HomeMy WebLinkAboutbocc.min.reg.08181969GUST 18, 1969 The Board of County Commissioners of Pitkin County, Colorado, met at 10;00 o'clock AM, August 18, 1969, with the following members present: Chairman Clyde Vagneur; Commissioners T, J, Sardy and J> Sterling Baxter; County Attorney Robert Delaney; County Clerk Peggy E, Miklich; Lloyd Speckman. Bills were audited, approved and ordered paid from Various Funds as follows; OLD AGE PENSION FUNDS; ~~ ~"; S `- PUBLIC WELFARE FUNDS; $~~3 ~y, ,~" Welfare report given to the board by the Director Mary Northrup. She reported a one day meeting in attendance at Eagle and the granting of a one step increase in salary by the State for her ~ time assistant Mrs. Dorothy LaCouter, effective August 1, 1969. State Welfare representatives, Dorothy Anders and Richard Urban I conferred with the board to discuss permanent status of the welfare director who has been serving her 6 months probationery period. It was ~. _____ _. ___ agreed by the board, subject to State approval, to extend the pro- bationery period of Miss Northrup for another 6 months. Leon Wurl, City Manager appeared before the board to discuss with them the necessary steps to handle fund accruing from the 2% sales tax, through the RSA, Delaney stated the handling fo these funds must meet certain requirements and must have the approval of both city & county, It was agreed that Wurl would prepare the budget, set up procedures and confer with city & county auditors and legal counsels. Fred Lane, representing the Sopris Mental Health Clinic appeared with a request for county funds for 1970 for thht organization. He was asked to present his request to the county clerk & recorder for inclusion in the budgetary figures for board approval. In 1968 the county appropriated $2000, Eagle county $1000 and Garfield county $3000.00. Chuck Cole discussed the Starwood subdivion road and maintenance by the county. He was told the county cannot maintain this road until it is paved and accepted by the county. As recommended by Edgar Stanton, P&Z, a public hearing is to be scheduled for Sept. 22nd regarding a petition by VanOrden and associates for a change in zoning from AF to B. This covers approximately 23 acres of land immediately south of the airport, the old Burlingame ranch. Baxter also suggested that the airport authority should also be contacted. Reynolds county building inspector, oleo mentioned irregularities in the briginal plot, with certain lines erased and that there was a 100%!gradient in some of the lots, Cocmnissioner Baxter moved to take the project under advisement, seconded by Sardy, Stanton advised gradient studies should be made. The commissioners agreed to an on the site inspection and an answer by September 2. The commissioners stated that because of special circumstances present in this subdivision that a personal inspection should be made by the Board, the;P&Z .and the county, building inspector, Baxter stated the Board is now suffering from previous errors in decisions made and wiah'to avoid such a situation in the future, II Earl Erickson appeared before the board to present an insurance and retirement program for county employees. It was agreed to study the program and Baxter has taken it under advisement.
