The Contract for the Purchase of Goods (the "Agreement") dated January 28, 2007
between Pitkin County (the "County") and the American Association of Airport Executives, Inc.
(the "Contractor"), is hereby amended as follows:
SCOPE OF WORK: Add additional Aircraft Rescue and Firefighting Training Module to
the Airport's interactive Employee Training System as outlined in the attached Proposal.
Work as outlined in the Proposal shall be completed no later than July 31, 2008.
PAYMENT: In consideration of delivery and acceptance of the goods as outlined in the
Proposal, County shall pay Contractor, and Contractor agrees to accept as its fuN and
only compensation, the stated sum of $39,500.00, but any payment by the County may
be offset by any amount the Contractor owes the County for any reason. County agrees
to pay 50% of the total purchase price upon acceptance of this Amendment by all
parties. Final payment shall occur upon acceptance of goods delivered in compliance
with this Amendment.
!n all other respects the Agreement is in full force and effect and remains unchanged by
this Amendment.

AAAE
The American Association of Airport Executives (AAAE), anot-for-profit organization, is the
largest professional organization for airport executives in the world, representing thousands of
airport management personnel at public-use airports. AAAE's primary goal is to assist airport
executives in fulfilling their responsibilities to the airports and communities they serve.
A core business of AAAE is airport training. We develop training programs that are not
available commercially but needed by our members. Airport training is a unique market niche.
AAAE has designed and produced an interactive, easy-to-use touch screen training system with
customized training modules and a secure, computerized database. The system has the ability to
train and track employees at any time, in order to accommodate personnel requiring either new
or recurrent training each year.
AAAE provides ongoing technical support for its interactive training systems through annual
service maintenance programs. AAAE has also invested in IT and production video
infrastructure to assist the technical support team.
Aifield Rescue and Firefighting (ARFF) Training Program and Testing
AAAE is pleased to submit this proposal for one (1) complete customized "ARFF" training
module for Aspen's Interactive Employee Training (IET) system. The program content will be
designed to meet the specific needs of the Airport and filmed at Aspen Pitkin County Airport.
AAAE will design, produce and install a complete interactive ARFF Training Program and
Testing. The program will be divided into multiple sections and cover operational requirements
for airport personnel performing daily ARFF duties. The program will cover, at a minimum, the
following general topics: Airport Index, vehicle requirements, notams, extinguishing agents,
airport and aircraft familiarization, personnel safety, emergency communications, use of
equipment/appliances (nozzles, hoses, turrets), aircraft evacuation, firefighting operations,
structural responses, cargo and hazardous materials. The complete training program will include
up to thirty (30) of customized, digital video filmed on-site at Aspen Pitkin County Airport and
will take about one (1) hour to complete, including the viewing of the video content and
answering the test questions. The custom IET ARFF Training Program will include:
• advance consultation on custom filming
• script development
• story boarding and visual development
• on-site filming, to include site survey
• visualization and scene layouts
• dramatization and scenario development
• pre-production meetings for cast development
• directing and production of scenarios
• overseeing scene treatment
• script continuity
• non-linear editing and post production
• narration
• audio mixing and music
• all graphics and graphic art work
• completed customized video
• interactive script development and customization
• conversion of custom video to digital MPEG format
• integration of custom video into interactive program
• all interactive editing
• a runtime version of the interactive software
• packaging of completed interactive program
• completed interactive program loaded on each unit
• development of database to match ASE's reporting format
requirements
• development of student tracking program with various search
capabilities
• FTP capabilities data collection and redundancy
• a secure web site to deliver data and report
• set up of all units
• component wiring and installation
• on-site testing
• quality assurance
• employee training on use of the systems
Cost
One complete customized ARFF Training Program and Testing, which includes the
following services: scripting, program design, filming, production, editing, graphics,
development of interactive test questions, TIMS and installation.
