The Applicant did not request vesting with this application. 1. The parcel is located at 105 River Rock Lane. PID# 2643-162-00-024. (Legal Description Attachment A) 2. The parcel contains approximately 5 acres and is split by the AR-2 and AR-10 zone districts. 3. The parcel received ] 041 Hazard Review approval to construct a single family dwelling pursuant to BOCC Resolution 86-41. The pazcel most recently received 1041 Hazard Review approval pursuant to Hearing Officer Determination No. 53 ?006 (Rea No. 533539) and Site Plan and Special Review for a TDR Receiver site pursuant to Heazing Officer Determination No. 11-2007 (Rec. No. 536952). 4. The Woody Creek Trailer Pazk was referred on the application and supported the request with no conditions. 5. The Director finds that the request to replace the irrigation line and construct a sewer line to a leach field within the easement is consistent with the Code pursuant to Section 7-20-20(e)(9) subject to the following conditions. APPROVED by the Director, subject to the following conditions: 1. The Applicant shall adhere to all material representations made in the current or prior applications or in public meetings or hearings and shall consider those representations to be conditions of approval, unless amended by other conditions. 2. All conditions of Hearing Officer Determination No. 53-2006 (Rec. No. 533539) and Hearing Officer Determination No. 11-2007 (Rec. No. 536952) shall remain in full force and effect unless otherwise amended by this Determination. 3. The Applicant shall submit for an earthmoving permit prior to commencement of any work on [he lines. The eardunoving permit shall be reviewed by the Planning Engineer and shall include a detailed construction management plan and a detailed revegetation plan that each employ best management practices to retain the integrity of the slope. 4. Prior to submission of any future permit applications, the Applicant shall be required to submit for approval by the County Attorney and Community Development a Site Plan that illustrates the previously approved building envelope in accordance with Land Use Code Section 2-30-20(g) and Application Manual Section 2.1.12. The above referenced approvals shall be a condition precedent to finalization and recordation. We would like to withdraw the application for Major Plat Amendment and instead pursue a Minor Plat Amendment. I understand since the application conforms with the Subdivision Agreement that this will be an administrative approval process. The proposal is as provided in the application is to construct only 6,379 SF of gross floor area, plus the garage. There has been one significant change to the architectural plans creating a building that conforms to the Subdivision Agreement. In former plans, the mechanical/boiler room was shown on the west side of the basement level near the basement level walk-out bedroom putting the building 379 SF over the allowed 6,000 SF FAR restriction. The mechanical/boiler room has been moved underneath the garage, making the space sub-grade per the land use code definition and therefore exempt from the FAR calculation. This revision puts the total FAR for the building at 6,000 SF, plus 534 SF garage (exempt), and 637.5 SF boiler room (exempt). It is our recommendation that all disturbed areas would be properly compacted and that all grades would be reestablished consistent with existing undisturbed grades with proper drainage. Then return salvaged topsoil prior to construction and place it back onto prepared grades for reseeding. This seed would be either irrigated or non-irrigated native grass mix formulated for this valley depending whether or not it has irrigation. For those areas not having permanent irrigation a temporary one should be provided to reestablish grasses. All areas would be provided with atime- released fertilizer and the seeding would be applied at 3 - 41bs per acre. Upon site review, based on the proposed drawings ii is apparent that several trees will need to be removed to allow for new building sites. The lazge 9" diameter x 20'+ ponderosa might be able to be moved depending on its root system. The four large-scale native cottonwood trees (2 @ S" diameter and 1 @ I 1"and 1 @ 14" diameter) are not worth moving as their root system would be extensive and these trees would not survive a transglant. Furthermore, these species are cotton-baring trees adding to allergies and noxious seeds blowing around in late May thru June. Any and all new vegetation proposed would be consistent with the existing landscape. Native shrubs and trees would give a sense of typical riverside landscape that would naturalize your new additions to your property.
