The Board of County Commissioners of Pitkin County, Colorado, met at 10:00 o'clock AM, April
17, 1968, with the following present: Chairman T. J. Sardy; Commissioners Orest A. Gerbaz and J. Sterling
Baxter; County Attorney Robert Delaney; Clerk Peggy E. Coble.
Bills were audited, approved and ordered paid from Various Funds as follows:
OLD AGE PENSION: $2,628.00
PUBLIC WELFARE: 1,138.37
The County Treasurer was directed to invest monies
donated into the Pitkin County Air Rescue Fund (being a sub-
fund of the County General Fund) in Certificates of Deposit at
the Bank of Aspen.
Mrs. John Rosolack inquired about the status of
surveys on the land on Smuggler Mountain easterly of Aspen,
which the Pitkin County Park Association has been investigating
as a possible public park and was advised that the Bureau of
Land Management had promised to complete surveys of the area.
It was suggested that the Park Association proceed with plans
of development to be submitted to the Commissioners for approval,
and also to the Bureau of Land Management for approval.
Mr. Albert Kern, representing the Aspen Sanitation
District, inquired about the availability of County owned land
easterly of and adjacent to the existing Aspen Sanitation Plant,
to be used in connection with enlargement of sewage disposal
facilities. He was advised that this land had been committed -
to the Sanitation District years ago for this purpose, and that
the County would cooperate on a lease for such purposes. U ~~~~

Mr. Luke Anthony, Mr. Charles Worth and others,
inquired about what the County Commissione rs would be willing
to do with respect to the acute sewage treatment problem in
- ---- the Aspen area, and were advised that this was considered to
be the responsibility of the respective sanitation districts,
and that while the County Commissioners would cooperate in any
respect that fell within their responsibility or duty, that
requests for action desired should be submitted in writing
and would be given prompt consideration.
Mr. Marvin Reynolds, the City of Aspen-bounty of
Pitkin, Building Inspector, resigned from the City because of
policy differences with City authorities. The Commissioners
discussed with Mr. Leon Wurl, City Administrator and also with
Mr. Reynolds, the matter of whether Mr. Reynolds would continue
to be County Building Inspector, without City participation,
or whether his employment would be terminated for the County
because of resignation from the City, with the expectation
of continuing in a City-County combined Building Inspection
Department.
It was agreed that Mr. Reynolds would serve tem-
porarily as County Building Inspector pending further considera-
tion by the County and further advice from the City as to what
their plan and proposed program would be for continuing the
City-County arrangement.
Mr. John McBride requested permission to launch
a balloon from Wagner Park on each of four days in connection
with the InterSki activities. Approval was granted subject to
the sponsors taking adequate precautions against any possible
injury or damage resulting from the launching and assuming full
responsibility therefor.
The Commissioners discussed with Mr. Charles Vidal,
representing the Snowmass-at Aspen joint venture, the matter of
paving the Brush Creek County Road from Highway 82 to the Snowmass
development during the summer of 1968. Mr. Vidal indicated that
it was imperative that the road be paved and that the property
owners and developers would contribute substantially toward the
cost of such paving and work preparatory to paving.
It was finally agreed that the County would contri-
bute up to $30,000.00, a minimum of $15,000.00 to be paid out of
the 1968 budget and the balance to be paid out of the 1969 budget,
on the basis that the Snowmass-at Aspen joint venture and others
whom they might induce to participate would pay the remaining
cost of paving with a one and one half hot mix asphalt surface,
according to County specifications and subject to County approval,
the paving to be done under the direction of the County during
the spring or summer of'1968, it being understood that the portion
of the County's participation deferred until 1969 may be reflected
by Anticipation Warrants against non-tax revenues, or such other
revenue measures as the Commissioners deem necessary.
The Commissioners discussed general matters concern- ~.;
ing zoning with Mr. Edgar Stanton, Chairman of the Planning & ~~"
Zoning Commission.
An application for approval of a sewage treatment ~
plant filed by Pitkin Iron Corporation, the plant to be located '~~ ~"
near the confluence of Castle Creek and Express Creek above
Ashcroft at the mill sites of Pitkin Iron Corporation, was con-
sidered, it appearing that approval was sought in connection
with requirements for miners and other employees engaged in
the iron mining operation and transportation during the summer
months. The Commissioners approved the installation of the
sewage treatment facility at the location designated, with the
express understanding that they were not either approving or
disapproving plans and specifications for the facility proposed,
on the basis that the facility would have to be approved by
the County Sanitarian, and the State Health Authorities, as
well as Pollution Control Authorities, as it related to the
method and extent of treatment.
A purchase order and contract with the 3 M Company
was approved for the installation of microfilm equipment in the
County Clerk's Office to take the place of the existing record-
ing equipment.
The matter of a County-wide sales tax was discussed,
and the County Attorney was directed to make a further investi-
gation as to what could be covered by such a tax.
The Commissioners considered a list of County owned
tax sale certificates, certified by the County Treasurer's Office
to be held by Pitkin County and to be more than thirty years old,
and found and determined that the same should be candled, where-
upon, on motion duly made and seconded the following Resolution
