AGENDA ITEM TITLE: A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF PITKIN COUNTY,
COLORADO AUTHORIZING THE BOARD TO
ENTER INTO LEASE AGREEMENTS FOR
EMPLOYEE HOUSING RENTAL UNITS

SUMMARY OF ISSUE: This is the first reading of a resolution authorizing the Board to enter
into lease agreements for employee rental units in the Roaring Fork Valley. Pitkin County will
be the master lease holder to have the rental unit reserved for employees and provide guarantees
to landlords for income.
BACKGROUND: The County is having increased difficulty hiring for its vacant positions.
This difficulty is magnified when top candidates for a position who do not live in the area are
considering relocating to the valley.
The rental of units for employees is an immediate solution to having housing available for
employees and provides a short term solution to being able to assist employees relocating to the
Roaring Fork Valley.
The Board at its Work Session on October 16, 2007, tentatively approved the supplemental
request from Human Resources for the Master Lease Rental Housing Option. The lease has been
reviewed by the County Attorney.
KEY DISCUSSION ITEMS:
The lease on rental units is a I year term.
Availability of the unit is making it possible for a new employee to relocate to the Valley from
out-of-state.

LEASE AGREEMENTS FOR EMPLOYEE HOUSING RENTAL UNITS

RECITALS
I. Pitkin County is encountering increased difficulty in hiring for its vacant
positions. This difficulty is magnified when top candidates who do not live in the area
are considering relocating to the Roaring Fork Valley.
2. Due to this difficulty, the Board directed Staff to pursue securing employee rental
units.
3. Staff has successfully secured one rental unit and pursuant to the terms of the
lease the Board will act as tenant thereby reserving the unit for Pitkin County employees
with guarantees to landlords for income.
4. At its October 16, 2007 Work Session, the Board tentatively approved the
Supplemental Request submitted by the Human Resources Department for a Master
Lease Rental Housing Option. The supplemental request allows the County to rent 3
separate units in the Roaring Fork Valley, at an anticipated cost of $1250.00 per month,
per unit. These units will then be rented to new hire employees as a recruitment and
retention tool, allowing the employee to adjust to the area and secure permanent housing
after an approximate 6 month period.
5. The rental of units for employees is an immediate solution to having housing
available for employees and provides a short term solution to being able to assist
employees relocating to the Roaring Fork Valley.
6. The Board desires to delegate signature authority to the County Manager for
future employee housing rental units lease agreements, in order to expedite the rental
process and secure top employees for Pitkin County. Such agreements to be consistent
with the terms of the first lease agreement stated below.
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pitkin
County, Colorado that the Board authorizes its Chair or his designee to execute a Lease
Agreement for an Employee Housing Rental Unit for real property located in Glenwood Springs,
Garfield, County, Colorado consisting of the following terms:
LANDLORDS: Thomas 1. and Ann Stephenson
UNIT: 2 bedrooml2 bath condominiwn
UTILITIES: to be paid by employee
TERM: September 28, 2007 through September 28, 2008
TOTAL RENT: $15,000.00

Be it further resolved the Board authorizes the County Manger signature authority for future lease
agreements for Employee Rental Units in the Roaring Fork Valley consistent with the above
mentioned terms.
