Sterling Baxter; Commissioners T. J. Sardy and Clyde Vagneur; County Attorney Robert Delaney; County AdministratoY Terry McAnnany absent having been excused, Bills were audited, approved and ordered paid from Various Funds as follows PUBLIC WELFARE FUND: ~`~ ~ ~~ '/ OLD AGE PENSION FUND: '¢~i `IS~S'c~ Mr. Terry McAnnany, County Administrator was attending • a Seminar on County Government at Denver and accordingly was 1 S excused. The Commissioners again discussed with Mr. Dwight Shellman ~~ of Holland & Hart, Attorneys, a proposal to utilize about ninety- 7v5 six thousand square feet of land near the Ute Cemetery in East Aspen, presently in litigation with James Blanning. The proposal contem- plated construction of high density, low cost housing, principally for employees in the Aspen community with guaranteed maximum rentals over a period of five years. The Commissioners indicated interest in the program but suggested the guarantees would have to extend more than five years and the program would have to be worked out in such ' a manner as not to prejudice the County's position on the pending litigation. Mr. Shellman advised he would investigate the matter further and again be in touch with the Commissioners. Mrs. Nelle White from Redstone requested action by the County to provide sanitary disposal facilities for campers and mobile trailers utilizing the area, stating this has become a considerable ' nuisance in the Redstone community. It was suggested she contact the U. S. Forest Service who maintain the camp ground there. ' Malt liquor licenses for tY~e sale of 3.2 beer were approval on a renewal basis for the Merry-go-round Restaurant, Highlands Ski Corporation and for Buttermilk Restaurant, Rene F. Baudat. Mr. Robert Scarrow presented a plat on behalf of Gateway- of-Snowmass Development Company, comprising about 43 acres of lots one acre and above in size, entitled Gateway-of-S nownass Mesa Sub- division, and being the second filing on this subdivision. After. , consideration, the map was approved for filing subject to conditions ' endorsed thereon that the County did not approve utilities, waste disposal and did not accept or approve roads. Authorization was granted to sell the Company stock donated by Mrs. Ruth Brown for hospital improvements. The Aspen Times was designated as the newspaper for publi- cation of legal notices in the County during the year 1970 and until otherwise directed by the Commissioners, based upon a low bid of 15¢ per line on first insertion and 13¢ per line on subsequent insertions. The contract was entered with Green & Green Construction Company, Grand Junction, Colorado, for the total sum of $53,588.62 to provide all materials and construct one star steel building, Series SR-12, 80'x120'xl6'. Mr. Peter Guy, acting Chairman of the Pitkin County Planning & Zoning Commission, submitted Resolutions recommending zoning to A&F, Agriculture & Forestry of the approximate 8300 acres of the area known as Aspen Wildcat, and also recommending zoning to A&F, Agriculture & Forestry the remaining unzoned area of Pitkin County. . A Public Hearing had been advertised and conducted on a . proposal to zone to unrestricted the remaining area of Pitkin County, and to zone to A&F the Aspen Wildcat area. A group of about twenty- five property owners from the unzoned area appeared before the Com- missioners, indicating they represented over 14,000 acres of private land ownership in this area, the group filed a petition objecting to zoning this area to A&F; requesting planning studies and local repre- sentation concerning zoning and requesting that no zoning occur until such studies occurred. The Chairman advised the group that the area, exclusive of the Wildcat Area, would not in any event be rezoned to A&F without at least one additional public hearing; that action in' ' the way of zoning would in all probability occur in the near future and that their Petition and request would be given full consideration. Representatives of the Aspen Wildcat Development were advised ~ that the County would not, at this time, proceed with zoning to A&F , of their area without further discussion, and would notify them in advance of any such action. Mr. Richard Hclmig, attorney for the '~ Aspen Wildcat Development, advised that he was submitting a proposal to the Commissioners and the Planning Commission for consideration with respect to zoning within the next day or two. It was further agreed that Mr. Peter Guy would promptly contact Mr. Trafton Bean, County Planner, to set up a joint meeting , between the °lanning Commission, the Commissioners and Mr. Beatt to discuss in detail the zoning program now before the County, including amendments in contemplation for the zoning resolution. Mr. Steven C. Murphy presented a proposal for an Aspen Transit System, but no action was taken by the Commissioners. ' The Commissioners met with Pitkin County Iospital Board of Trustees and with Mr. Luke Birkey and Mr. Harvey Ilartzler, who n ___-~~or~ the Mennonite Board of Missions and Charities, and dis- vjJ~, agreed that a decision would be made not later than March 1, 1970 by the Pitkin County Hospital Board as to whether they would request ~/ that the Mennonite Board continue operating the hospital beyond July 1, 1970. Mr. Lamont Kinkade, County Sanitarian, reportdd to the Commissioners on the activites in his office. He recommended a full time jailer in the Pitkin County Jail, with better ventilation ' and it was directed that this matter be studied in conjunction with the handling of business for the City of Aspen on a possible joint expense arrangement. A service plan, petition, description and other documents were filed with the Pitkin County Clerk concerning the proposed Aspen Wildcat Basin Water and Sanitation District and pursuant to statute, the Commissioners scheduled a public hearing to be held on March 19, 1970 at 11.00 oclock in the forenoon in the County Commissioners Room, Court F;o use, Aspen, Colorado. Mr. ;;arvey Hartz.ler was appointed Civil Defense Director to serve until the second Tuesday of January, 1971, and until his • successor is appointed and qualifies. The Commissioners directed that County Administrator Terry McAnnany and the Pitkin County Sheriff prepare specifications and solicit bids for consideration on providing wrecker service in the County in connection with the removal of illegally parked or wrecked automobiles. • A request for an easement by the Aspen Metropolitan Sani- tation District for a sewer line through County property near the hospital bridge on North Mill Street was received and it was directed that the sanitation district be informed as to the County procedure on granting easements or permits. NOTICE OF PUBLIC HEARING A PUBLIC HEARING will be held before THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY, at The Commissioners Room, Court House, Aspen, Colorado on MARCH 19, 1970 at 11.00 o'clock in the forenoon concerning the proposed formation of the Aspen Wildcat Basin Water and Sanitation District. A service plan for the proposed Water and Sanitation District is on file, and may be examined in the office of the Pitkin County Clerk and Recorder. The Petition and Service Plan so filed in the office of the County Clerk and Recorder declares that the proposed district will be known as ASPEN WILDCAT BASIN WATER AND SANITATION DISTRICT; that improvements include a public water supply and distribution system with appurtenant facilities at an estimated cost of $4,820,800.00; also, a sanitary sewer system with appur- tenant facilities with an estimated cost of $4,270,500.00; that the boundaries of the proposed district, which are described by metes and bounds in the Petition and plan include as Parcel 1: A tract of land being part of Sections 1 and 2, Township 10 South, Range 86 West of the 6th P.M.; part of Sections 7, 8, 19 and 20, and all of . Section 18; Township 9 South, Range 85 West of the 6th P.M.; and part of Sections 11, 12, 14, 22, 23, 25, 27, 34, 35 and 36 and all of Sections 13 and 24; Township 9 South, Range 86 West. o 'he 5th P.M., County of Pitkin, State of Colorado. Parcel 2: A tract of land being part of Tract 52 in Sections 3 and 10, Township 10 South, Range 86 West of the 6th P.M., County of Pitkin, State of Colorado.
