Based on the micro-topography of the lot we would. recommend that the nominal,height of the berm be 8 feet. This structure will then be sufficient to protect against the very small possibility of rock fall at the site. The preferred design concept on this site would be to build the house on an elevated fill- slab rather than excavate into the fan materials which make. up the site. This will promote better drainage around the structure and help mitigate any collapsing soffs problems. It v.ill also reduce the amount of disturbance to the site and the vegetation. Results of a gradation analysis performed on a sample of the gravels (minus 3 inch fraction) obtained from the site are presented onFig. 3, No free water was observed in the pits at the time of excavation and the soils were slightly moist to moist. Foundation Recommendations: Coasideting the subsoil conditions encountered in the exploratory pits and the nature of the proposed construction, we recontcnend spread footings placed on the undisturbe+3 natural soil designed for an allowable soil bearing pressure of 2,000 psf for .support of the proposed residence. Some settlement could occur if the bearing soils become wetted. Footings should be a minimum width of 16 inches for continuous walls and 2 feet for columns. Loose and disturbed soils encountered at the foundation bearing Ievel within the excavation should be .removed and the footing bearinglevel extended down to the undisturbed natural soils. Exterior footings should be provided with adequate coves. above their bearing elevations for frost protection.. Placement of footings at least 42 inches betow tlu exterior grade is typically used in this area. Cotninuous foundation walls should be retnforccd top and bottom to span local anomalies such as by assuming an unsupported length of at least l2 feet. Foundation walls acting as retaining structures should be designed to resist a lateral earth pressure based on an equivalem fluid unit weight of of Least 45 pcf for'the on-site gavels, excluding oversized rock, as backfill. Resistance to sliding at the bottoms of footings can be calculated based on a caefficiera of friction of 0.45. Passive pressure against the sides of footings can be caicitiated using an equivalent fluid weight of 350 psf for compacted backfill condition. Floor Slabs:. The natural on-site soils, exclusive of topsoil, are suitable to support lightly loaded slab-on-grade cotstruction. Some settlement of slabs cook{ occur if the bearing sails were to become wet, To reduce the effects of some differential movetnertt, floor slabs. should be separated from all bearing walls and columns with expansion joints which allow utuestraiacd vertical' movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The regniremeats for joint spacing and slab reinforcement should be established by the designer based 6a experience and the imended slab use. The drains should consist of drainpipe Placed in the bottom of the wall backfill surrounded above the invert level with freedtaiming granular material. The drain should be placed at each level of excavation and. at least 1 foot below lowest adjacent finish grade sad. sloped at a minimum 1 °k to a suitable gravity outlet. Free-draining granular material used in the underdrain system should contain less than 2% passing the No. 200 sieve, less than 50°,b passing the No, 4 sieve and have a maximum size of 2 inches. ' Surface Drainage: The following drainage precautions should be observed during construction and maintained at all times after the residence bas been completed: 1) Inundation of the foundation excavations and undersiab areas should be avoided during construction. 2) Exterior back&il should be adjusted to neat optimum moisture and compacted to at least 95 % of the maximur~t standard Proctor density in pavement and slab areas and w at least 90 % of the maximum standard Proctor density in landscape areas. Free-draining wall batkfilt should be capped with about 2 feet of the on-site, finer graded soils to reduce surface water it-filtration. 3) The ground surface sutxounding the exterior of the building should be sloped to drain away fl'om the foundation in all directions. We recotmend a minittntm slope of 12 inches in the first 10 feet: in unpaved areas and a min;m„m slope of 3 inches in the first l0 feet in pavement and walkway areas. We are providing this letter to advise. you of our findings to date and outline proposed mitigation measures.. The actual. design of the mitigation measures is underway, but will take at least. several more weeks.. The subject property is an 8-acre parcel with a 0.8-acre building envelope located west. of Cherokee; Lane. The site is on an alluvial fan complex west of the Crystal River. The lot is 1275 feet deep, and extends to the west to the base of steep cliffs comprised of Maroon Formation ,sandstone and, conglomerate. During times of heavy precipitation or rapid snowmelt, water is concentrated. in the slopes above the cliffs and runs'off quickly, creating floodwaters and occasional debris flows.. The,. fan has several larger channels where water and debris is currently concentrated, with one Large channel about 40 to 50 feet north of the. proposed house location... Observation of the area indicates, the fan has been_built. up over time as the alluvial materials spread out below the cliffs and accumulate. ,Examination of the_ nearby road cuts and a neazby house excavation indicate a pattern of fairly frequent soil burial as the drainage channels inevitably become clogged wiffi rocks and debris, and then the channel shifts to a new location on the fan. The next flood or debris flow(s) buries trees and any topsoil layer with alluvium in a new location, the area is re-channelzed and then re-filled, and the process repeatsover geologic time across the fan. In order to help assess the hazazd that this .geologic process presents to the proposed structure, we sampled a buried topsoil horizon at the west side of Cherokee Lane, below he proposed house. At this location, about 3 feet of coarse alluvium comprised of sandstone rock. fragments up to cobble size in a silty sand matrix had buried an old topsoil horizon. A radiocarbon age of 1120+/-70 BP (before present) was determined by Beta Analytic, Inc. Radiocarbon Dating Services of Miami, Florida. This age evidence indicates that a debris flow(s) occu7ed on the property at that time. The pattern of frequent topsoil burial indicates that the fan complex is very active, and there is a chance that during the life of the structure (assumed to be 100 years) the present channel could become clogged with debris above the house location, and that future debris flows could reach the,. houselocation. We believe the best course,of action will be to protect the structure itself and not try to arrest or capture future flows. In order to mitigate the debris flow hazard, we recommend constructing a debris deflection structure directly uphill of the house; with wing wails extending past the house on either side. A retaining wall is currently planned uphill of the house on the sloping lot, with a maximum height of about 8 feet. We propose to raise the. tap of the wall above the ground surface to help deflect water .runoff associated with fixture. floods. In order to divert coarse rocks and,boulders, we recommend building a "V" shaped deflection wain uphill and. above the planned retaining wall This second wall is in essence a "splitting wedge" that will turn coarse debris away from the house and the debris flow.. would be routed past the sides of the house. We also recommend excavating drainage swales above and along the walls, in order to provide a path for water, mud and debris to pass alongside the house to the areas below the house. The hazards due to the active, channel to the west will be mitigated by .. concrete walls and channels on the north side of the. house. Soil berms,,car% be used to cover and hide the walls, and may be necessary to mitigate the rockfall hazard on the site. Details of the walls and swales still need to be determined during the design phase. The design will need to be performed after a drainage study is done on the contributing drainage basin above the fan complex. This study will determine how much water can be expected during the design flood event, and the water volume will have a bulking factor applied to it in order to determine the design debris volume and velocity. Using this data, force data will be provided to a structural engineer to design the deflection walls. The amount of freeboard, or projection of the wall above the ground surface, will also be determined. If the required freeboard is great enough, the wall may be tall enough to serve as a rockfall protection device as well. Otherwise, a'soil berm will be provided uphill to provide this protection, as suggested in a previous letter from the Colorado Geological Survey. It is important to realize that the risks from geologic hazards cannot be completely eliminated with engineered structures, and that the owner must accept the risk of property damage associated with the hazard zone on the fan. We believe the outlined. approach will provide a satisfactory level protection for the planned structure and is the lowest risk. approach for the fieldconditons, except for avoidance by not building on the site. The design phase will take at least several weeks, and we are providing this letter in the hope that foundation construction can proceed while the mitigative measures are designed. We issued a preliminary letter to advise you of our early findings previously, dated August 27, 2001. The purpose of this report is to summarize our findings and recommend mitigation measuzes. The design of the measures is being performed by S K Peightal Engineers; Ltd and will be submitted under separate cover by Jack Albright; Structural Engineer. Hepworth-Pawlak Geotechnical; Inc. (H P) has provided geotechnical recommendations for the. proposed residence, and also performed a Geologic Site Review for the project, as presented in their letter dated Apri127, 1998. BACKGROUND AND: SITE CONDITIONS The subject property is an 8-acre parcel with a 0.8-acre building envelope located west of Cherokee Lane in Pitkin County, about 5 miles downstream from the town of Redstone. A site location map is presented as Figure 1. Asingle-family residence is proposed for the building envelope area; with a full, walkout basement opening to the east. The lot is on an'alluvial fan complex west of the Crystal. River, about halfway between the river and steep cliffs on the western side of the river valley. The lot is 1275 feet deep, and extends to the west to the base of steep cliffs comprised of Maroon Formation sandstone and conglomerate. A portion of the Geologic Man of the Leadville 1X'2 Ouadranele Northwestern Colorado by Tweto, Moench, and Reed, U.S. Geological Survey; 1978; Map I-999, is presented as Figure 2. The Maroon Formation is a Permian and Pennsylvanian age deposit described as maroon and grayish-red sandstone, conglomerate, and mudstone. The lower part of the Maroon Formation intertongues with Eagle Valley Formation or Evaporite, which underlines the Maroon in places. The Pennsylvanian age Eagle Valley Formation is mapped just east of the site, and is described as gray and reddish gray siltstone, shale, sandstone, carbonate rocks, and local lenses of gypsum. The Pennsylvanian age Eagle Valley Evaporite is described as gypsum anhydrite, and interbedded siltstone and minor dolomite. The alluvium consists of angular, gravel to boulder size rock fragments in a matrix of silty sand. Boulders typically range from 1 to 3 feet near the site, but boulders up to 6 feet in diameter occur in the area. DEBRIS FLOWS During. times of heavy precipitation or rapid snowmelt, water is concentrated on the slopes above the cliffs and runs off quickly, creating floodwaters and occasional debris flows. The drainage basin uphill of the fan is small, on the order of 24 acres, but very steep. Slope angles of up to SZ percent (42 degrees} were estimated in the upper. reaches of the hillside, while the slope in the building area averages about 25 percent (l4 degrees}. For this type of small, steep drainage basins, water volumes are limited and debris flows can. be the dominant erosional process. In older for debris flows to occur, several conditions must exist, including 1) sufficient available unconsolidated debris; including soil, rock, and organic material, 2) steep slopes, 3) a sufficiently high clay content in the debris, and 4) a large volume of debris compared to available water (Mears; 1977). All of these conditions exisf at the site, since the Maroon Formation is comprised of sedimentary bedrock with abundant fines, such as siltstone, sandstone, and conglomerate. Debris flows are unique in that they can transport very large rocks, and can actually gain mass during the flow process. Mass wasting processes typically accumulate coarse materials. in existing drainage channels above the fan, where rapid water runoff' from intense. storm events or rapid snowmelt onuses the coarse materials to slide or,flow downhill. When an area of lower slope gradient is reached, the channels often become blocked with debris, and floodwater from higher in the basin becomes temporarily blocked behind the debris dams. Once enough water accumulates, the blockages re-mobilize and debris flows can result. The fan has several larger channels where water and debris flows are currently concentrated, with one large channel about 40 to 50 feet north of the proposed house location. Observation of the area indicates the fan has been built up over ime as the alluvial materials spread out below the cliffs and accumulate. Examination of the nearby road cuts and a nearby house excavation indicate a pattern of fairly frequent soil burial as the drainage channels inevitably become clogged with rocks and debris, and then the channel shifts to anew location on the fan. The next floods and/or debris flows bury trees and any topsoil layer with alluvium in a new location; the area is re-channelized and then re- filled, and the process. repeats over geologic time across the fan. Photographs of the channel and features of the site area are included as Figures 7 through 16. Photo 11 in thisseries shows a location in the upper channel where flow has been diverted in the past. The nature. of the fan (frequent changes in debris flow direction) makes it difFicuh to capture flows by constructing flebris basins or dams near the house location. A debris dam or similar structure could be constructed at the fan.. apex to protect the entire fan area, but these structures require periodic maintenance and a road would be needed to the fan apex to provide. access for maintenance. The other alternative is to individually protect each structure on the fan. Based on our understanding of the project objectives and constraints, we believe the best course oP action will be to' protecf the structure itself and not try to arrest or capture future flows for the entire ion area... RECOMMENDATIONS In order to mitigate the debris flow hazard for this residence, we recommend constructing a debris deflection structure directly uphill of the house, with wing walls extending past the house on either side. A retaining wall is currently planned uphill of the house on the sloping lot, with a maximum height of about 8 feet.. We propose to raise the top of the retaining wall 2 feet above the ground surface to help deflect water runoff associated with future floods.'Tn order to divert coarse rocks and boulders, we recommend. building a "V" shaped deflection wall uphill and above the planned retaining wall. This second wall is in essence a "splitting wedge" that will turn coarse debris away from the house and. the debris flow would be routed past the sides of the house. We also recommend excavating drainage swales above and along the walls, in order to provide a path for water, mud and debris to pass alongside the house to the areas below the house. The hazards due to the active channel to the west will be mitigated by concrete walls and channels on the north side of the house. Soil berms can be used to cover. and. hide the walls on the downhill side, which will. also provide passive soil resistance to loads imposed on the walls from debris flows. With respect to the residence, the 8- foot wall height should mitigate the debris flow .hazard, as well as the rockfatl hazard.. Tt should be noted that we have not analyzed the potential rockfall hazard as part of our scope of work. A letter from the Colorado Geological Survey to Tamara Pregl of the Aspen/Ptkin Community Development Department dated May 12, 1998 indicated that a nominal soil berm height of 8 feet should mitigate the "...very small possibility of rock fall at the site." As part of our work, a drainage study was. performed on the contributing drainage basin above the fan complex by Hydrodynamics, Inc. A copy of this study is attached. This study determined how much water could be expected during the 100-y8ar design flood event, as an aid to design: The results indicated that a peak flow of about 20 cubic feet... per second (CFS) is expected from the 24-acre drainage basin. The amount of debris that is added to water during flow events is highly variable. This is known as a "bulking factor", and varies from 1.Q (no bulking) to as much as 5 in published studies. In general, the smaller the contributing basin, the higher the bulking factor. A range of 2 to 5 was estimated for this small basin. This factor fs very important when sizing debris catchment or detaining stuuctures, but is not as important when deflecting flaws. We observed flow depths from the area, using the active channel, road cuts, and excavations for this house and the house to the south as data points. We observed flows were usually in the range of l to 5 feetthick on the fan at a distance of about 6S0 feet from the fan apex. A design flow thickness of S feet was used in the design, with 3 feet of freeboard at the end of the diverting wall. Schematic design .for the diverting wall is presented on Figures 5 and 6. ,~~ Geological Investigation -. ,.. . lob No. 13781V~ Page 4 Unlike water flows, design criteria for debris flow mitigation are not common in literature. Many studies have been performed by the I;os Angeles County Department of Public Works and the I,os Angeles County Flood Control District on debris flow mitigation; but these studies are designed to protect errtire fans, so debris and sedimentation control is based on capture or screening, using basins, dams, and other structures: Flow is within established channels in these examples, whereas the hazard from this site is primarily from overland flow, when a debris flow leaves the established channel and traverses the fan to reach the house location. The U.S. Deparhnenf of Transportation, Federal Highway Administration has also published design criteria for debris-control structures, but these relate to protecting culverts from debris, flows, mainly sieving structures upstream of culvert openings. We reviewed published data for mitigation design for snow avalanches and debris flows, since they are similar phenomena. Design criteria from debris flow studies performed by Arthur Mears in Vail (Mears, 1984), and Glenwood Springs (Mears, 1977) contained applicable information for this site. The area studied for the Glenwood report was very similar to this project, including geology, location, and basin and fan slope gradients.. The. source basins were similar in area but larger, ranging from 78 to' 124 acres in size: We primarily used information in this studyfor our design criteria, since it was very similaz to this situation. In general, the perceived hazard and design forces decrease as one moves away from the fan apex towards the bottom of the depositional fan, and this guiding criteria was used for our perception of the hazard on this site and our recommendations. The magnitude of the dynamic pressure on a diversion structure depends on the unit weight of the flowing debris and the flow velocity. An assumed unit weight of 12S pounds per cubic foot (PCF) was used in the design. The velocity varies throughout the source channel and across the fan. The Mears study from Glenwood Springs estimated design velocities of 15 feet per second (FPS) for the azea between the fan .apex and 300 feet downhill, and 10 FPS for the next 300 feet. The study recommended a design load on a reinforced building wall of 900 pounds per square foot (PSF) for buildings within 300 feet of the fan apex, and 400 PSF for buildings between 300 and 600 feet from the fan apex. Our site is about 6S0 feet from the fan apex. We recommend using a design speed of 10 FPS and a design value of 600 PSF for forces against the wall to be conservative; with "a peak force of 2 times this value, or 1200 PSF during debris impact: Since a "V"-shaped deflection wall will not be perpendicular to the flow direction, the calculated farce can be reduced by multiplying the design force by the Sine of the angle the wall makes with the flow direction. For example, if the wall were oriented at 4S degrees from the flow direction, the force would be multiplied by a factor of 0:7. The force of the debris impact willbe resisted by a concrete wall with a backing soilberm, as indicated on Figures 5 and 6. Assuming a horizontal surface behind the. watt, a passive soil pressure of 500 PCF can be used in design where the onsite gravelly soils are compacted to at least 95 percent of the maximum standard Proctor dry density, per ASTM D698. The value is only applicable from 3 feet below the ground surface and deeper.'The top 3 feet of soil should be ignored when calculating' passive resistance, and reductions in the passive value should be made when the ground surface is sloping. The embankmerrt can be constructed with a slope`of 2:1 H V (horizontal to vertical), using' the onsite soils. A maximum inclination of 1.5:1 H:V is possible, but this slope angle will be more prone to erosion and should only be used where necessary. This steep slope also provides the least passive soil pressure. Using gentler slopes of 3:1 to 4:1 H`V is recommended if possible. and if excess soil is available, since these slopes will be easier to re-vegetate and will provide the highest passive pressure values. „ ~ Geologcal Im~estigation "Job No 13781 W Page 5 In addition. to the solids component of debris flows, mitigation design must consider muddy water floods associated with the flow. events, We recommend channehzing the ground above and next to u...,a. ;~~... the diversion walls to deal with the flood hazard on the site. The swages should be able to accommodate the 100-yeaz peak flow of 19.4 cubic feet per second (CFS}. The created swages should be tied into. the existing topography on the site. The Swale on the north side of the deflection wall should be tied into the. pronounced swage north of the house location. Schematic design for the mitigation measures is presented in Figures 5 and 6, It is important to realize. that the risks, from geologic hazards cannot be completely eliminated with engineered structures, and that the owner must accept the risk of property dairage associated with the hazard zone on the fan. We believe the outlined approach will provide a satisfactory level protection for the planned structure and is the lowest risk approach for the field conditions, except for avoidance by not building on the site. Our firm prepared an assessment of debris flow hazards and design parameters for mitigation measures in our report dated September 7, 2001, Job No. 13781W. We are providing information in response to questions raised by Tony Fusaro of Pitkin County, and the results of our observations. of the deflection wall installation Our report provided schematic drawings of proposed mitigation measures in Figures 5 and 6. The structural engineer for the project, Jack Albright with S K Peightal$ngneers, Ltd. prepazed a design for a deflecting concrete wall to be installed uphill of the proposed residence; using our recommended design values. We understand Tony has been expressed concern. regarding whether or not the wall design utilized a peak impact load value bf 1200 pounds per squaze foot (]?SF). We have discussed this item with Jack on this date, and he informed us that this was the case. He will contact the County directly to resolve this design issue. Neither our firm not S K Peightal prepazed final site drawings containing site grading and other information.. This work was done by Chris Ivlanera of Colorado River Engineering, Inc:'(CRE). Pitkin County has indicated concern regarding appazent discrepancies among the three design consultants. The discrepancies apparently originate tiom various terminology used in the design work. We will use the words wall /structure and deflection /diversion interchangeably. To clarify, the V-shaped debris flow deflection structure built uphill of the house serves both as a debris deflection wall, and also as a soil retaining wall. The. wall serves as a deflection structure during a debris flow event, but also acts to retain the soil behind the wall during anon-event. The design incorporates the need for both functions. A soil retaining wall (only) was originally designed. and planned to retain the slope above the house prior to any debris structure design. When the debris deflection wall was designed and placed uphill of the house and within the building envelope, it became apparent that the lower wall could be eliminated tp reduce costs. The grading design work done by CRE indicated a Yazd area could be achieved without the ower retaining wall. We mentioned increasing the height of the lower retaining _.~~ w. d. ~~. ~ . The lower wall is not needed as part of the .mitigation design and the elimination to reduce costs will not significantly increase the risk of damage to the house. The upper deflection wall by itself is enough to address the geologic hazard due to potential debris flow and rock fall hazards on the lot.. r We originally observed the deflection wall on March 12, 2002. At that time, the wall was in place and grading had occurred both above and below the wall. We noted two items of concern during our first. visit, an inadequate uphill wall exposure and a large boulder at the north end of the wall, which could block debris flows.. We recommended removing soil from above the wall to increase the. exposure of the vertical concrete wall and removal of the large boulder. We visited the site a second time on April 8, 2002 and observed that the ground above the wall had been re-graded to provide an adequate' amount of wall exposure and that.the boulder had been removed After our second visit, it is -our: opinion that the wall and site grading have been installed. in substantial .conformance with our recommendations.
