailed revegetation plan for disturbed areas with appropriate seed mixes. 6. Landscaping shall be substantially consistent with the landscaping shown on the site plan. Areas disturbed by construction shall be re -vegetated within one growing season of the project's completion. 7. No structural development in excess of 30", with the exception of fencing, shall occur within the setbacks of the parcel. Landscaping in the form of berms shall not exceed four feet from the most restrictive grade. Any development located within setbacks mandated by County zoning regulations shall require a variance from the Board of Adjustment. Approval of an activity envelope within such setbacks does not assure approval of a variance. 8. The Applicant shall comply with the following standards for Development in a Low Wildfire Hazard Area: A. Defensible Space: The area around all buildings/structures, limited by property boundaries that may limit a property owner's ability to comply with this section, shall incorporate landscaping with wildfire defensible space considerations as follows (note: actual vegetation manipulation to meet these conditions may not be necessary where the natural vegetation patterns have already fulfilled these conditions): Administrative Decision No. t�&-2007 Page 3 1. Brush, debris and non -ornamental vegetation shall be removed within a minimum ten -foot (10') perimeter around all structures. 2. Vegetation shall be reduced to break up the vertical and horizontal continuity of the fuels at a minimum of a thirty (30) foot perimeter around a structure built on flat ground. (For greater slopes, reference the CSFS Safety Zone chart in Wildfire Guidelines For Rural Homeowners, which provides general guidelines that may be modified by a wildfire expert acceptable to the County). 3. Spacing between clumps of brush and vegetation up to the thirty (30) foot perimeter shall be a minimum of two (2) times the height of the fuel. Maximum diameter of the clumps shall be equal to the height of the fuel. All measurements shall be from the edges of the crowns of the fuel. 4. All branches from trees and brush within the thirty (30) foot perimeter shall be pruned to a height of ten (10) feet above the ground with removal of ladder fuels from around trees and brush. 5. Tree crown separation within the thirty (30) foot perimeters shall have a minimum of ten 6. (10) feet between the edges of the crowns, except for mature stands of aspen trees 7. where ladder fuels have been removed. In areas of aspen regeneration, understory shrubs and down and dead materials shall be removed. 8. All branches that extend over the roof eaves shall be trimmed and all branches within fifteen (15) feet of chimneys shall be removed. 9. The density of fuels up to a one hundred 000) foot perimeter of the structures shall be reduced where natural reduction has not already occurred. 10. All deadfall up to a one hundred (100) foot perimeter shall be removed. 11. No new conifer trees shall be planted within ten (10) feet of a residence. 12. No flammable mulches shall be placed within two (2) feet of a residence. 13. The property owner shall be responsible for the continued maintenance of the defensible space vegetation requirements. B. Roofing Materials: Class A covering or Class A assembly as defined by the currently adopted Building Code. No wood shakes or shingles. All other adopted Building Code compliant methods and materials permitted. Roofs with less than a 3:12 pitch are not permitted unless they comply with the following: 1) All roof coverings shall be constructed of non-combustible materials and installed on a Class A roof assembly. 2) All roof coverings shall have a surface that shall facilitate the natural process of clearing roof debris. 3) Protrusions above the roofline, such as parapets, shall be prohibited. 4) Roofs shall be installed as required by the adopted Building Code and shall have a minimum pitch of 1:48. 5) All roof designs, coverings, or equivalent assemblies shall be specifically approved by the Fire Marshal prior to submittal of a building permit application. C. Maintenance and Miscellaneous Requirements 1) Roofs and gutters shall be kept clear of debris. 2) Roof vents shall be screened with corrosive resistant wire mesh, with mesh one-fourth ('/a) inch maximum. 3) Any outbuilding shall adhere to the same wildfire requirements. 4) Yards shall be kept clear of all litter, slash and flammable debris. Administrative Decision No.l d 3 -2007 Page 4 5) All flammable materials shall be stored on a parallel contour a minimum of fifteen (15) feet away from any structure. 6) Weeds and grasses within the ten (10) foot perimeter shall be maintained to a height not more than six (6) inches. 7) Firewood/wood piles shall be stacked on a parallel contour a minimum of fifteen (15) feet away from the structure. 8) Swimming pools and ponds shall be accessible by the local fire district. 9) Fences shall be kept clear of brush and debris. 10) Wood fences shall not connect to other structures. 11) Fuel tanks shall be installed underground with an approved container. 12) Propane tanks shall be buried, if possible, or installed according to NFPA 58 standards and on a contour away from the structure with standard defensible space vegetation mitigation around any aboveground tank. Any wood enclosure around the tank shall be constructed with materials approved for two (2) hour fire -resistive construction on the exterior side of the walls. 13) Each structure shall have a minimum of one ten (10) pound ABC fire extinguisher. 14) Addresses shall be clearly marked with two (2) inch non-combustible letters and shall be visible at the primary point of access from the public or common access road and installed on a non-combustible post. 15) Utilities shall be extended underground. 9. The Applicant shall comply with the applicable codes and requirements of the Aspen Fire Protection District, including but not limited to access, turning around of fire apparatus, installation of an approved fire sprinkler system and a minimum 20,000 gallon water supply for fire fighting. 10. The Applicant shall comply with the following conditions regarding wildlife: A. Manipulation of vegetation outside of the building and grading/landscape/utility envelopes is prohibited. B. New fences shall comply with the following: 1) Mesh or woven wire fences are prohibited. 2) Wood rail fencing shall employ three (3) rails or less, be the round or split rail type, shall not exceed fifty-four (54) inches in height above ground level, and twelve (12) inches in width (top view), and shall have at least eighteen (18) inches between the lower two (2) rails. 3) Wire fencing must be three (3) strands or less. The top wire should be a twelve -point -five (12.5) gauge twisted barbless type at a maximum height of forty-two (42) inches. The middle strands (which may be barbed) should be located a minimum twelve (12) inches apart and from the top wire preventing entanglement when mule deer jump over. The bottom strand should be sixteen (16) inches from the ground. C. Fruit bearing trees and shrubs shall be prohibited. D. Trash/garbage shall be kept in an approved bear resistant container or enclosure. 11. No development shall occur outside of the approved activity envelope, with the exception of vegetation removal necessary to comply with the wildfire mitigation measures described above. 12. Prior to commencement of any earthmoving or other construction activity, the Applicant shall stake the corners of the envelope and install construction fencing around the construction site within the perimeter of the envelope. The fencing shall remain in place until issuance of a Certificate of Occupancy. Administrative Decision No. 2007 Page 5 13. No calculations for height, bulk, setback, size, floor area, or any other building and zoning requirements have been conducted. These requirements will be considered at the time of building permit. Any structures represented in the application may not be permitted under building and zoning regulations. 14. Statutory vested rights for the approval contained herein are granted pursuant to the Pitkin County Land Use Code and Colorado Statutes, subject to the exceptions set forth in Pitkin County Land Use Code, § 2-20-170 and C.R.S., § 24-68-105. The statutory vested rights granted herein shall expire on _, 2010. 15. Failure to comply with the conditions of this approval may result in revocation of this approval, or any subsequent permit(s) or approval(s) related to this property, or vested rights associated with this property. DISCUSSION: A site visit was conducted on October 16, 2007 by Nancy MacKenzie and Suzanne Wolff from the Community Development Department. Jodie Fielding from Galambos Architects was on site representing the owner. The Pitkin County Environmental Health & Natural Resources Department ("EH/NR") has reviewed the details of the Brint application for Lot 5 Aspen Valley Downs under the authority of the Pitkin County Land Use Code and the Pitkin County ISDS Regulation and has the following comments. ADEQUATE PROVISION FOR WATER NEEDS: 1-60-310: Identification of a property's water supply is necessary for siting of an onsite wastewater treatment system ("OWTS") due to setback requirements. The application included the Aspen Valley Downs Subdivision Improvements Agreement which indicates that this parcel is served by a water system. Water wells, water lines and fire water storage facilities were to be constructed for the Aspen Valley Downs Subdivision. Individual lot owners are responsible for the extension of water lines to service structures on their lots. Information in EH/NR files indicates that this Lot 5 and Lot 10 are served by well #8. This Department will require proof of an adequate legal water supply prior to issuance of an OWTS permit. SEWAGE TREATMENT: 1-60-320: The development intent for this parcel is to construct up to a 10,200 sf house, in addition to a barn. No visible constraints on this parcel for locating a new onsite wastewater treatment system were observed during the site visit. There were no observed irrigated areas, irrigation ditches, rivers, streams, ponds, gulches, wetlands or riparian habitat. The proposed berm and the existing Salvation Ditch are located far enough away from the proposed septic system location that they should have no adverse influence on the functioning of the septic system. There is an area proposed for the OWTS within the Activity Envelope that would be large enough and appears to be a suitable site for an OWTS. It is on the flat, un -treed, southwest portion of the parcel that receives full sun. It is recommended that this area be included in the final Activity Envelope and should be large enough for a trench designed absorption area.' If the future intended use of the barn is for it to become a CDU, the septic system should be sized to accommodate the future use at this time This Department strongly recommends that the applicant prepare the OWTS design for the main house in consort with siting of the proposed landscaping so that enough room is available for a trench configuration OWTS. ' For example, soils data for this parcel indicated a 43mpi percolation rate for the soil. A seven bedroom, 10,200 sf house will require an area approximately 57ft X 100 ft for the absorption area. This size assumes six 3 -ft wide trenches, 6 ft apart and a 50% reduction allowed for use of a gravelless chamber system. To whom it may concern: Galambos Architects Inc is requesting on the behalf of Stephen Brint (owner) a Minor Amendment to a Development Permit and Site Plan Review for Lot 5 Aspen Valley Downs Subdivision P.U.D. Parcel ID 2465-242-01-007. Proposal Project Summary and Background Information The project site is a vacant lot in the Aspen Valley Downs Subdivision, located down valley of Woody Creek to the North East of Upper River Road. The proposed residence is for a 10,200 S.F. single family residence and a detached barn of 550 S.F. The existing activity envelope does not contain trees over 6" in diameter. The surrounding area outside of the proposed envelope has several mature service berry which will be preserved. Areas of construction will be replanted with a manicured lawn area close to the home and slowly feather into the natural landscape and planting. A utility pedestal exists along the south portion of the western property line. It is next to the existing dirt drive that will also serve as the beginning portion of the proposed residences driveway within the previously approved 20' driveway easement for the portion in which it crosses the property line. The existing activity envelope is being requested to be amended to incorporate a few items. We are requesting the access envelope be extended to the property line along the West edge of the property to allow for grading for the driveway and to allow for regrading to create a natural sculpted berm between the property line and the driveway. The berm would serve to not only provide a visual barrier from our proposed residence to the residence on lot '10 directly below them, but it would also provide screening for the residences looking toward lot 5. Additional modifications to the activity envelope is to provide a corridor to the East. This would be for the soul purposed of gaining access to the Salvation Ditch to the East side of the! property in order to irrigate and build a water feature per our prescribed right stated in the Covenants. Also, we are proposing to extend our activity envelope to encompass a corridor at the South West corner linking to the ditch to the south. Lot 5 is surrounded to the North, East and South by a maintained ditch. Lot 5 has water rights as stated in the Protective Covenants for Aspen Valley Downs Subdivision. Sec. 7-20-20: Steep and Potentially Unstable Slopes As represented by the slope delineation on the Activity Envelope/Existing Conditions Plan the majority of the site consists of slopes between 15-30% with some small areas in the north portion of the site and along the existing road cut that exceed 45%. The proposed building footprint will avoid most of these extreme slope conditions and will be located on the site where slopes are naturally gentle, on average less than 30%. The two locations where the development does interact with slopes greater than 30% are at the north end of the garage wing and a portion of the west bedroom wing. In both cases this occurs due to minor slope anomalies inside the Activity Envelope and within the previously approved Building Envelope as defined in section 7-20-20(c)(3) and will comply with the guidelines for development in such areas as described in section 7-20- 20(c)(1)(a) through (d). The grading in these areas and with all other proposed site grading and retaining walls will meet Additional Standards defined in section 7-20-20(e). Sec. 7-20-10: Site Preparation and Grading The proposed Activity Envelope has been adjusted to include all grading and filling needed for site preparation and no work will be done outside of this envelope. The few existing trees are to be preserved and there are no plans to remove them. The activity involved with preparing and grading the site will follow the suggestions and requirements of the County Engineer or Community Development Director for protecting the natural terrain as outline in section 7-20-10(d). Sec. 7-20-30: Water Courses and Drainage In general, all activity and development will provide for maintenance of historical flow patterns; unimpeded flow of natural water courses and ditches; adequate drainage for all low points; a drainage system design to accommodate the entire development and possibly runoff from upstream areas; the maintenance of the drainage system; best management practices for treating stormwater before discharge; as well as meeting all applicable requirements for Water Courses and Drainage outlined in section 7-20-30. There are no existing rivers, streams, ponds, wet meadows, or wetlands on the site. However, Salvation Ditch surrounds the site to the north, east and south and all development activities will assure the following: adequacy of water supplies for irrigation; not to adversely affect the exercise of any water right; access to the ditches by Parcel ID 2465-242-01-007 Minor Amendment to a Development Permit & Site Plan Review 3000'4 its owners; to place basements and soil absorption wastewater treatment systems where they will not be effected by seepage from the ditches. As represented in the proposed Site Plan, the stream that will run through the lot will link to Salvation Ditch at the North corner of the property (utilizing water rights stated in attached PUD document) and will be lined or culverted to avoid leakage toward the building as well as :meeting the standards for Watercourse and Drainage above. Sec. 7-20-130: Landscaping and Vegetation Protection The proposed landscaping will meet the General Provisions in section 7-20-130(b) and Required Landscaping in Rural Areas section 7-20-130(c) in order to protect natural vegetation to the maximum extent consistent with the permitted development, to screen specific man made improvements to preserve the rural character of the County and to prevent the use of landscaping in ways that would compromise the rural character of the County. Naturally occurring vegetation will be used for any landscape improvements or re - vegetation. Clusters of shrubs and trees will be groupings similar to those naturally occurring around the site. Berms will not cause drainage or erosion problems. Sec. 7-20-120(c) and (d): Standards for Scenic View Protection Areas As a lot within a platted subdivision and having a designated building, envelope approved by the County, a scenic review prior to development is required and subject to the Standards for Development Within Scenic View Protection Areas. The proposed location for development utilizes an existing gentle slope in the center of the lot, therefore, using existing topography and minimizing visibility of development on the site. The design of the structure avoids, to the maximum extent practicable, the visibility of the building from view corridors by breaking up the height and bulk into three forms and articulating the facades and staggering rooflines. It does not project above any ridgelines as the lot is low enough in the valley. Through using earth -sheltered design when possible, natural materials and coloring, low - reflectance materials and locating the structure in the center of the lot, the development will complement the natural topography of the land. Existing vegetation is minimal on the lot with only a few trees that will be preserved and there are no irrigated meadows present. Satellite dishes and other utilities will be installed in locations that minimize visibility from rights -of -ways, use earth tone colors, and if necessary, screening to lessen their visual impact. Any land disturbed by earthmoving or berms will be re -vegetated wish native species already growing around the site and if needed irrigation will be provided to these areas. The proposed driveway will be re -directed to skirt the lot and avoid dividing the meadow in the lower portion of the property and utilize screening from the trees and landscaping. Sec. 7-20-120(e): Rural Character Guidelines for Building Location The development will be located where the natural topography of the site provides a relatively gentle slope less than 15% whereas most of the grade around this central location is 15-30%. Without any existing vegetation or topography breaks to screen the development, the proposed location will take advantage of screening from new trees in the meadow below while conforming to section 7-20-120(d) by not being on the highest ground or most visible portion of the site and utilizing natural topography, it will continue to preserve the rural character of the area. The project site is shown on Figure 1. The purpose of the study was to develop recommendations for the foundation and septic disposal designs. The study was conducted in accordance with our proposal for geotechnical engineering services to Galambos Architects dated May 10, 2007. A field exploration program consisting of exploratory borings and percolation testing was conducted to obtain information on the subsurface conditions. Samples of the subsoils obtained during the field exploration were tested in the laboratory to determine their classification, compressibility or swell and other engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop recommendations for foundation types, depths and allowable pressures for the proposed building foundation and for the on-site septic disposal system. This report summarizes the data obtained during this study and presents our conclusions, design recommendations and other geotechnical engineering considerations based on the proposed construction and the subsurface conditions encountered. PROPOSED CONSTRUCTION The proposed residence will be mainly a single story structure about 10,750 square feet in size and currently located on the lot as shown on Figure 1. The southeast end of the residence will be over a walkout lower level. Ground floors could be structural over crawlspace and slab -on -grade. Grading for the structure will be relatively minor with cut depths between about 5 to 12 feet. We assume relatively light foundation loadings, typical of the proposed type of construction. If building loadings, location or grading plans change significantly from those described above, we should be notified to re-evaluate the recommendations contained in this report. r Job No. 107 0388 MR -2 - SITE CONDITIONS The building site is located on a moderately sloping, southwest facing hillside at about elevation 7620 feet. The grade across the building site is typically between about 12 to 15% and increases to about 25% in the upper, northeast part with about 25 feet of elevation difference across the building footprint. The site is vacant and vegetated with grass, weeds and sage brush. Irrigation ditches are located to the northeast and south of the building site. Access trails have been cut through the building site and to the south of the lot as shown on Figure 1. FIELD EXPLORATION The field exploration for the project was conducted on June 4, 2007. Three exploratory borings were drilled in the proposed building area and one boring was drilled in the septic disposal area at the locations shown on Figure 1 to evaluate the subsurface conditions. The borings were drilled in the proposed building site prior to the relocation of the building to the current site shown on Figure 1. The borings were advanced with 4 inch diameter continuous flight augers powered by a truck -mounted CME 45B drill rig. The borings were logged by a representative of Hepworth-Pawlak Geotechnical, Inc. Samples of the subsoils were taken with a 2 inch I.D. spoon sampler. The sampler was driven into the subsoils at various depths with blows from a 140 pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D- 1586. The penetration resistance values are an indication of the relative density or consistency of the subsoils. Depths at which the samples were taken and the penetration resistance values are shown on the Logs of Exploratory Borings, Figure 2. The samples were returned to our laboratory for review by the project engineer and testing. SUBSURFACE CONDITIONS Graphic logs of the subsurface conditions encountered at the site are shown on Figure 2. The subsoils consist of about %2 foot of topsoil and about 15 to 22 feet of medium stiff to Job No. 107 0388 G9pOBiT1� �� (�� u 0 0 (� 0 u 3 : SM stiff, sandy silt and clay with scattered gravel overlying medium dense to dense, silty clayey sand with siltstone fragments to the drilled depth 26 feet. Laboratory testing performed on samples obtained from the borings included natural moisture content and density, gradation analyses, liquid and plastic limits and unconfined compressive strength. Results of swell -consolidation testing performed on relatively undisturbed drive samples, presented on Figures 4, 5 and 6, generally indicate low compressibility under existing low moisture condition and light loading. The samples typically showed a low collapse potential (settlement under constant load) when wetted and moderate to high compressibility under additional loading. The clay sample from Boring 2 at 5 feet showed a minor expansion potential when wetted when wetted under a constant relatively light loading. The laboratory test results are summarized in Table 1. No free water was encountered in the borings at the time of drilling and the subsoils were slightly moist to moist. FOUNDATION BEARING CONDITIONS The subsoils encountered in the borings at shallow depth are somewhat variable but at probable excavation levels consist mainly of compressible fine-grained soils. The soils have variable settlement potential when wetted but should be suitable for support of shallow spread footings with some settlement risk. It appears that the lower density, compressible soils generally extend to depths of 15 to 20 feet below existing ground surface and overlie less compressible sand soils. The suitability of the fine-grained soils to support the foundation should be further evaluated at the time of construction. The foundation bearing level may need to extend down to higher density soils or the compressible soils could be removed and replaced with compacted structural fill to help mitigate the settlement risk. The foundation should be designed to span the variable soils with mainly continuous walls and help limit the effects of differential movements. If a deep foundation system to extend the bearing level down to the less compressible silty clayey sand soils is proposed, we should be contacted for additional analysis and recommendations. Job No. 107 0388 000034 DESIGN RECOMMENDATIONS FOUNDATIONS Considering the subsurface conditions encountered in the exploratory borings and the nature of the proposed construction, we recommend the building be founded with spread footings bearing on the natural soils below the topsoil and any highly compressible fine- grained soils. The design and construction criteria presented below should be observed for a spread footing foundation system. 1) Footings placed on the undisturbed natural soils or compacted structural fill should be designed for an allowable bearing pressure of 1,500 psf. Based on experience, we expect initial settlement of footings designed and constructed as discussed in this section will be about 1 inch or less. There could be additional differential settlements of 1 inch or more if the bearing soils become wet. 2) The footings should have a minimum width of 20 inches for continuous walls and 2 feet for isolated pads. 3) Exterior footings and footings beneath unheated areas should be provided with adequate soil cover above their bearing elevation for frost protection. Placement of foundations at least 42 inches below exterior grade is typically used in this area. 4) Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 14 feet. Foundation walls acting as retaining structures should also be designed to resist lateral earth pressures as discussed in the "Foundation and Retaining Walls" section of this report. 5) The topsoil, highly compressible fine-grained soils and any loose or Job No. 07 0388 00003 disturbed soils should be removed and the footing bearing level extended down to the natural soils. Structural fill used to reestablish design bearing level can consist of the on-site soils compacted to at least 98% of the maximum standard Proctor density at near optimum moisture content. The -=�u RRN l -5 - fill should extend beyond the footing edge a distance equal to at least the depth of fill below the footing. 6) A representative of the geotechnical engineer should observe all footing excavations prior to concrete placement to evaluate bearing conditions. FOUNDATION AND RETAINING WALLS Foundation walls and retaining structures which are laterally supported and can be expected to undergo only a slight amount of deflection should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of at least 55 pcf for backfill consisting of the on-site soils. Cantilevered retaining structures which are separate from the residence and can be expected to deflect sufficiently to mobilize the full active earth pressure condition should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of at least 45 pcf for backfill consisting of the on-site soils. All foundation and retaining structures should be designed for appropriate hydrostatic and surcharge pressures such as adjacent footings, traffic, construction materials and equipment. The pressures recommended above assume drained conditions behind the walls and a horizontal backfill surface. The buildup of water behind a wall or an upward sloping backfill surface will increase the lateral pressure imposed on a foundation wall or retaining structure. An underdrain should be provided to prevent hydrostatic pressure buildup behind walls. Backfill should be placed in uniform lifts and compacted to at least 90% of the maximum standard Proctor density at a moisture content near optimum. Backfill in pavement and walkway areas should be compacted to at least 95% of the maximum standard Proctor density. Care should be taken not to overcompact the backfill or use large equipment near the wall, since this could cause excessive lateral pressure on the wall. Some settlement of deep foundation wall backfill should be expected, even if the material is placed correctly, and could result in distress to facilities constructed on the backfill. The backfill should consist of predominantly granular soils to help limit the settlement potential. Job No. 107 0388 HP. G%:jZo k:.w a The lateral resistance of foundation or retaining wall footings will be a combination of the sliding resistance of the footing on the foundation materials and passive earth pressure against the side of the footing. Resistance to sliding at the bottoms of the footings can be calculated based on a coefficient of friction of 0.35. Passive pressure of compacted backfill against the sides of the footings can be calculated using an equivalent fluid unit weight of 350 pcf. The coefficient of friction and passive pressure values recommended above assume ultimate soil strength. Suitable factors of safety should be included in the design to limit the strain which will occur at the ultimate strength, particularly in the case of passive resistance. Fill placed against the sides of the footings to resist lateral loads should be compacted to at least 95% of the maximum standard Proctor density at a moisture content near optimum. FLOOR SLABS The natural on-site soils, exclusive of topsoil, are suitable to support lightly loaded slab - on -grade construction. The fine-grained soils have variable settlement potential when wetted. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 inch layer of free -draining gravel should be placed beneath basement level slabs to facilitate drainage. This material should consist of minus 2 inch aggregate with at least 50% retained on the No. 4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95% of maximum standard Proctor density at a moisture content near optimum. Required fill can consist of the on-site soils devoid of vegetation, topsoil and oversized rock. Job No. 107 0388 0000Ji -7- UNDERDRAIN SYSTEM Although free water was not encountered during our exploration, it has been our experience in mountainous areas that local perched groundwater can develop during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can create a perched condition. We recommend below -grade construction, such as retaining walls, crawlspace and basement areas, be protected from wetting and hydrostatic pressure buildup by an underdrain system. The drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free -draining granular material. The drain should be placed at each level of excavation and at least 1 foot below lowest adjacent finish grade and sloped at a minimum I% to a suitable gravity outlet. Free -draining granular material used in the underdrain system should contain less than 2% passing the No. 200 sieve, less than 50% passing the No. 4 sieve and have a maximum size of 2 inches. The drain gravel backfill should be at least 1 %2 feet deep. An impervious membrane such as a 30 mil PVC liner should be placed below the drain gravel in a trough shape and attached to the foundation wall with mastic to prevent wetting of the bearing soils from drain water. SITE GRADING The risk of construction -induced slope instability at the site appears low provided the building is located in the less steep part of the site as planned and cut and fill depths are limited. We assume the cut depths for below grade areas will be stepped and not exceed one level, about 10 to 12 feet. Fills should be limited to about 8 to 10 feet deep. Structural embankment fills should be compacted to at least 95% of the maximum standard Proctor density at near optimum moisture content. Prior to fill placement, the subgrade should be carefully prepared by removing all vegetation and topsoil and compacting to at least 90% of the maximum standard Proctor density. The fill should be benched into the portions of the hillside exceeding 20% grade. Permanent unretained cut and fill slopes should be graded at 2 horizontal to 1 vertical or flatter and protected Job No. 107 0388 9 A 000038 c�cJaeC�l against erosion by revegetation or other means. This office should review site grading plans for the project prior to construction. PERCOLATION TESTING Percolation tests were conducted on June 5, 2007 to evaluate the feasibility of an infiltration septic disposal system at the site. One profile boring was drilled and three percolation holes were hand dug at locations as shown on Figure 1. The test holes were soaked with water one day prior to testing. The soils encountered in the percolation holes are similar to those encountered in the Profile Boring shown on Figure 2 and consist of sandy silt and clay. Results of a gradation analysis and liquid and plastic limits testing performed on a sample taken from the Profile Boring are presented on Figure 7 and in Table 1. The soils are USDA classification "Loam" with (LTAR) long term acceptance rate of 0.5 gallons per square foot per day. The percolation test results are presented in Table 2. Based on the subsurface conditions encountered and the laboratory and percolation test results, the tested area should be suitable for an infiltration septic disposal system. A civil engineer should design the infiltration septic disposal system. SURFACE DRAINAGE The following drainage precautions should be observed during construction and maintained at all times after the residence has been completed: 1) Inundation of the foundation excavations and underslab areas should be avoided during construction. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the maximum standard Proctor density in pavement and slab areas and to at least 90% of the maximum standard Proctor density in landscape areas. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We Job No. 107 0388 00009 HP. recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in paved areas. Free -draining wall backfill should be capped with about 2 feet of the on- site soils to reduce surface water infiltration. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. 5) Landscaping which requires regular heavy irrigation, such as sod, should be located at least 5 feet from foundation walls. Consideration should be given use of xeroscape to reduce the potential for wetting below the building from irrigation. LIMITATIONS This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either express or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory borings drilled at the locations indicated on Figure 1, the proposed type of construction and our experience in the area. Our services do not include determining the presence, prevention or possibility of mold or other biological contaminants (MOBC) developing in the future. If the client is concerned about MOBC, then a professional in this special field of practice should be consulted. Our findings include interpolation and extrapolation of the subsurface conditions identified at the exploratory borings and variations in the subsurface conditions may not become evident until excavation is performed. If conditions encountered during construction appear different from those described in this report, we should be notified so that re-evaluation of the recommendations may be made. This report has been prepared for the exclusive use by our client for design purposes. We are not responsible for technical interpretations by others of our information. As the project evolves, we should provide continued consultation and field services during construction to review and monitor the implementation of our recommendations, and to verify that the recommendations have been appropriately interpreted.
