Heidi and Guy Mathys ("Applicants"); have applied to the Community Development Director of Pitkin County, ("Director"), pursuant to Section 3-200-080 of the Pitkin County Land Use Code ("Code"), to expand their previously-approved building envelope to allow for fhe construction and burying of concrete footers necessary for the retaining wall being built on their property. Applicants are requesting that their building envelope be extended for approximately 20' toward U.S. Forest Service land bordering their property: "Part of the extended building envelope will fall within a red avalanche zone. 2. The property is zoned AFR-10 and contains approximately4.27 acres. 3. The property received 1041 Hazard Review Approval in HO Determination No. 041-2001. Subsequently, a 1041 Hazard Review Site Plan for the property was approved and recorded at Plat Book 60, Page 57. 4. The Director finds that the request is consistent with the requirements of the. Land Use Code. APPROVED by the Director, subject to the following conditions: 1. The Applicants shall adhere to all material, representations made. during the application process. 2. The Applicants shall continue to comply with provisions of HO Determination No. 041-2001 except to the extent replaced or amended by the conditions of this approval 3. The Applicants shall construct and bury the footers necessary for the retaining wall that is being built in their current building envelope in the expanded building ehvelope, below grade. No other development shall occurin the amended building envelope. No other development shall occurin the red avalanche zone. 4. No ground disturbance shall occur on the U.S. Forest Service land bordering Applicants' property in order to access or construct the footers in the amended building envelope. Consistent with the requirements of Par. 12 of HO Determination No. 041-2001, a construction fence shall be put up along the National Forest boundary to demarcate the boundary and to ensure that construction equipment does not stray onto National Forest land. 5. The Applicants shall prepare an amended 1041 Hazard Review Site Plan for the ' property in accordance with all of the requirements of Land Use Code Section 5- 70-040, which shall depict the revised building envelope for the placement of the underground footers. The site plan shall be submitted to the Community Development Departmenf for approval and recording, prior to submission of any future building permit applications. The Board of Commissioners is asked to make a finding that hazards present on the building site "do not present a significant hazard to the public health, safety, or to property at the specific Tocation within the hazard area boundary for the particular proposed use" (L.U.C. 5.40.06 c). The proposed site is located on the border-' of an avalanche area as described by the Colorado State University Environmental Resource Maps which is designated as an area of State concern in the Land Use Code. As such, the Planning Office has asked that soils and geologic research be accomplished on the site to determine the safety~of construction on the site. Mr. Burke has obtained a detailed soils report by Lincoln DeVore dated May 31, 1977 and a Geologic report'-from Nicholas Lampiris dated February 3, 1977. Dave Shelton of the Colorado Geological Survey has reviewed each of these reports and recommends approval of the site subject to the constraints of the geologic and soils reports. Charles Collins, consulting engineer, has verified that the proposed building foundation has been designed with the recommendations of the consulting geologist and soils engineer. The recommendation of the Planning Office is for'the Board to make the finding as above described which will authorize the 1041 site approval subject to the conditions outlined in the reports of the consulting geologists and soils engineer. Bryant's (1972) avalanche map shows avalanche danger along the .slopes to the west of the tract, but my detailed investigation shows that no major slides will run through the property and that minor ones from just above the site will slip off the crown of the slope above the building sites into adjacent small gulleys,away from those sites. I recognized no other geologic hazards which could affect the proposed .building site, I do suggest an alternate site just north of the proposed site which is outside pf the area of possible sliding. Even this site, however, should have a strong west wall in case of new sliding in that area. In either case, I recommend a drain pattern be desighed west of tfie house site tp deflect water running off the steep slope. Waste disposal should be no problem since a sanitation engineer has several ' leach field sites to choose from in the area'. Water is already available from a spring on the property and a shallow well should be easily developable'. within either the moraine or the floodplain`if necessary. Access to the property is being negotiated to run"along the power line from ' south of the tract. If this fails, I recommend a cut from south to north up the east face of the morainal bench; this is a steep incline so that care must be_taken'in engineering that portion of the access. In this case, foundation pressures should be balanced to within + 500 psf for bearing walls and ± 300 paf for isolated columns. Stem walls. should be reinforced so us to be capable of spanning at ,least 15 feet. Reinforcing should be continuous around the foundation with no gaps or breaks. A potential exists on this site for the downhill creep of surficial soils. Therefore, if retaining structures are nece`ssary'bri this site, we would recom- mend that they be a flexible, gravity wall type of structure which can withstand some amount of deflection without signifi- cantly altering their ability to perform. If it is desired to use rigid reinforced concrete type retaining structures to retain soil perpendicular to the fall line of the slope, then it will be necess ry to design for lateral pressures considerably higher than normal, For the glacial morraine materials, in the ' absence of- any creep 'activity, an equivalent hydrostatic pres- sure pf 45 pef would be appropriate. Regardless of what type of foundation system is used, footings should be placed a minimum of 4.0 feet, or greater as specified by local building nodes, below the ground surface for frost protection.. Floor slabs should be constructed sous to act independently of all bearing walls and columns. Due to the potential for the occurrence of sulfates in the fine grained fraction of the sofas on this site, we would recommend a Type II Cement for use in all concrete in contact with the soil on this site. Under no circumstances should calcium chloride be used in' Type II Cement. Adequate drainage must be provided in the foundation area, both during and after construction, to prevent the ponding of water above foundation materials. The ground surface around the struc-- ture should be graded such that surface water will be carried quickly away from the structure. The: overall drainage should be designed such that, the runoff from one structure does hot move into the area immediately around another structure. Roof drains should be carried across backfilled areas and discharged well away from tY.e structure. Birkwood Associates May 31, 1977 Page -3- Any topsoil or debris should be removed from the construction area prior to beginning construction of the foundation. In addition, should any pockets of debris or organic material be encountered during excavation for the footings, this material should be removed and replaced with Backfill compacted to 95°,6 of maximum Proctor density, ASTM D-698. The open footing excavation should be insepcted prior to the placement of concrete to establish that materials of the propel design bearing capacity have .been encountered and that no soft spots or debris are present in`the foundation area. Backfill around the proposed ;structure and in utility trenches should be compacted to at least 90% of maximum Proctor density. '' The native soils may be used 'for this purpose if the material ', in excess. of 6 inches is removed. The more plastic soils should. be used as an impermeeble cap to prevent the infiltration of surface water through backfilled areas and into the foundation soils. Material should be placed 'in lifts not to exceed '6 inches compacted. thickness and'at a moisture. content approximately equal to the optimum Proctor 'moisture content, plus or minus 2%,' Backfill should be compacted to the density required by mechan- ical means, No water flooding techniques of any type should be used in the placement of Backfill on this site.' It is extemely important, due to the nature of data obtained by the random .sampling of such a variable and nonhomogeneous material as soil, that we be informed `of any changes in the subsurface conditions observed during construction from those assumed and outlined in she body of this report. Construction personnel should be made familiar with the content of this report and instructed to report any of here differences immediately when encountered. It is believed that all pertinent poix~ concerning the subsurface soils on this site have been covered in this report.
