The Board of County Commissioners of Pitkin County, Colorado, met at 10:00 o'clock AM
May 5, 1969 with the following memb~:s 2resent: Chairman Clyde Vagneur, Commissioners T. J. Sardy and J.
Sterling Baxter; Robert Delaney, County Attorney absent having been excused; Peggy E. Miklich, Clerk and
Lloyd Speckman.
Bills were audited approved and ordered paid from Various Funds as follows:

COUNTY CLERK'S CLEARING:
'The Corn Construction quote of $1.65 per cubic yard for base material
was approved. This is the same price quoted the County in the past.
Lada Vrany inquired about the culvert on Owl Creek road and he was
assured this was on the adjenda. There was also a discussion of the Con I
Philips road for improvement to be scheduled at a later date.

Discussed by the Commissioners was the Frying Pan road in Pitkin
County and the possibility of Eagle County doing the maintainence of this
section for Pitkin County.
Earl Erickson proposed an insurance policy program for county employees
through Occidental Life. This is a group ordinary Life policy for all
employees of the County. Approved by the Commissioners. Still to be decided is
the total cost and whether the county will pay the full premium. Mr.
Erickson will submit figures regarding the cost [o the county commissioners,
possibly at the next board meeting.
The board discussed the impending "hippie" Love In situation with Sheriff
Fah itmire. Whitmire stated he had alerted state officials concerning handling of
the expected crowd. No known land has yet been leased as far as is known. There
:gas been a request, it is rumored, by the hippie's for a detachment of the
National Guard, to be stationed in the area for every one's protection.
Following this, there was a discussion of fringe benefits, salaries proper
recording of mileage and the purchase of a station wagon for the Sheriff's
department.

James Moore, of Moore Realty, wanted to know whn~kaz a business college
for women, plus dormitories could be Located. He was referred to the Planning
and Zoning Board.
Dr. Comcowich discussed a fluoride tooth paste program called
Zercaide. It is planned to be administered at the schools. The object of the
program is to "paint" as ma;~y of the school chidren's teeth as is possible, on
a one time basis. The Doctor stated the armed forces have used this type of
program and there has been a reduction in cavities ranging from 40 to 507..
The approximate cost of the program will be in the neighborhood of $250.00.
I[ was motioned by Dr. Baxter and seconded by T.J. Sardy, that the cost of the
program be subsidized by the County through the office of the school nurse.
Darya Schwarm made a reuest to the commissioners for painting the
County Court and chambers. This is in addition to the original r~uest to remove
the shelves in both areas and paint the vault. The additional amount for
the painting was submit~ed in the amount of $550.00. Since this amount was not
budgeted the commissioners were considerably disturbed by the additional work
requested. Mary Johnson, County Judge also appeared and the Commissioners
engaged her in considerable discussion regarding unbudgeted items but did not
rule out [he possibility that the work would be performed.
Marv Reynolds, building inspector, presented a blue-print of the pro-
posed mall sign at Holland Hills real estate development. Since the property
in this location is not zoned, the commissioners took no action.
Leon Wurl, city manager, discussed briefly with the commissioners, the new
accounting procedure soon to be in effect under State Law; a conservation and
development project to be held in Rifle and the location of a new and larger
dog pound. Also discussed was a $4,000.00 contract for a golf course study,
by Frank Hummel, of Greeley. Four sites will be investigated.
Ed Smart presented a list of mining claims Leased from the county by
McCullough Oil Corp. 32 of these claims are to be returned to the county by
McCullough and then Leased from the county by Silver Dawn, Inc., under the
same terms as originally leased by McCullough.
The commissioners ordered that the list ~f these claims be referred
to their county attorney, Mr. Delaney.

Service:, 'oetwec.. the County of Pitkin and Frank Hummel be submitted to their
county a~torney.
The com ~issioners further ordered that a letter addressed to
Robert Delaney, from Leon Wurl, City Administrator be submitted to the county
attorney.
There being no futher business to come before the Board, the meeting ~.
